Abstract

Di Indonesia, kemajuan teknologi tidak hanya memengaruhi kehidupan sehari-hari orang, tetapi juga dimanfaatkan oleh lembaga pemerintah dalam bentuk E-Government. Pemerintah Provinsi Sumatera Barat telah menerapkan E-Government untuk mengelola pariwisata Kota Padang. Penelitian ini didasarkan pada peluncuran aplikasi Sistem Destinasi Wisata (SIDETA) oleh Dinas Pariwisata Kota Padang pada tahun 2021 dalam upaya untuk menarik lebih banyak wisatawan lokal dan internasional ke Kota Padang. Penelitian ini meneliti bagaimana aplikasi SIDETA digunakan dan dioptimalkan di Dinas Pariwisata Kota Padang. Berbagai fitur aplikasi SIDETA memudahkan akses ke informasi pariwisata seperti yang memuat fitur home, fitur profil kota, fitur dinas, fitur destinasi wisata, fitur event, fitur kuliner dan shopping, fitur seputar padang, fitur publikasi, dan fitur video. Namun, beberapa masalah utama muncul selama proses implementasi, seperti pengenalan aplikasi, kurangnya sosialisasi, dan masalah integrasi data. Selain itu, penelitian ini menemukan upaya-upaya untuk mengatasi masalah ini. Upaya-upaya ini termasuk meningkatkan aksesibilitas informasi, menggunakan teknologi canggih seperti VR dan AR, dan bekerja sama dengan pemangku kepentingan dalam industri pariwisata. Data non-numerik seperti simbol, kata-kata, dan gambar dikumpulkan untuk mengupas dan menganalisis peristiwa sosial dalam tulisan ini. Metode ini digunakan dengan menginterpretasikan pengalaman, makna, dan konteks sosial yang dikaji. Dengan menggunakan observasi, dokumentasi, dan wawancara, studi lapangan dilakukan untuk mengumpulkan data. Hasil penelitian menunjukkan bahwa untuk meningkatkan pariwisata Kota Padang, sistem Destinasi Wisata (SIDETA), yang merupakan bentuk pariwisata digital, digunakan. Ini termasuk menyediakan informasi melalui situs web resmi dan melakukan aktivitas promosi pariwisata secara digital.

Abstract

This research aims to determine the supporting and inhibiting factors for the implementation of the Rendang Eating Program for MSMEs as a flagship program for the Tanah Datar Regency Regional Government. In this research, the researcher used a qualitative descriptive method where the aim of this method was to describe things that happened according to the conditions when the research was carried out. Data collection techniques in this research are interviews and documentation. Data were analyzed using reduction techniques, data presentation and drawing conclusions. The research results show that the implementation of the Rendang Eating Program has supporting factors, including First, the existence of clear regulations, with the latest legal basis, namely Regent's Regulation Number 1 of 2022. This regulation provides clear guidance and framework for all parties involved, including local government, KUKMP Service, Bank Nagari and Community. Second, full support from regional governments can also be seen through adequate budget allocation and good coordination between agencies. The inhibiting factors include First, there are still many people involved in BI-Cheking which causes these people to not be able to take advantage of the program. Second, the Rendang Meal Program has not been properly socialized to the public, so there are still many people who do not know about this program and the budget for the Rendang Meal Program itself has not been fully realized.

Abstract

Penelitian ini dilakukan dengan tujuan menganalisis bagaimana budaya etika diterapkan di Bank Nagari Kota Padang. Selain itu, penelitian juga bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi keberhasilan implementasinya dan mengevaluasi kendala yang dihadapi oleh karyawan. Dengan menerapkan metode kualitatif yang berbasis pada pendekatan etnografi, data didapatkan melalui wawancara yang mendalam dengan satu informan yang dipilih secara mendetail menggunakan teknik purposive sampling. Informan adalah seorang karyawan bagian human capital yang memiliki pengalaman kerja yang cukup dan memahami dengan baik pedoman etika perusahaan. Selain wawancara, observasi partisipan juga dilakukan untuk memperoleh gambaran komprehensif tentang interaksi sosial dan budaya kerja di Bank Nagari. Kepastian keabsahan data telah diperkuat melalui penggabungan beberapa sumber informasi dan metode yang berbeda, serta pemeriksaan kembali hasil penelitian kepada para informan yang terlibat.Dari hasil penelitian, dapat disimpulkan bahwa budaya etika di Bank Nagari terbukti terwujud melalui implementasi program pelatihan etika kerja, pengawasan internal yang ketat, dan penyusunan pedoman perilaku yang jelas. Meskipun begitu, ada tantangan seperti tingginya tekanan target kerja dan dampak perkembangan teknologi yang mendorong karyawan untuk beradaptasi dengan cepat. Pengamatan penting menunjukkan bahwa melaksanakan budaya etika yang konsisten di Bank Nagari secara langsung meningkatkan kepuasan dan loyalitas nasabah, sekaligus mendukung kinerja organisasi.

