Abstract

Digital transformation in local bureaucracy is determined not only by technological availability but also by the readiness of human resources who operate digital systems. In regional planning organizations, civil servant competency is a crucial factor because administrative work is cross-unit, data-driven, and requires rapid service delivery. This study analyzes the influence of civil servant competency dimensions motives, traits, self-concept, knowledge, and skills on perceived usefulness, the influence of perceived usefulness on perceived ease of use, and the mediating role of perceived usefulness in the relationship between competency and perceived ease of use. This research employed a quantitative approach with a cross-sectional design. Primary data were collected through a Likert-scale questionnaire administered to 60 civil servants selected using purposive sampling. The model was tested using Partial Least Squares Structural Equation Modeling to examine causal relationships and indirect effects among constructs. The results indicate that competency dimensions, particularly traits, self-concept, and knowledge, significantly contribute to the formation of perceived usefulness. Perceived usefulness also shows a strong relationship with perceived ease of use and functions as the pathway through which competency influences perceptions of system usability. In contrast, technical skills alone do not automatically increase perceived usefulness when they are not aligned with organizational workflows, routines, and user beliefs. These findings extend the application of the Technology Acceptance Model in the public sector by emphasizing the importance of adaptive characteristics, digital self-confidence, and literacy in policy and work processes to ensure the benefits of digital transformation are effectively realized in public organizations.

Abstract

Penelitian ini bertujuan menganalisis pengaruh pengawasan melekat terhadap disiplin kerja pegawai di Kantor Dinas Pemberdayaan Masyarakat, Desa, Perempuan, dan Perlindungan Anak Kabupaten Sidenreng Rappang. Pendekatan yang digunakan adalah kuantitatif asosiatif dengan teknik sampling jenuh pada 38 pegawai. Data dikumpulkan melalui observasi, kuesioner, dan studi pustaka, kemudian dianalisis menggunakan uji validitas, reliabilitas, dan regresi linear sederhana melalui SPSS 26. Hasil penelitian menunjukkan bahwa pengawasan melekat berada dalam kategori baik dengan capaian 67%, dan disiplin kerja pegawai sebesar 61%. Uji ANOVA memperoleh Fhitung 21,974 dan signifikansi 0,000, serta uji t menunjukkan thitung 5,780 > ttabel 1,688, yang berarti terdapat pengaruh signifikan. Nilai R square sebesar 61,6% menunjukkan kontribusi pengawasan terhadap disiplin kerja. Temuan ini menegaskan bahwa semakin optimal pengawasan atasan, semakin tinggi pula tingkat kedisiplinan pegawai.

Abstract

This study aims to analyze the influence of collaborative governance on bridge construction in Marinding Village, Bajo Barat District, Luwu Regency. Infrastructure development in rural areas often faces challenges such as limited funding, inadequate technical support, and a lack of stakeholder collaboration.The research employed a quantitative approach, using data collected through observation, closed-ended Likert-scale questionnaires, and literature review. A sample of 92 respondents was selected using a random sampling technique, and data analysis was conducted using simple linear regression with the aid of SPSS version 25. The findings reveal that the application of collaborative governance principles falls into the "good" category, with an average percentage score of 73.14%, while the bridge construction outcome was rated "very good" at 82%. The regression analysis yielded a coefficient of determination (R²) of 0.356, indicating that 35.6% of the variation in bridge development is explained by the collaborative governance variable, while the remaining 64.4% is influenced by other factors. This result is supported by a t-value of 7.057 and a significance level of 0.000 (< 0.05), confirming a positive and significant relationship between collaborative governance and bridge development. The study highlights the critical role of participatory, transparent, and sustainable collaborative governance in supporting infrastructure development in rural areas.
