Abstract

The smallest administrative unit in West Sumatra is not known as the village government but the Nagari government. West Sumatra uses the name Nagari Government to respond to the implementation of regional autonomy, which gives local governments the freedom to manage their government according to their respective local wisdom. It has the same main tasks and functions. In terms of public policymaking (policy formulation), there is still an element of adat in the policy formulation process. West Sumatra involved several actors in making this Nagari regulation, including Walinagari and its apparatus, BPRN (Nagari People's Representative Body), and KAN (Nagari Customary Density). What often happens is that many Nagari governments issue Nagari regulations based on routine activities. In contrast, regulations that are derived from people's aspirations can be said to have not existed in the 2017-2019 period. As happened in 6 Nagari in the salimpaung sub-district, there is no Nagari regulation made based on the community's needs. So far, the Nagari regulations are made to meet the needs of routine activities such as the preparation of the Nagari budget and development plans. This phenomenon has attracted the attention of researchers because the Nagari government also has the responsibility to make rules according to the needs of the community. The researcher also wants to know how the community participates in the process of formulating Nagari regulations, can these Nagari regulations be by the people's choices

Abstract

The development paradigm in the world today is not only about economic growth but also discusses social development that is expected to create prosperity; even the first goal of sustainable development agreed upon by all countries is poverty alleviation. As a developing country, overcoming this problem is inseparable from external assistance. For decades, foreign debt and investment have financed Indonesia's growth. This study investigates the direct and indirect effects of foreign debt and foreign investment on poverty, with economic growth as an intervening variable. This study uses a quantitative methodology, using the path analysis method in the data processing. The results state that the foreign debt variable hurts monetary development. Through economic growth, foreign debt also has a negative direct and indirect impact on poverty in Indonesia. The foreign investment variable has no direct or indirect effect on poverty in Indonesia and does not impact economic growth. In addition, this study shows that Indonesian poverty is not affected by economic growth.

Abstract

Penelitian ini bertujuan untuk mengevaluasi suatu program perencanaan dan pembangunan industri IKM, mengevaluasi atau menilai program tersebut apakah berjalan secara optimal dan apakah program tersebut layak untuk terus dijalankan. Program perencanaan dan pembangunan industri IKM bertujuan untuk meningkatkan daya saing dan produktivitas IKM, dan meningkatkan laju pertumbuhan IKM. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif. Pengumpulan data dilakukan dengan cara wawancara dan studi dokumentasi, panduan wawancara berupa butiran-butiran pertanyaan yang telah disiapkan, alat pengumpul data yang penulis gunakan adalah kamera, HP, dan alat rekaman. Pemilihan informan dilakukan dengan cara purposive sampling, Instrumen yang digunakan dalam penelitian ini adalah peneliti sendiri, keabsahan data dilakukan dengan cara triagulasi sumber. Dari hasil penelitian dapat disimpulkan bahwa program perencanaan dan pembangunan industri IKM pada LAKIP Dinas Tenaga Kerja dan Perinudstrian Kota Padang belum berjalan secara optimal dan tujuan dari program tersebut belum tercapai secara keseluruhan.

Abstract

Penelitian ini bertujuan untuk mengetahui partisipasi masyarakat dalam pengaduan pelaksanaan pelayanan publik di Ombudsman Republik Indonesia Perwakilan Provinsi Sumatera Barat. Latar belakang penelitian ini adalah ditemukannya permasalahan maladministrasi dalam penyelenggaraan pelayanan publik di Provinsi Sumatera Barat, khususnya terkait tingginya tingkat partisipasi masyarakat dalam pengaduan pelaksanaan pelayanan publik di Ombudsman RI Perwakilan Provinsi Sumatera Barat dan tingkat kualitas pelaksanaan pelayanan publik di Provinsi Sumatera Barat. Dalam penelitian ini, menggunakan metode mix method (kombinasi) dalam menjawab rumusan masalah yang ada. lemahnya pengawan oleh Ombudsman RI Perwakilan Provinsi Sumatera Barat dalam pelaksanaan pelayanan publik Hasil penelitian ini menunjukan bahwa penyelenggaraan pelayanan publik di Provinsi Sumatera Barat masih belum baik dan berhasil Hal ini terjadi dikarenakan tingginya temuan praktek maladministrasi yang terjadi dalam pelaksanaan pelayanan publik, rendahnya evaluasi, dan lemahnya pengawan dalam pelaksanaan pelayanan publik. Kemudian masih banyak ditemukan berbagai bentuk maladministrasi yang dilakukan oleh instansi dan lembaga pemerintahan dalam memberikan pelayanan kepada masyarakat sebagai bentuk hak yang harus didapatkan oleh masyarakat, sehingga hal ini mengakibatkan kegelisahan dan keluhan yang dirasakan masyarakat dalam mendapatkan pelayanan yang berkualitas.