Abstract

This study examines the implementation of public service ethics at the Regional Civil Service Agency (BKD) of West Sumatra Province as an effort to achieve good governance. Good public service ethics contribute to enhancing service quality and transparency in personnel administration. The findings indicate that BKD has implemented various standard operating procedures (SOPs) and communication strategies, including the use of social media, to improve information access and responsiveness to complaints. Despite challenges such as maladministration and insufficient socialization, BKD is committed to improving services and building trust among the public and civil servants.

Abstract

Implementation of E-Government has become one of the priorities in bureaucratic reform and improving the quality of public services. This is in line with Presidential Instruction no. 3 of 2003 concerning National Policy and Strategy for E-Government Development, which encourages government agencies to utilize advances in information technology in government processes. In this research, the method used is a descriptive qualitative method. This means that the data collected is not in the form of numbers, but rather the data comes from interview scripts, field notes, personal documents, memos and other official documents. The SINOPEN application (Non-OSS Licensing and Licensing Information System) was launched by the Padang City Investment and One-Stop Integrated Services Service (DPMPTSP) in March 2022 with the aim of making it easier for the public to process permits and non-permits online. Based on research results, currently the SINOPEN application limits the use of one account to only one use, which makes it difficult for users who frequently access the application during the licensing or non-licensing application process.

Abstract

This research analyzes the effectiveness of e-Government through the e-Kelurahan program and its impact on public services in Padang City. With a descriptive qualitative approach, the research uses secondary data and interviews to understand the phenomenon in depth. This digital transformation is supported by the high number of internet users (63.61% of the total population of Padang City), which aims to improve efficiency, transparency and accessibility of public services. The results show an increase in the number of online document submissions as an indication of the program's success. However, challenges remain, including limited employee competence in information technology and lack of socialization to the public. Supporting tools are in place, but require regular updates to keep the system running smoothly. Padang City Government has strengthened application security to protect citizen data. The e-Kelurahan program has great potential to improve the quality of public services, although it needs to be balanced with staff training and effective socialization to the community.

Abstract

This research aims to determine the application of the SIGNAL application in increasing digital-based motor vehicle tax payments at the Padang City Samsat UPTD, as we know that the application of digital in the modern era makes it very easy to carry out certain matters, especially in paying taxes, the City Samsat has implemented the SIGNAL application which can make it easier for people to process tax payments, with this application, people don't need to make payments directly to the office. The lack of application of digital literacy among the community is the main challenge in implementing the SIGNAL application. However, the Padang City Samsat has provided education among the community with the help of the local government in the hope of overcoming the obstacles that exist in the community regarding the SIGNAL application.

Abstract

Nagari Salimpaung memiliki banyak potensi untuk dikembangkan, salah satunya adalah potensi alamnya yang cocok untuk pertanian dan pariwisata. Website nagari (desa) merupakan media promosi yang tepat untuk mempromosikan potensi tersebut. Namun, website nagari Salimpaung masih belum terkelola dengan baik. Oleh sebab itu, perlu dilakukan pelatihan untuk meningkatkan kualitas pengelolaan website menuju nagari (desa) digital. Metode yang digunakan dalam kegiatan pengabdian masyarakat ini adalah metode Focus Group Discussion (FGD) dan workshop. Peserta kegiatan terdiri dari perangkat nagari, BAMUS, KAN, tokoh adat, tokoh agama, tokoh perempuan, dan tokoh pemuda. Semuanya terlibat dalam diskusi dan memberikan masukan terkait konten website nagari. Hasil dari kegiatan ini adalah tersedianya database nagari yang lengkap, aktivasi fitur-fitur website, tersedianya pengaturan pengelolaan website nagari, tampilan halaman website yang lebih menarik, berita sudah lebih update dan sesuai kaidah jurnalistik, dan website nagari sudah terintegrasi dengan media sosial.

Abstract

Title: The Impact of Administrative Ethics on the Effectiveness of Public Service at the Social Service Office of West Sumatra Province This study explores the influence of administrative ethics on the effectiveness of public services at the Social Service Office of West Sumatra Province. Employing a mixed-methods approach, both qualitative and quantitative data were collected through surveys and interviews with employees and service users. The findings reveal that adherence to ethical standards significantly enhances the efficiency and quality of public services. Key ethical principles such as transparency, accountability, and fairness were found to be crucial in shaping positive service outcomes. The study highlights that fostering a strong ethical culture within the administrative framework can lead to improved public satisfaction and operational effectiveness. Recommendations for policy improvements are also discussed to support better service delivery.

Abstract

This study aims to examine the role of the National Unity and Politics Agency (Kesbangpol) of West Sumatra Province in preventing corruption. Using qualitative methods, data were obtained through interviews and policy analysis. Kesbangpol has played a role in increasing public awareness of the dangers of corruption through political education programs and strengthening national insight. However, the main challenge still lies in the practice of money politics and gratification that damage democracy and reduce public trust in the government. Internally, Kesbangpol implements online attendance policies and wealth reporting to increase transparency and prevent corruption among employees. This study concludes that public administration ethics are very important in efforts to create clean and effective governance.
