Abstract

General Background: Cultural preservation is a pressing issue in Indonesia, where traditional heritage faces erosion due to modernization and shifting values. Specific Background: Lung Anai Cultural Village in East Kalimantan, home to the Dayak Kenyah Lepoq Jalan community, embodies rich traditions such as traditional dance, weaving, carving, and ceremonies, yet these practices are declining, particularly among youth. Knowledge Gap: While traditional institutions are recognized for safeguarding culture, limited empirical research examines their operational roles, youth engagement, and contextual challenges at the village level. Aims: This study analyzes the role of the Lung Anai Traditional Institution in preserving cultural heritage, identifying its functions, supporting factors, and obstacles. Results: Using a qualitative descriptive approach with interviews, observation, and documentation, the study reveals the institution’s pivotal role in channeling community aspirations, promoting cultural practices, and mediating with the village government. However, limited youth participation and inadequate training hinder effectiveness, while community solidarity and local leadership provide strong support. Novelty: This research delivers a granular, village-level analysis of how traditional institutions navigate modernization pressures while sustaining intangible heritage. Implications: Findings highlight the necessity for targeted youth engagement and capacity-building programs to strengthen traditional institutions as cultural stewards in rural Indonesia. Highlights: Traditional institutions are central to preserving Lung Anai’s Dayak Kenyah cultural heritage. Youth disengagement and lack of training threaten continuity of traditions. Community support and leadership are key enablers for cultural sustainability. Keywords: Cultural Preservation, Traditional Institutions, Youth Engagement, Dayak Kenyah, Lung Anai Village

Abstract

General Background: Traditional institutions hold a strategic role in maintaining social harmony, preserving cultural values, and resolving disputes in Indonesia, yet their performance is often challenged by modernization and limited institutional resources. Specific Background: In Tanjung Lapang Village, West Malinau District, the Traditional Institution serves as the main actor in the Dayak Lundayeh engagement cancellation custom, covering ceremonial procedures, settlement of legal and social impacts, and dispute mediation, despite facing issues in ensuring process effectiveness and fairness. Knowledge Gap: In-depth empirical studies on the mechanisms, supporting factors, and obstacles of Traditional Institutions in handling engagement cancellations at the village level, particularly in North Kalimantan, remain scarce. Aims: To analyze the performance of the Traditional Institution in implementing the engagement cancellation custom and to identify its supporting and inhibiting factors. Results: This qualitative study found that the Traditional Institution is effective as a facilitator, mediator, and arbitrator, strongly supported by the community, but hindered by limited communication, modernization influences, and resource constraints. Novelty: This study provides a comprehensive empirical account of the dynamics of engagement cancellation in traditional villages and emphasizes the need for institutional adaptation to social change. Implications: Strengthening institutional capacity, enhancing customary law literacy, and fostering cross-sector collaboration are crucial to sustaining the role of the Traditional Institution in preserving cultural values and resolving disputes in Tanjung Lapang Village. Highlights: Highlights the central role of traditional institutions in engagement cancellation customs. Identifies key challenges including modernization and limited resources. Recommends capacity building and cross-sector collaboration for sustainability. Keywords: Traditional Institution, Engagement Cancellation, Dispute Resolution, Local Wisdom

Abstract

General Background: The Non-Cash Food Assistance Program (BPNT) is a strategic government instrument aimed at improving the welfare of underprivileged communities through non-cash food assistance. Specific Background: In Jahab Subdistrict, BPNT implementation benefits from strong community participation and strategically located e-Warong outlets; however, it still faces challenges such as limited human resources, insufficient guidance for Beneficiary Families (KPM), and uncertainty in disbursement schedules. Knowledge Gap: Previous studies rarely evaluate the alignment between BPNT’s objectives and its outcomes at the subdistrict level, nor do they provide a detailed identification of supporting and inhibiting factors. Aims: This study aims to evaluate BPNT implementation in Jahab, assess the alignment between program objectives and results, and identify supporting and inhibiting factors to improve implementation. Results: Findings reveal that program success is supported by community participation, strategic e-Warong locations, and adequate accessibility, but hindered by limited human resources, minimal guidance, inaccurate targeting, and inconsistent disbursement schedules. Novelty: This study offers an in-depth identification of supporting and inhibiting factors at the subdistrict level and provides evidence-based recommendations for program optimization. Implications: Enhancing staff competence, regularly updating beneficiary data, improving communication, and ensuring consistent disbursement schedules are crucial for BPNT’s effectiveness in meeting the needs of underprivileged communities. Highlights: Community participation and strategic e-Warong locations support the success of BPNT. The main obstacles include limited human resources, minimal assistance, and inconsistent disbursement schedules. Recommendations focus on improving competence, updating data, and program communication. Keywords: BPNT, Program Implementation, Community Participation, Social Assistance, Poverty Reduction

Abstract

General Background: Optimal community participation is a key determinant of success in community-based development programs, such as the Probebaya Program in Samarinda City, which integrates infrastructure development and economic empowerment at the village level. Specific Background: In Sempaja Barat Subdistrict, community participation remains low, influenced by dependence on incentives, limited awareness, and minimal involvement of Community Groups (POKMAS) in all program stages. Knowledge Gap: Previous studies rarely examine in detail the specific roles of POKMAS, along with supporting and inhibiting factors, in the context of Probebaya at the village level. Aims: This study analyzes the role of POKMAS in enhancing community participation and identifies the factors influencing its effectiveness. Results: Using a descriptive qualitative method, the research found that POKMAS plays a strategic role in coordinating community deliberations, implementing activities, and evaluating programs, with support from community leaders and the government as enabling factors, and limited budget, miscommunication, and low awareness as major constraints. Novelty: This study provides a detailed mapping of POKMAS’ roles and the factors influencing community participation in Probebaya at the local level.
