Abstract

This paper discusses the portraits and problems of local transport in Padang city related to some national issues which could represent the same condition in other cities in Indonesia too. It was found the private motor vehicles number on the road, especially motor cycles, is significantly higher compared to public transports. However, the public transport service tends to remain as the main transport mode in Padang, despite its decreasing percentage of usage. There were two kinds of public transports in term of mode sizes, namely the Para-transits (a passenger size public transport with maximum seat or passenger number is 11) and Medium size buses (maximum seat number is 26). However, the Medium size buses tend to be extinct and were found no longer operated since 2012. Meanwhile, the existing train service is mainly used for intercity trips although it has been existed since more than a century ago with the railway network is parallel with the major arterial roads crossing the Padang city. These figures seem to indicate the weak public transport planning and management. The local government launched newly developed Bus Rapid Transit service in February 2014. Although it might be considered premature, the recorded passenger number tends to be decreasing and hence and would end up like previous the medium size buses. The local government is suggested to address these issues seriously in order to minimize the negative impacts and potential economic loss of transport sector.

Abstract

AbstrakTujuan penelitian ini adalah Memberikan rekomendasi kepada pemangku kepentingan untuk mengantisipasi kemacetan (penurunan kinerja persimpangan) yang disebakan oleh pengoperasian Pasar Tradisional dan Pasar Modern. Penelitian ini menggunakan analisis kinerja simpang bersimpang MKJI Tahun 1997 dengan memasukkan data primer yaitu data gerakan membelok di persimpangan. Dari hasil analisis dapat disimpulkan bahwa Strategi 1 (satu) dan 2 (dua) dapat meningkatkan kinerja jaringan pada lengan persimpangan yang macet (jl. Sawahan) ditandai dengan DS dari 1.03 meter menjadi 0.66 meter dan 063 meter, Panjang Antrian dari 199 detil/smp menjadi 173 (strategi 2) dan tundaan dari 142.9 detik/smp menjadi 28 detik/smp dan 33 detik/smp. AbstractThe  aim  of  this  research  is  giving  recommendation  to  decision  maker  For  overcoming  jammed (decreasing performance intersection) that caused by traditional and modern market operational. This research use intersection performance analysis MKJI 1997 with primary data, turning moving intersection data. From the result of analysis, it can be concluded that first strategy and second strategy can improve network performance in crowded intersection arm (jl. Sawahan) that is revealed by DS from 1.03 metres to 0.66 metres and 0.63 metres, the length of queue from 199 detil/smp to 173 (strategi 2) and cancel time from 142.9 second/smp to 28 second/smp and 33 second/smp.

Abstract

The main objective of this research is to analyze the economic agglomeration pattern of competitiveness of the main export products of West Sumatra province, focusing on the role of improving trade facilities and transportation infrastructure to and from the export port. How strong is its competitiveness, able to interact to serve national, regional and global trade, what strategies will be adopted to increase export competitiveness? The approach to measuring agglomeration export competitiveness used the Lapay Index, Moran and LISA Index, as well as factors influencing the creation of agglomeration using the spatial lag model and spatial error model, as well as strategies for increasing export competitiveness using the Promethee model. The research results show that aspects of existing transportation infrastructure and trade facilities have placed the competitiveness of West Sumatra province lower at the national and regional levels. Export ports have not interacted heavily with national and regional export port nodes. Strategy to increase the agglomeration of West Sumatra's export competitiveness through increasing ship units loading and unloading at export ports, increasing the number of containers (teus), increasing warehousing, improving the regulatory environment and increasing ICT capabilities at export ports.