Abstract

Penelitian ini bertujuan untuk mengetahui keberwujudan Sistem Informasi Manajemen Nikah (SIMKAH) dalam meningkatkan kepuasan masyarakat di KUA Kuranji. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan pengisian kuisioner oleh 91 responden yang pernah menggunakan layanan SIMKAH di KUA Kuranji. Hasil penelitian ini menyebutkan bahwa keberwujudan SIMKAH secara signifikan mampu meningkatkan kepuasan masyarakat. Hasil tersebut diperoleh dari satu indikator yang berasal dari model SERVQUAL yaitu indikator tangibles. Kemudian indikator tersebut dikembangkan menjadi tiga sub-indikator yaitu: desain antarmuka yang menarik dan mudah digunakan, kemudahan akses informasi melalui platform digital dan fasilitas pendukung dalam penerapan SIMKAH. Dengan demikian, penelitian ini menyimpulkan bahwa SIMKAH tidak hanya meningkatkan kepuasan masyarakat namun mampu meningkatkan efisiensi pelayanan di KUA Kecamatan Kuranji.

Abstract

Nagari Salimpaung memiliki banyak potensi untuk dikembangkan, salah satunya adalah potensi alamnya yang cocok untuk pertanian dan pariwisata. Website nagari (desa) merupakan media promosi yang tepat untuk mempromosikan potensi tersebut. Namun, website nagari Salimpaung masih belum terkelola dengan baik. Oleh sebab itu, perlu dilakukan pelatihan untuk meningkatkan kualitas pengelolaan website menuju nagari (desa) digital. Metode yang digunakan dalam kegiatan pengabdian masyarakat ini adalah metode Focus Group Discussion (FGD) dan workshop. Peserta kegiatan terdiri dari perangkat nagari, BAMUS, KAN, tokoh adat, tokoh agama, tokoh perempuan, dan tokoh pemuda. Semuanya terlibat dalam diskusi dan memberikan masukan terkait konten website nagari. Hasil dari kegiatan ini adalah tersedianya database nagari yang lengkap, aktivasi fitur-fitur website, tersedianya pengaturan pengelolaan website nagari, tampilan halaman website yang lebih menarik, berita sudah lebih update dan sesuai kaidah jurnalistik, dan website nagari sudah terintegrasi dengan media sosial.

Abstract

This study aims to analyze the participation and commitment of program implementers in the Bioflok program within the context of a food security initiative in Tanjung Harapan Village. The focus of the research is on neighborhood heads (RT) and youth organizations (Karang Taruna) as local-level actors. The study employs a descriptive qualitative approach using in-depth interviews with key informants, including RT leaders, members of Karang Taruna, village officials, and BPD members. The findings reveal that participation in decision-making was minimal, characterized by a top-down approach with no deliberative process. During the implementation and benefit utilization stages, participation varied greatly; some RTs demonstrated collective involvement and local initiative, while others operated individually with limited engagement. The level of commitment also varied: successful RTs showed strong affective, continuance, and normative commitment, whereas unsuccessful ones tended to be involved only administratively, lacking emotional attachment or long-term responsibility. This study concludes that the success of the Bioflok program does not solely depend on participation, but also on the extent to which implementers possess a sense of ownership, personal responsibility, and social structures that support program sustainability.

