Abstract

Penelitian ini mengkaji partisipasi masyarakat dalam implementasi Rencana Kontingensi Kekeringan (Renkon) di Kota Kupang, Provinsi Nusa Tenggara Timur. Kota Kupang bercirikan iklim semi-kering dengan curah hujan rendah dan musim kemarau yang panjang, sehingga sangat rentan terhadap kejadian kekeringan yang berkepanjangan. Badan Penanggulangan Bencana Daerah (BPBD) Kota Kupang telah merumuskan Rencana Kontingensi sebagai instrumen untuk mengantisipasi dan mengelola dampak kekeringan; namun, efektivitas rencana ini sangat bergantung pada partisipasi aktif masyarakat. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan perspektif induktif. Data dikumpulkan melalui wawancara mendalam dengan enam informan kunci dari BPBD Kota Kupang, dan anggota masyarakat, dilengkapi dengan observasi lapangan dan tinjauan dokumentasi. Temuan menunjukkan bahwa partisipasi masyarakat terwujud melalui keterlibatan dalam kegiatan sosialisasi Informasi, Pendidikan, dan Komunikasi (KIE) dan latihan simulasi bencana terstruktur (Gladi Ruang, Gladi Posko, dan Gladi Lapang). Namun, partisipasi masih suboptimal karena keterbatasan pengetahuan masyarakat tentang risiko kekeringan, cakupan sosialisasi yang tidak merata, rendahnya kepercayaan masyarakat terhadap program pemerintah, kendala ekonomi, dan faktor sosial budaya. Strategi optimasi mencakup perluasan jangkauan sosialisasi ke seluruh desa perkotaan, melibatkan pemimpin masyarakat dan agama sebagai agen informasi, melakukan simulasi bencana multi-tahap, memperkuat koordinasi antar lembaga, dan meningkatkan alokasi anggaran untuk program manajemen bencana.

Abstract

This study aims to examine the effect of customer engagement and brand experience on customer loyalty at coffee shops in Mataram City. A quantitative causal-explanatory approach was employed. The population comprised all coffee shop consumers in Mataram, with an infinite population size. A sample of 385 respondents was selected using purposive sampling, with criteria including age ≥17 years, minimum three visits per month. Data were collected through questionnaires using a 5-point Likert scale, distributed both directly and via Google Forms. Data analysis was performed using descriptive statistics and Partial Least Squares (PLS) with SmartPLS 4.0, including outer model evaluation (convergent validity, discriminant validity, reliability) and inner model evaluation (R-square, Q-square, hypothesis testing via bootstrapping). The results indicate that customer engagement has a positive and significant partial effect on customer loyalty (β=0.286; t=4.872; p=0.000). Brand experience also has a positive and significant partial effect, with a more dominant influence (β=0.452; t=8.122; p=0.000). Simultaneously, customer engagement and brand experience significantly affect customer loyalty (β=0.677; t=6.330; p=0.000), with an R-square value of 0.538, meaning both variables explain 53.8% of customer loyalty variation.Keywords : Brand Experience, Coffee Shop, Customer Engagement, Customer Loyalty, Mataram

Abstract

This study aims to analyze the transformation of government management based on artificial intelligence in improving the quality of public services in the era of digital governance. The study focuses on the use of AI in public-service delivery, administrative decision-making, and bureaucratic efficiency, while also examining the need for accountability and public ethics in its implementation. This research uses a qualitative method with an exploratory-descriptive and conceptual model-building approach. Data were collected through secondary and documentary sources, including recent peer-reviewed journal articles, policy documents, institutional reports, and regulatory materials related to AI governance, digital government, public administration, and public-service innovation. The data were analyzed using thematic analysis to identify key patterns related to AI utilization, organizational readiness, decision-support systems, ethical risks, and accountability mechanisms. The findings show that AI can improve public services through automation, intelligent citizen interaction, complaint classification, document verification, and predictive service delivery. AI also supports bureaucratic efficiency by reducing repetitive administrative tasks, improving data-based decision-making, and strengthening service monitoring. The main contribution of this study is the formulation of an adaptive AI-based government management model consisting of five dimensions: AI-enabled service innovation, data-driven decision support, bureaucratic workflow redesign, human oversight, and ethical-accountable governance. This model emphasizes that AI transformation in government must be supported by institutional capacity, transparent procedures, human supervision, and public-value orientation.

Abstract

This study aims to analyze the integration of big data and artificial intelligence in local government disaster risk management to support more responsive and adaptive governance. The research focuses on the use of big data and AI for disaster mitigation, early warning, emergency response, and post-disaster aid distribution. This study employs a qualitative method with an exploratory-descriptive approach and conceptual model development. Data were collected from secondary and documentary sources, including recent peer-reviewed journal articles, policy documents, disaster management guidelines, institutional reports, and regulatory materials related to digital governance, disaster risk reduction, big data analytics, artificial intelligence, and local government management. The data were analyzed using thematic analysis by classifying findings into key themes: data integration, AI-supported risk prediction, early warning, emergency coordination, aid distribution, institutional readiness, ethical risks, and public accountability. The findings show that big data can improve disaster governance by integrating geospatial, meteorological, population, infrastructure, social media, public complaint, and social assistance data. AI strengthens this process through predictive analytics, damage estimation, urgent-needs classification, evacuation support, misinformation detection, and assistance prioritization. The study contributes by proposing an integrated big data and AI-based local government disaster risk management model that links digital technology with mitigation, early detection, emergency response, and post-disaster recovery. The study implies that local governments must strengthen data governance, inter-agency coordination, human-resource capacity, transparency, privacy protection, and human oversight to ensure that AI-based disaster management remains accountable, ethical, and oriented toward public safety.

