Abstract

This study aims at identifying the efforts and obstacles of the village government in promoting mangrove ecotourism in Teluk Dore village. This research uses a descriptive qualitative approach. The findings shows that the efforts of the village government in promoting mangrove ecotourism are carried out by extending market-share through promotion in social media and the establishment of gazebos for meeting places, performing tourist attractions, improving accessibilities, improving ecotourism services, and empowering the organizarions. Its main obstacles are the lack of funding sources and inadequate ecotourism facilities and security patrols. Although sub-district and district government support the efforts of Teluk Dore village government, the lack of cooperation with other parties contributes to the problems in developing mangrove ecotourism Teluk Dore at higher level.

Abstract

This study aims to determine and describe the form of government alignments in efforts to stabilize the social and economic resilience of the community in the implementation of Bantuan Tangan Kasih in Sorong City in 2021 to 2022. This research uses a descriptive qualitative approach. Location research was conducted in Sorong City, precisely at the Sorong City Manpower Office as the authorized agency in the implementation of Bantuan Tangan Kasih. Data collection techniques were carried out using observation, interview and documentation methods. The data analysis technique uses the Huberman and Miles interactive analysis model, namely, data reduction, data display, conclusion drawing. Bantuan Tangan Kasih is a social assistance program that focuses on people who are not validated as beneficiaries of social assistance from the government, for example, BPNT, BLT, PKH or other similar social assistance. The principle of no left behind is a form of government partiality to people who are economically disadvantaged but not validated as recipients of government assistance or complementary social assistance. The alignment aspect of the Sorong City Government is clearly visible after the implementation process which includes data collection of prospective recipients, distribution and reports on the results of the implementation of the Bantuan Tangan Kasih Assistance has been completed. From 2020 to 2022, the Hand of Love Assistance in Sorong City has been implemented well and received a positive response from the community. The form of government partiality can be interpreted through the process of creativity/innovation, implementation, commitment.

Abstract

This study was motivated by the need to strengthen the performance management of the Civil Service through a digital system capable of enhancing transparency and accountability in work, particularly in island regions with limited infrastructure. This study aims to analyze the implementation of e-performance in enhancing the transparency and accountability of the Civil Service in East Misool District, Raja Ampat Regency. The method used is descriptive qualitative with a case study approach. Data were obtained through in-depth interviews, observations, and documentation of officials involved in the use of e-performance. Data analysis was conducted through data condensation, data presentation, as well as drawing and verifying conclusions. The research results indicate that e-performance has facilitated the more systematic recording of civil servants’ work activities, strengthened the traceability of performance reports, and supported managerial oversight of employees’ task execution. From an accountability perspective, e-performance encourages civil servants to be more responsible, as work reports serve as the basis for performance evaluation and assessment. However, its implementation remains suboptimal due to limited internet and electricity access, the archipelagic geographical conditions, and the technological capabilities of some employees. This study concludes that e-performance plays a positive role in strengthening transparency and accountability among civil servants, but requires support in the form of digital infrastructure, training for employees, and adaptive reporting mechanisms.
