Abstract

Abstrak Program bantuan sosial yang disebut Bantuan Langsung Tunai (BLT) resmi diperkenalkan pada tahun 2005. Di Indonesia, pemerintah desa mengawasi BLT dan mendapatkan dana dari Dana Desa pemerintah federal. Bantuan tunai diberikan kepada keluarga berpenghasilan rendah atau kurang mampu melalui proses musyawarah desa yang unik, yang memverifikasi calon penerima manfaat dan melaporkannya ke tingkat kabupaten dan kecamatan. Studi ini mengumpulkan data melalui observasi, wawancara, dan pencatatan menggunakan metode kualitatif deskriptif. Pendekatan Teori Efektivitas Campbell J.P. yang mencakup Keberhasilan Program, Keberhasilan Target, Kepuasan Program, Tingkat Input dan Output, dan Pencapaian Tujuan Keseluruhan digunakan untuk analisis. Hasil penelitian menunjukan bahwa tahapan pencapaian tujuan program BLT di Desa S-2 Aek Nabara telah terlaksana dengan baik dan sesuai tujuan program. Peserta BLT menerima bantuan sesuai jumlah tanpa potongan, namun masih terdapat ketidaktepatan sasaran dan pada tahun 2025 terjadi pemangkasan 15%. Bantuan BLT cukup bermanfaat bagi masyarakat meskipun jumlahnya sedikit, namun ada penerima yang menyalagunakan bantuan untuk kesenangan pribadi, dan ketergantungan masyarakat terhadap BLT dapat menurunkan inisiatif untuk meningkatkan taraf hidup melalui usaha produktif. Abstract

Abstrak Pertanian merupakan tulang punggung masyarakat pedesaan, ketahanan pangan menjadi perhatian penting dalam pembangunan pedesaan. Menurut Maxwell dan Frankenberger (1992), studi ini mengkaji ketahanan pangan di Desa Siharjulu, Kecamatan Lintongnihuta, dengan menggunakan strategi pemberdayaan kelompok tani. Studi ini berfokus pada indikator ketahanan pangan seperti ketersediaan dan akses pangan serta manfaat langsung dan tidak langsung. Metode kualitatif deskriptif digunakan, dan informasi dikumpulkan melalui observasi, wawancara, dan dokumentasi dengan kepala desa, perangkat desa, serta pimpinan dan anggota kelompok tani. Temuan menunjukkan bahwa organisasi petani telah membantu meningkatkan ketersediaan input pertanian seperti peralatan, pupuk, dan benih. Namun, masih ada kendala berupa tidak adanya regulasi tertulis, lemahnya koordinasi dan pengawasan, keterlambatan distribusi pupuk, serta kurangnya fasilitas penyimpanan dan edukasi gizi. Keterlambatan distribusi pupuk berdampak langsung pada produktivitas pertanian dan pendapatan petani. Dampak tidak langsung berupa perubahan pola pikir petani dan semangat kemandirian mulai tumbuh meski belum merata. Oleh karena itu, diperlukan regulasi desa yang jelas dan sistematis, penguatan kelembagaan kelompok tani, serta perbaikan mekanisme distribusi bantuan pertanian demi mendukung ketahanan pangan yang berkelanjutan. Kata Kunci : Ketahanan Pangan, Pemberdayaan, Kelompok Tani, Pupuk Bersubsidi, Kebijakan Desa.

Abstract

Penelitian ini bertujuan menganalisis tata kelola sumber daya air di PTPN IV Regional 1 Medan dengan menggunakan konsep Dynamic Governance oleh Neo & Chen (2007), yang berfokus pada kemampuan thinking ahead, thinking again, dan thinking across. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa PTPN IV telah menerapkan thinking ahead melalui perencanaan jangka panjang seperti pembangunan waduk dan SOP penggunaan air. Aspek thinking again terlihat dari evaluasi rutin terhadap kualitas air dan limbah, meskipun masih bersifat reaktif. Sementara itu, thinking across tampak pada koordinasi antarunit, namun kerja sama eksternal dengan lembaga penelitian dan pemerintah masih terbatas. Secara keseluruhan, penerapan konsep Dynamic Governance sudah berjalan, tetapi perlu diperkuat terutama dalam kolaborasi eksternal dan evaluasi kebijakan berbasis hasil.

Abstract

Penyebaran berita hoaks di Provinsi Sumatera Utara terus meningkat setiap tahun, ditandai dengan jumlah laporan hoaks nasional yang mencapai 1.923 kasus pada tahun 2024, dengan kategori terbesar berasal dari konten penipuan. Penelitian ini menganalisis advokasi kebijakan yang dilakukan oleh Dinas Kominfo Sumatera Utara menggunakan enam dimensi model advokasi Johns Hopkins University yaitu, analisis, strategi, mobilisasi, aksi, evaluasi, dan keberlanjutan. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan masih banyak hambatan dalam advokasi kebijakan seperti minimnya regulasi daerah terkait hoaks, terbatasnya SDM, kurangnya koordinasi lintas sektor, serta rendahnya literasi digital masyarakat. Penelitian merekomendasikan penguatan SOP internal, peningkatan kapasitas ASN, penyediaan media informasi yang lebih efektif, serta kolaborasi multipihak untuk memperkuat sistem pencegahan penyebaran berita hoaks.