Abstract

This study examines local wisdom as an instrument of disaster risk management and reconstructs the role of local government in the governance of local knowledge. The study is grounded in the argument that community-based knowledge, indigenous practices, oral histories, ecological observations, customary norms, and social memory are often crucial in helping communities understand hazards, interpret risk, and organize collective preparedness. However, such knowledge frequently remains outside formal disaster governance systems, which tend to prioritize scientific data, technological warning systems, administrative procedures, and sectoral coordination. Using a qualitative case study approach, this research analyzes how local wisdom is recognized, documented, validated, and integrated into formal disaster risk reduction mechanisms. Data were collected through in-depth interviews, field observations, and document analysis involving local government actors, disaster management agencies, traditional leaders, community representatives, and disaster volunteers. The findings show that local wisdom functions as an early recognition system, a behavioral guide, and a social coordination mechanism in disaster risk management. Nevertheless, its institutional integration remains limited due to weak documentation, fragmented coordination, and the absence of clear policy mechanisms for local knowledge governance. This study contributes to disaster governance literature by proposing a reconstructed role for local government as a knowledge broker, facilitator, regulator, and institutional integrator. The novelty of this study lies in bridging local, indigenous, and traditional knowledge with formal governmental systems so that disaster risk reduction becomes more participatory, culturally grounded, and institutionally sustainable.

Abstract

This study examines the digitalization of disaster evacuation management as a responsive public service model for vulnerable groups at the local government level. The study is based on the argument that evacuation management should not be understood merely as an emergency logistical operation, but also as an inclusive public service system that determines how affected populations are identified, protected, served, monitored, and referred during disasters. Using a qualitative case study approach, this research analyzes institutional readiness, data management practices, inter-agency coordination, shelter services, and the protection of vulnerable groups, including older persons, persons with disabilities, women, children, pregnant women, and people with chronic illness. Data were collected through in-depth interviews, field observations, and document analysis involving local disaster management agencies, social affairs offices, health offices, civil registration offices, communication and informatics offices, village governments, shelter managers, volunteers, and representatives of vulnerable groups. The findings show that conventional evacuation management remains constrained by fragmented data, manual registration, weak vulnerability profiling, and limited service integration. This study proposes an inclusive digital evacuation service model consisting of six components: pre-disaster vulnerability database, digital evacuee registration, vulnerability-based service classification, shelter and logistics monitoring, inter-agency referral system, and inclusive complaint handling. The novelty of this study lies in integrating disaster evacuation management, digital data governance, responsive public service, and social inclusion into a single local government framework. The proposed model enables local governments to provide evacuation services that are more accurate, accessible, accountable, and responsive to vulnerable groups.

Abstract

This study examines risk-based disaster financing governance by analyzing the effectiveness of on-call funds, village funds, and regional budgets in disaster risk reduction. The study is based on the argument that disaster financing should not be understood only as an emergency response mechanism, but also as a preventive governance instrument for reducing vulnerability, strengthening preparedness, and improving regional resilience. Using a qualitative case study approach, this research analyzes how disaster financing instruments are planned, allocated, coordinated, implemented, and evaluated at the local government level. Data were collected through in-depth interviews, field observations, and document analysis involving local disaster management agencies, regional planning agencies, financial management agencies, village governments, sectoral offices, disaster volunteers, and community representatives in disaster-prone areas. The findings show that on-call funds are effective in supporting rapid emergency response, but their contribution to long-term risk reduction remains limited when not supported by preventive financing. Village funds have significant potential for community-based mitigation and preparedness, yet their effectiveness depends on risk-informed village planning and technical capacity. Regional budgets can finance broader cross-sectoral risk reduction, but their implementation is often fragmented across institutions. This study proposes a risk-based disaster financing governance framework that connects risk assessment, fiscal planning, budget allocation, implementation, monitoring, and outcome-based accountability. The novelty of this study lies in shifting disaster financing analysis from reactive emergency expenditure toward preventive investment for disaster risk reduction and regional resilience.

Abstract

This study examines the development of a smart disaster governance model for local governments in Indonesia by integrating the Internet of Things, big data, and public participation in disaster management. The study is based on the argument that disaster governance can no longer rely solely on conventional administrative procedures, sectoral reporting, and reactive emergency response. Local governments need a governance framework that enables real-time risk monitoring, interoperable disaster data, data-driven decision-making, cross-sectoral coordination, and citizen engagement. Using a qualitative case study approach, this research analyzes institutional readiness, digital disaster infrastructure, IoT-based monitoring, big data utilization, public reporting mechanisms, and participatory coordination in disaster-prone local government contexts. Data were collected through in-depth interviews, field observations, and document analysis involving regional disaster management agencies, communication and informatics offices, planning agencies, public works offices, health and social affairs offices, command center operators, disaster volunteers, community leaders, and residents in disaster-prone areas. The findings show that digital tools have begun to support disaster management, but their effectiveness remains limited by fragmented data, weak interoperability, unclear institutional responsibilities, and insufficient integration of citizen-generated information. This study proposes a smart disaster governance model consisting of six components: real-time risk monitoring, integrated disaster data platform, big data-based decision support, participatory public reporting, cross-sectoral command coordination, and accountability-based evaluation. The novelty of this study lies in integrating technological intelligence, institutional intelligence, and social intelligence into one local government disaster governance framework.
