Abstract

Abstract Nagari-Owned Enterprises (BUM-Nag) or in most regions in other provinces known as Desa-Owned Enterprises (BUM-Des) is a manifestation of the mandate of Law Number 6 of 2014 concerning Villages, where the village government, in this case, Nagari is prosecuted accordingly Mandiri to be able to explore the wealth and potentials that exist in the Nagarinya area to be used as assets and sources of Nagari's financial income and is required to be able to carry out Nagari's financial management independently. BUM-Nag is an alternative business entity that needs to be developed to encourage the Nagari economy, with the hope of creating new economic resources for Nagari to utilize and to prosper the Nagari people's economy. This service activity aims to contribute thoughts and counseling about strengthening the BUM-Nag institution as a form of effort in improving the nagari economy. Service activities were carried out in Nagari Tabek Patah and Nagari Situmbuk, Salimpaung Subdistrict, Tanah Datar District. This activity uses the participatory rural appraisal (PRA) method, assistance, and counseling by looking at the potential possessed by Nagari as a creative business unit of the community and the potential that must be optimized. The result to be achieved from this empowerment activity is to increase the knowledge and capability or capacity of Nagari's apparatus on institutional strengthening and management of BUM-Nag as a form of effort in improving Nagari's economy

Abstract

Konflik seringkali merupakan kondisi yang kompleks karena banyaknya pihak yang terlibat di dalamnya dengan hubungan dan tujuan yang rumit. Konflik yang dibahas di dalam artikel ini pada awalnya merupakan konflik perebutan lahan yang terjadi antara 204 Keluarga yang mendiami emplasement stasiun emplasement stasiun kereta api di Bukittingg dengan pihak PT. Kereta Api Indonesia yang ingin kembali merevitalisasi jalur dan fasilitas perkeretaapian di Sumatera Barat Khususnya di Bukittinggi. Namun, konflik kemudian meluas bukan lagi antara dua pihak tetapi melibatkan pihak-pihak yang pada awalnya dianggap tidak memiliki kepentingan di dalam konflik tersebut. Sehingga, penelitian ini bertujuan untuk mengidentifikasi para pemangku kepentingan, menganalisis kepentingan dari pihak-pihak yang terlibat, pengaruh dan hubungan para pemangku kepentingan, dan membangun model kualitatif untuk membantu melihat kepentingan para pihak di dalam konflik emplasement stasiun emplasement stasiun kereta api di Bukittinggi. Penelitian ini dilakukan menggunakan metode analisis stakeholder. Menggunakan pendekatan semi terstruktur dengan melakukan wawancara mendalam dengan masing-masing stakeholder. Hasil penelitian mengidentifikasi terdapat 13 pihak yang secara langsung terlibat, yang terdiri dari 1 pihak berperan sebagai key player, 2 pihak yang berperan sebagai subject, 3 pihak sebagai context setter, dan 9 pihak sebagai crowd. Hasil tersebut memperlihatkan bahwa adanya satu pihak yang mendominasi menyebabkan sulitnya mencapai win-win solution dalam konflik ini. Penelitian ini menyarankan adanya forum yang berisikan multi-pihak agar dapat ditemukan solusi yang tidak menyebabkan adanya pihak yang terlalu dirugikan di dalam suatu konflik.

Abstract

Padang merupakan salah satu kota dengan ancaman bencana gempabumi dan tsunami. Kondisi tersebut dapat mempengaruhi persepsi risiko bencana penduduknya. Penelitian ini bertujuan untuk mengetahui persepsi risiko bencana gempabumi dan tsunami pada mahasiswa ditinjau dari pengalaman menghadapi bencana dan variabel demografis (gender, angkatan, rumpun pendidikan, dan jarak tempat tinggal). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kuantitatif. Subjek terdiri dari 213 mahasiswa Universitas Negeri Padang dari 8 fakultas yang berbeda yang dipilih dengan teknik cluster sampling. Skala yang digunakan adalah skala persepsi risiko bencana yang disusun berdasarkan model semantik diferensial. Hasil analisis data menunjukkan bahwa: (1) subjek memiliki tingkat persepsi risiko bencana yang tinggi; (2) tidak ada perbedaan persepsi risiko antara subjek yang pernah mengalami bencana dan belum pernah; (3) ada perbedaan persepsi risiko ditinjau dari variabel demografis meliputi gender, angkatan, dan rumpun pendidikan, sedangkan jarak tempat tinggal tidak ditemukan adanya perbedaan. Implikasi untuk memahami temuan dari penelitian ini didiskusikan dalam pembahasan.