Abstract

Nagari Tageh is a program implemented by the government to strengthen the community based on the community itself. Nagari Tageh is a reflection of the national program known as the Disaster Resilient Village. In West Sumatra, Nagari Tageh was initiated by the Regional Police (POLDA), and at the district level, it was carried out by the local police (POLRES). In Tanah Datar Regency, Nagari Tageh has been socialized since 2018, but there is still no Nagari that has been able to implement this program comprehensively. The involvement of other stakeholders that should support this program has also not been seen, as if the POLRES is working alone without cross-sectoral support. However, because the Nagari Tageh program is a strategic program that directly involves the Nagari community, contributions from other relevant agencies are urgently needed. This study aims to examine the roles that can be carried out by government institutions as stakeholders in the Nagari Tageh program so that it can be implemented more comprehensively in the future. This research uses a qualitative method with a descriptive approach. Data were collected through interviews with key informants from the Tanah Datar POLRES and several other stakeholders related to the Nagari Tageh program. The results show that stakeholders other than POLRES and the Nagari government actually have a commitment to support the implementation of Nagari Tageh, but there is no formal coordination or clear role division. Each institution has a different potential contribution according to its authority, but there is no binding collaboration mechanism. A coordinated structure between institutions is needed to ensure that this program can run in an integrated and sustainable manner.

Abstract

This research delves into the function of the Nagari Government in rejuvenating the operations of BUMNag Tigo Sapilin, located in Nagari Tambangan, Tanah Datar Regency. These restorative actions were prompted by a standstill in management and the weakening of BUMNag’s accomplishments, which in turn impacted its economic input to the area. The purpose of this investigation is to depict the ways in which the Nagari Government undertakes its duties as a controller, enabler, and energizer, and also to pinpoint the difficulties experienced throughout the recovery process. Employing a qualitative research method, the gathering of information was achieved through conversations, monitoring, and the review of relevant paperwork. The results indicate that the Nagari Government has successfully executed its duties as a controller and energizer, demonstrated by actions such as creating rules and giving inspiration to the managerial staff. Nevertheless, its enabling role has not been fully realized, given that the Nagari Government has neglected to organize educational sessions or development opportunities for the newly designated BUMNag leaders. The difficulties encountered encompass both internal aspects and external elements, a scarcity of personnel, insufficient backing from the public, and restrictions on financial resources. The study determines that increasingly cohesive and enduring plans, which include developmental courses, guidance, and reinforcing public support, are required to guarantee the efficiency of BUMNag’s managerial renewal and to improve its impact on the well-being of the community.

Abstract

Berdiri semenjak 2018 ternyata BUMNag 12 Suku masih masuk dalam kategori rintisan, hal ini disebabkan oleh masih buruknya pengelolaan BUMNag oleh pengurus BUMNag periode 2018-2020. Selama peride tersebut sudah mengalami pergantian pengurus sebanyak empat kali yang mengakibatkan BUMNag tidak bisa menjalankan usahanya sesuai dengan target pemerintahan nagari. Yang menjadi permasalahan selanjutnya adalah selama periode tersebut BUMNag menjalankan usaha dengan tidak mempertimbangkan peluang dan potensi Nagari Salimpauang. Oleh karena itu, kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan sumbangsih pemikiran dan ilmu terkait strategi pengembangan BUMNag. Kegiatan pengabdian dilaksanakan di Nagari Salimpauang Kabupaten Tanah Datar. Metode yang digunakan dalam kegiatan pengabdian ini adalah sosialisasi dalam bentuk penyampaian materi terkait tata kelola BUMNag, selain itu juga menggunakan metode Participatory Rural Appraisal (PRA) diskusi dan pendampingan dalam menggali apa yang menjadi potensi nagari hingga dapat dijadikan unit usaha BUMNag. Hasil yang ingin dicapai dari kegiatan ini adalah adanya peningkatan pengetahuan pengurus BUMNag dan aparatur nagari terkait dalam tata kelola BUMNag, adanya kemampuan pemetaan potensi nagari, dan peningkatan kinerja dan produktivitas BUMNag melalui unit usaha yang sesuai dengan potensi nagari.