Abstract

Medan is one of the cities that has a serious waste problem. As a response to this problem, Regional Regulation Number 6 of 2015 was issued to manage waste in the city of Medan. The purpose of this study is to describe the implementation of waste management policies in Sari Rejo Village, Medan Polonia District, and Medan City. The research method used is descriptive research with a qualitative approach, collecting data, information, or knowledge through in-depth interviews. Determination of informants is done by purposive sampling technique. Data collection techniques included interviews, observations, and documentation related to the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City. From the results of the study, it is known that the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City is still not optimal. The reason is the absence of a mayoral regulation as a derivative of a regional regulation to serve as an executor in the field. The absence of a mayoral regulation makes the sanctions contained in regional regulations weak. In terms of resources, there are still various obstacles, such as a lack of human resources, equipment resources, and budget resources. Meanwhile, in terms of disposition and bureaucratic structure, it is quite good to promote the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City.

Abstract

The KOTAKU program is a national program with clear goals and achievement targets that require funding sources that are complementary and timely. The KOTAKU Program aims to improve access to basic infrastructure and services in urban slum areas and support the realization of livable, productive and sustainable urban settlements. This research uses descriptive research methods with a qualitative approach. This is in line with the research objective to see how the KOTAKU program policy is implemented in dealing with the problem of slum areas in Medan Johor District. In this qualitative research method, researchers use the Van Horn Van meter implementation model which influences the implementation of public policy, namely: policy standards and targets, resources, inter-organizational relationships, characteristics of implementing agents, social, political, and economic conditions, and implementor dispositions. Based on the results of research that has been carried out, it shows that the City Without Slum Settlements (KOTAKU) program implemented in the Gedung Johor sub-district has not been fully effective and efficient because it has not yet reached the standards for infrastructure development and basic housing services as well as improving the welfare of urban communities.

Abstract

The Family Hope Program is a conditional social assistance program that aims to reduce poverty and break the chain of intergenerational poverty. The Family Hope Program has been launched by the government since 2007. The Family Hope Program is managed by the Ministry of Social Affairs, with strict supervision by the National Development Planning Agency. The number of The Family Hope Program recipients in Sonomartani Village continues to increase from year to year, in line with the government's efforts to expand the scope of this program to improve community welfare. With this program, the community has been helped but has not changed the poverty rate. The research method in this study is descriptive qualitative research. Data was collected through interviews, observations, and documentation. Data analysis was carried out qualitatively with the Effectiveness theory approach according to Campbell J.P, namely (1) Program Success, (2) Goal Success, (3) Satisfaction with the Program, (4) Input and Output Levels, (5) Achievement of Overall Goals. The results of this study show that: (1) The stages of achieving the objectives of PKH implementation in Sonomartani Village have been carried out well and are in accordance with the objectives of PKH Implementation in Sonomartani Village, (2) PKH participants in Sonomartani Village until now still always receive assistance according to the amount according to the procedures that have been set previously, without the slightest deduction in accordance with applicable regulations.

Abstract

The circulation of imported second-hand clothing has become a persistent challenge in many developing cities, including Medan City, Indonesia, due to its implications for public health, environmental sustainability, and the competitiveness of local small and medium enterprises. This study aims to analyze the strategy of the Office of Cooperatives, Small and Medium Enterprises, Industry, and Trade of Medan City in implementing the policy on the prohibition of imported second-hand clothing, with a particular focus on community economic empowerment. The research employs a qualitative descriptive approach, utilizing in-depth interviews, direct observations, and document analysis to capture institutional practices and stakeholder experiences. Data were analyzed using the strategic framework developed by Geoff Mulgan, encompassing purposes, directions, and actions. The findings indicate that although the policy objectives emphasize the protection and empowerment of local enterprises, the implementation faces significant challenges. These include weak data-based planning, limited coordination and communication among internal units and external stakeholders, and fragmented empowerment programs that are not aligned with the actual needs of affected traders. Training activities are often conducted without adequate follow-up support, such as access to capital, business mentoring, or market facilitation, resulting in limited long-term impact. The study concludes that the effectiveness of the strategy remains constrained by structural and managerial weaknesses. This research highlights the need for an integrated, participatory, and sustainable empowerment approach that combines capacity building, financial access, and institutional collaboration to support local economic resilience and sustainable urban development.