Abstract

Currently, the dissemination of information looks pretty excessive in the pandemic Covid-19; it is called an infodemic. As stated by WHO Director-General Tedros Adhanom Ghebreyesus, "…infodemic…spreads faster and more easily than virus Covid-19". Infodemic is information overload and cannot be traced to the truth, especially those circulating and developing during a health emergency. The percentage of vaccination refusal in Padang is relatively high, namely 11,2%, compared to the national rate, which is 5,2%. This requires the Government's communication strategy to provide valid information so that people are willing to be vaccinated. The study aims to analyze the communication strategy carried out by Padang Government in minimizing the Covid-19 vaccine infodemic. This study used a descriptive method with a qualitative approach—informants were withdrawn by purposive sampling. Collects data using observation techniques, interviews, and documentation studies. The results reveal that Padang Government's communication strategy in handling the Covid-19 vaccine infodemic is quite complete, clear, concise, and accurate. However, the substance of the information submitted has not conveyed in detail the safety and halalness of the Covid-19 vaccine. The Padang Government should involve the MUI of West Sumatra in answering public doubts about the Covid-19 vaccine

Abstract

This community service partner is the Preparation Nagari Government Lingkuang Aua Bandarejo and Preparation Nagari Government Mahakarya, which are two of the seventy-two Nagari resulting from the division in West Pasaman Regency in 2018 based on the Minister of Home Affairs Regulation Number 01 of 2017 concerning Village Arrangements. It is known that the Nagari resulting from this division does not yet have a Nagari-Owned Enterprise (BUM-Nag). So the purpose of this service activity is to provide assistance and counseling about the formation of BUM-Nag, contribute ideas and describe the importance of the existence of BUM-Nag. BUM-Nag is an alternative business entity that needs to be developed to encourage the Nagari economy, with the hope of creating new economic resources for Nagari to use and for the welfare of the Nagari community. Methods and approaches used: education, socialization, training, and mentoring “participatory rural appraisal”. This training phase begins with a survey and the establishment of goals and objectives to be achieved. This service program has a significant impact in increasing the knowledge, abilities, and skills of partners in the preparation of Nagari regulations regarding the formation of BUM-Nag, and partners can understand well about strengthening BUM-Nag institutions.

Abstract

The Indonesian government has declared a new order to live side by side with COVID-19, through the idea of a "new normal". An interesting study to see how the Indonesian people respond to this new normal policy, especially in rural communities. So far, most discussions about the new normal have only been in the context of urban society. This study aims to identify the resilience of rural communities in facing the new normal situation. The method used is qualitative with a phenomenological approach. Data was collected using in-depth interview techniques with key actors. The research was conducted in Pulo Pitu Marihat Village, Ujung Padang District, Simalungun Regency, North Sumatra Province. This area was a red zone location when the pandemic took place, and most of the population worked in the informal sector which tended to be economically and socially vulnerable. The results show that people's ability to survive in the face of changes in the new normal transition period is influenced by individual resilience, social capital, natural resource environment, and social institutions.

Abstract

The smallest administrative unit in West Sumatra is not known as the village government but the Nagari government. West Sumatra uses the name Nagari Government to respond to the implementation of regional autonomy, which gives local governments the freedom to manage their government according to their respective local wisdom. It has the same main tasks and functions. In terms of public policymaking (policy formulation), there is still an element of adat in the policy formulation process. West Sumatra involved several actors in making this Nagari regulation, including Walinagari and its apparatus, BPRN (Nagari People's Representative Body), and KAN (Nagari Customary Density). What often happens is that many Nagari governments issue Nagari regulations based on routine activities. In contrast, regulations that are derived from people's aspirations can be said to have not existed in the 2017-2019 period. As happened in 6 Nagari in the salimpaung sub-district, there is no Nagari regulation made based on the community's needs. So far, the Nagari regulations are made to meet the needs of routine activities such as the preparation of the Nagari budget and development plans. This phenomenon has attracted the attention of researchers because the Nagari government also has the responsibility to make rules according to the needs of the community. The researcher also wants to know how the community participates in the process of formulating Nagari regulations, can these Nagari regulations be by the people's choices

Abstract

The tourism industry in Indonesia was the second-largest contributor to foreign exchange earnings, which absorbed approximately 10% (13 million workers) of the total national workforce in 2019. However, COVID-19 led to a drastic decline in tourists visiting Indonesia. The number of tourists in West Sumatra Province decreased by more than 50%, while the city of Padang experienced a decrease of more than 75% for foreign and 50% for domestic tourists. To solve this problem, the Padang City Tourism Office devised an alternative solution using digital platforms. The Padang City Tourism Office launched an application called SIDETA (Tourist Destination Information System), which contains information about tourism in Padang. This research aims to investigate how the collaboration between the Padang City Tourism Office and other helix elements contributes to the realization of digital tourism in Padang City and analyze the obstacles and challenges faced by the Padang City Tourism Office in building synergy with other helix elements. This research uses a qualitative and quantitative research approach. Informants and respondents were selected using purposive sampling. Furthermore, three data collection techniques were used: surveys, rapid appraisal, and participatory methods. The results show that 75% of the helix elements in Padang's tourism sector are unaware of the existence of the SIDETA, and 94.2% admit to not being involved in the creation and development of the application.