Abstract

Dengan semakin tingginya laju pertumbuhan kendaraan bermotor seperti mobil penumpang dan sepeda motor, berakibat kepada semakin meningkatnya dampak negatif transportasi berupa peningkatan angka kecelakaan lalulintas, kemacetan di jalan raya dan krisis energi. WHO melaporkan bahwa kematian akibat kecelakaan di jalan raya merupakan penyebab kematian ke-8 tertinggi di dunia. Karena itu perlu segera di antisipasi, dan diantaranya adalah dengan menerapkan skema parkir berbayar untuk pengguna mobil penumpang dan sepeda motor sehingga penggunaan kendaraan pribadi dapat di kontrol dan dialihkan keangkutan umum yang sustainable dan ramah lingkungan. Penelitian ini bertujuan untuk menganalisis perilaku pengguna mobil penumpang dan sepeda motor di kota Padang terhadap skema parkir berbayar virtual yang akan diterapkan berdasarkan pada data yang dikumpulkan menggunakan survei Revealed Preference dan Stated Preference. Hasil analisis mengindikasikan bahwa pengguna mobil penumpang memiliki tingkat kesukaan yang setara antara parkir di badan jalan dan di luar badan jalan dengan durasi parkir rata-rata 1.43 jam, jarak lokasi fasilitas parkir yang diinginkan maksimal 179m dari pusat kegiatan dan biaya parkir rata-rata adalah Rp.3000. Untuk pengguna sepeda motor, lokasi parkir yang disukai adalah di luar badan jalan dengan jarak 25.9m dari pusat kegiatan, durasi parkir rata-rata lebih dari 2 jam dan biaya parkir rata-rata Rp.1480. Berdasarkan respon terhadap 3 skema parkir berbayar virtual yang ditawarkan, maka direkomendasikan untuk pengguna mobil penumpang berupa skema parkir berbayar dengan tarif progresif minimal Rp.5000 untuk satu jam pertama, jarak minimal lokasi parkir ke pusat kegiatan adalah lebih dari 179m dan ruang parkir diprioritaskan untuk durasi parkir singkat yaitu maksimal 60 menit. Untuk pengguna sepeda motor, skema parkir yang direkomendasikan adalah skema parkir berbayar di badan jalan dengan tarif progresif minimal Rp.5000 untuk satu jam pertama, jarak minimal lokasi parkir ke pusat kegiatan adalah lebih dari 25.9m dan ruang parkir diprioritaskan untuk durasi parkir singkat yaitu maksimal 60 menit. Namun, skema parkir ini harus di dukung oleh penegakan hukum yang serius, dukungan dari masyarakat dan tersedianya angkutan umum yang reliable dengan biaya yang terjangkau. Karena itu, penelitian berikutnya diarahkan kepada analisis perilaku pengguna kendaraan pribadi terhadap layanan angkutan umum dan fasilitas parkir yang terintegrasi.

Abstract

Abstrak- Kondisi pelayanan angkutan umum di Kota Padang sudah sangat memprihatinkan yang di dominasi oleh angkutan berkapasitas kecil yang menambah kepadatan dan kesemrawutan lalu lintas. Kondisi ini semakin diperparah oleh perilaku pengemudi yang ugal-ugalan karena berebut penumpang sehingga aspek kenyamanan dan keselamatan penumpang menjadi terabaikan. Di samping itu, Indonesia menggunakan bahan bakar minyak sebagai sumber utama energinya, yang sebagiannya adalah di impor. Fakta ini tentunya akan semakin memperburuk dampak negatif dari transportasi darat, termasuk di Kota Padang. Saat ini terdapat angkutan umum Bus Rapid (BRT) Transit Trans Padang yang sudah beroperasi sejak tahun 2014. Dalam rangka meminimalisir dampak negatif transportasi darat, maka direncanakan untuk mengembangkan koridor layanan Trans Padang dari semula 1 menjadi 6 Koridor. Untuk itu perlu di estimasi potensi demand nya, khususnya yang akan berpindah (mode shift) dari angkutan mobil penumpang umum (MPU) ke BRT Trans Padang yang merupakan tujuan dari penelitian ini. Luaran dari penelitian ini juga dapat digunakan sebagai pertimbangan sebagai informasi dalam penentuan prioritas koridor yang yang dikembangkan oleh stakeholder terkait.

