Abstract

This research aims to describe the communication strategy used by the Ombudsman RI of West Sulawesi Province in an effort to increase public participation in public services supervision in West Sulawesi. This research was conducted in the Office of Ombudsman RI of West Sulawesi Province which is located in Mamuju Regency, West Sulawesi Province. This research used qualitative approach with case study method. Data were collected through in-depth interviews, observation, and documentation. The results of this study indicate that the SIMBA PVL programme carried out to various regions can increase public participation in terms of accessing complaint services at the Ombudsman RI of West Sulawesi. Only there are still weaknesses in socialisation related to the procedures for receiving complaints through digital media which shows that public participation through this access is very low. The obstacles found are the lack of employees owned by the Ombudsman RI of West Sulawesi Province to oversee the entire Public Service sector in West Sulawesi and the demographic conditions and characteristics of the Complainant in West Sulawesi. While the supporting aspects found are the existence of communication and good relations between institutions and the solidity of the work team so that it has a positive impact on the Ombudsman in carrying out its duties and authorities in West Sulawesi Province. This study recommends that the Ombudsman RI of West Sulawesi continue to improve the report acceptance programme that can reach community access to areas that are difficult to reach with electronic communication in West Sulawesi and further examine the strategy of using digital media in terms of access to report acceptance in West Sulawesi.

Abstract

This study was conducted to empirically analyze the influence of pedagogical competence on teacher professional competence, with organizational culture as a moderating variable at Majalawang Elementary School. Pedagogical competence is a basic skill that teachers must possess to manage learning effectively, while professional competence relates to teachers' ability to master learning materials broadly and sustainably. In addition to individual teacher abilities, school organizational culture also plays a crucial role in supporting the improvement of the quality and professionalism of educators. The study used a quantitative approach with a survey method. The study population consisted of all nine teachers at Majalawang Elementary School; thus, the entire population was sampled using a saturated sampling technique. Data collection was conducted using a Likert-based questionnaire structured according to the indicators for each research variable. Data analysis was conducted through validity, reliability, and normality tests, as well as Moderated Regression Analysis (MRA) to determine the influence between variables and the function of organizational culture as a moderating variable. The results showed that pedagogical competence had a positive and significant effect on teacher professional competence. The better a teacher's ability to understand student characteristics, plan lessons, implement teaching and learning activities, and evaluate learning, the higher their professional competence in carrying out their educational duties. Furthermore, organizational culture has been shown to strengthen the relationship between pedagogical competence and teacher professional competence. A harmonious, collaborative organizational culture supported by good communication among school members can increase the effectiveness of the application of pedagogical competence in supporting teacher professionalism. This research implies that strengthening school organizational culture needs to be carried out continuously through increased cooperation, discipline, organizational commitment, and the creation of a positive work environment to support the improvement of teacher competence and professionalism optimally. Thus, schools are expected to be able to create better quality education through the development of professional and competitive human resources

Abstract

This study aims to analyze the effectiveness of using flashcard media on students’ mastery of Arabic vocabulary through a meta-analysis experimental approach. The meta-analysis design employed in this study involves the analysis of 20 primary studies published between 2017 and 2025 that met the predetermined inclusion criteria, with a total sample size of 485 in the control group (Nc) and 494 in the experimental group (Ne). The results of the calculation using Comprehensive Meta Analysis (CMA) with a random-effects approach yielded a combined effect size of (g = 1.104; p < 0.000), indicating that flashcard media has a large effect on students’ Arabic vocabulary mastery. This large effect size demonstrates that, overall, flashcard media has a significant impact on improving vocabulary acquisition, thereby accelerating students’ learning processes. Moderator analysis based on educational level, class size, and year of study showed no significant differences (p = 0.786; 0.079; 0.750). These findings strengthen the argument that flashcard media is not only engaging but also effective across various learning contexts. This meta-analysis provides more accurate and reliable conclusions compared to single studies, which are often limited by small sample sizes or narrow contexts. Furthermore, this study offers deeper and more objective insights into the effectiveness of flashcard media in Arabic language learning and can serve as a consideration for educators in addressing challenges in students’ vocabulary mastery.

Abstract

The Role of Parents in Developing Religious Character Through Habituation Using Operant Conditioning. This research aims to explain the implementation of habituation to religious activities using operant conditions as a form of effort to foster religious character in children. By using a qualitative approach, the phenomenological method, located in Kab. Sumenep, Madura. Data collection using observation techniques as an observer and semi-structured interviews. The results of the research show that there are four forms of parental efforts to foster religious character in children through habituation using operant conditioning, namely; the habit of praying, reciting the Koran, fasting, and giving alms on Fridays. This habit is carried out every day consistently and continuously and without forcing it. In this habituation, there is a contribution between the parents and grandparents of KF so that the process of growing religious character in KF can be in line. As a form of motivation for the emergence of family behavior, it reinforces the form of rewards and punishments