Abstract

Pemakaian bahan bakar minyak (BBM) cenderung meningkat selaras dengan pertambahan jumlah kendaraan bermotor di Indonesia. Pada level nasional, BBM adalah sumber energi utama dimana mayoritasnya dikonsumsi oleh moda transportasi darat seperti mobil pribadi/kendaraan penumpang dan angkutan barang. Sedangkan angkutan umum hanya mengkonsumsi 9% saja. Terdapat peluang untuk mengurangi konsumsi pemakaian BBM oleh sektor transportasi khususnya transportasi darat, melalui peningkatan market share penggunaan angkutan umum dengan mengajak pengguna jalan untuk beralih dari pemakaian mobil pribadi ke angkutan umum/BRT seperti yang diharapkan oleh pemerintah. Untuk itu terlebih dahulu perlu di analisis karakter pengguna jalan eksisting agar dapat di rancang skema angkutan umum yang dapat memenuhi kebutuhan dan kepuasan pengguna jalan yang merupakan tujuan dari penelitian ini. Harapannya adalah luaran yang dihasilkan dapat digunakan oleh stakeholder terkait sebagai pertimbangan dalam merancang angkutan umum yang dapat memberikan manfaat dan keuntungan maksimum bagi pengguna jalan.

Abstract

The city of Padang is the capital city of West Sumatra Province which is located on the west coast of the island of Sumatra, in a position between 0°44' and 01°08' South Latitude and between 100°05' and 100°34' East Longitude. The construction of Phase VII Pasar Raya Padang City is located on Jalan M. Yamin, Jalan Sandang Pangan and Jalan Pasar Raya Kampung Jao Village, Padang Barat District. The construction site is in a commercial and office area. The increase in traffic volume due to the development will cause conflict between the amount of traffic generated and the capacity of the roads around Pasar Raya Phase VII, Padang City. This study aims to analyze the impact of traffic around the area due to the development of Pasar Raya Phase VII, Padang City. The analysis carried out includes generation and attraction analysis, analysis of road performance, and analysis of handling traffic impacts on existing traffic conditions, construction and operational periods. The results showed that the performance of the road section in the existing traffic conditions obtained the results of the loading, namely with V/C Ratio ranging from 0.12 to 0.84 with service level A to service level D. Then in traffic conditions during the construction period, namely V/C ratio ranging from 0.16 to 0.88. And finally in operational traffic conditions with V/C ratios ranging from 0.05 to 0.94.

Abstract

In recent years, the government has been aggressively inviting the public to use public transportation for all regional residents in Indonesia. Mattson et al. (2021) stated that transportation and accessibility in the village are more comprehensive and have more complex transportation issues. Therefore, this study was conducted to measure rural transportation services to improve public transportation performance in the Pringsewu Regency. This study uses a mixed-method and combines quantitative and qualitative data at one time (Creswell, 2014). The data is analyzed quantitatively and then explained based on existing conditions and provisional assumptions. The data used are primary and secondary data. Primary data was obtained through field surveys on four rural transportation routes in Pringsewu Regency to obtain data on load factors, vehicle speed, waiting time, travel time, frequency/hour, and the number of vehicles operating from each route. Furthermore, the data is evaluated and given an assessment based on the suitability of indicators based on the assessment standard from the Directorate General of Land Transportation, Ministry of Transportation. Secondary data was obtained from Statistics Indonesia publications, official documents, and government websites. The analysis results showed that rural transportation services in the Pringsewu regency were below the ideal standard (70%), with an average loading factor of 40—50%, which is included in the bad category. This is estimated to be influenced by several factors, namely the low level of load factor and headway. The recommendation put forward is the need for efforts to add headways and increase the speed of travel time and reduce the frequency of trips to improve transportation performance.

Abstract

This study aims to analyze the cost of subsidies and the opportunity to implement Buy the Service (BTS) for Bus Rapid Transit (BRT) in Padang Panjang City. This study uses a quantitative method with a descriptive approach. Primary data collection includes observation and distribution questionnaires with respondents using public and non-public transport users. The information obtained from the distribution of questionnaires is the origin of the destination, characteristics of public transportation behavior, and the willingness to pay of the community towards public transportation modes that follow public transportation service standards. The operational costs of public vehicles are obtained from the survey results of the basic costs of public transportation, which consist of direct and indirect costs. The results of this study formulate 3 (three) main route trajectories scenarios and cost analysis of BTS implementation that meets Minimum Service Standards (SPM). The estimated subsidy cost for implementing BTS in the three main corridors is 10.09 billion, with the highest subsidy cost being in corridor 1. which is 4.41 billion but has a smaller headway than the other two corridors. The results of this study also recommend the need for continuous socialization to the community regarding the ease and convenience of using BRT as well as equalizing perceptions between local governments and operators regarding the mechanism for providing BRT subsidies.
