Abstract

This study aims to analyze the juridical and constitutional implications, political stability dynamics, and institutional effectiveness following the Constitutional Court’s decisions on electoral reform, particularly Decision 135/PUU-XXII/2024. Using a qualitative method with a doctrinal-normative and policy analysis approach, the research examines the effectiveness of Constitutional Court rulings in relation to political compliance, electoral system restructuring, and central–regional governance relations. The findings reveal that although Constitutional Court decisions are erga omnes, many non–self-executing rulings are only partially implemented due to the subordination of judicial authority to pragmatic political consensus between the Legislature and the Executive. The ruling on electoral separation offers administrative and humanitarian benefits and has the potential to strengthen regional representation and policy focus; however, it also produces significant risks, including the emergence of two major political cycles in close succession and heightened politicization of Acting Regional Heads during the 2–2.5 years transitional period. Furthermore, the effectiveness of the national Legislature and the Executive remain constrained by structural political fragmentation inherent in the proportional electoral system, whereas the separation of local elections contributes only marginally to improving the effectiveness of regional parliaments and does not resolve the broader issue of national political cohesion. The study concludes that the success of electoral reform depends on consistent enforcement of Constitutional Court rulings, coalition stability, and institutional designs capable of adapting to both national and regional political dynamics.

Abstract

This study aims to analyze the influence of supervision on employee work discipline at the Department of Housing, Settlement Areas, and Land Affairs of Cirebon Regency. Supervision is defined as an organizational control mechanism consisting of direct and indirect supervision, while work discipline includes preventive and corrective discipline. This research employed a quantitative approach using a saturated sampling technique, involving all 79 employees as respondents. Data were collected through questionnaires and analyzed using descriptive statistics and simple linear regression. The results indicate that the level of supervision is categorized as “good,” with an average score of 3.70, while employee work discipline is categorized as “high,” with an average score of 3.85. The regression analysis confirms that supervision has a positive and significant influence on employee discipline. These findings highlight that strengthening supervision—both direct and indirect—plays a crucial role in improving employee discipline. The study contributes to the development of internal supervision policies for local government agencies.

Abstract

This research analyzes the implementation of the Regent of Cirebon Regulation Number 66 of 2021 concerning the Talent Management System for Civil Servants (Aparatur Sipil Negara, ASN) within the Cirebon Regency Government. The policy aims to create a professional, accountable, and competitive bureaucracy through the systematic development of human resources based on merit principles. However, in practice, several challenges emerge, including inadequate understanding of talent management concepts, uneven competence mapping, and limited digital integration in the implementation process. This study applies a qualitative descriptive approach, focusing on the analysis of policy implementation according to the model proposed by Edward III (1980), which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews with officials from the Regional Civil Service and Human Resource Development Agency (BKPSDM), document analysis, and field observation. The research also employed secondary data from official government reports, performance evaluations, and local regulations related to human resource management. The findings show that the implementation of talent management in Cirebon Regency has been initiated structurally through the issuance of regulatory instruments and the formation of a task force. However, at the operational level, the process has not been fully optimal. The main constraints include limited understanding of talent management among civil servants, absence of standardized performance evaluation systems, and weak inter-departmental coordination in identifying and developing potential talents. In addition, technological support systems such as the digital database and information integration between agencies remain inadequate. The study concludes that successful implementation of talent management requires not only regulatory support but also organizational commitment, leadership, and systematic competence development. The Cirebon Regency Government is advised to strengthen institutional capacity, improve human resource planning, and integrate information systems to support evidence-based and meritocratic personnel management.

Abstract

Poverty remains a major socioeconomic challenge in Indonesia despite the implementation of various government poverty alleviation programs. Contemporary poverty reduction policies generally emphasize economic and material aspects, while ethical, moral, and spiritual dimensions are often overlooked. This study aims to analyze poverty reduction policies in Indonesia from the perspective of Al-Ghazali’s socioeconomic thought. The research employs a qualitative approach using library research methods with a conceptual and normative analysis framework. Primary data were derived from classical works of Al-Ghazali, while secondary data were obtained from academic journals, government reports, and relevant literature on Islamic economics and public policy. The analysis evaluates Indonesian poverty reduction policies through Al-Ghazali’s key socioeconomic concepts, namely maslahah (public welfare), distributive justice, ethical governance, moral responsibility, and state responsibility in safeguarding social welfare. The findings indicate that Al-Ghazali emphasized the importance of social justice, equitable wealth distribution, moral governance, and state responsibility in ensuring public welfare. Programs such as social assistance schemes, village fund allocation, and labor empowerment initiatives demonstrate alignment with the principles of maslahah and distributive justice by improving access to basic needs and economic opportunities for vulnerable groups. However, the dimensions of ethical governance, moral responsibility, and value-based social development remain relatively weak, as poverty reduction policies continue to focus predominantly on material and economic indicators. This study argues that Al-Ghazali’s socioeconomic framework offers a more holistic approach to poverty alleviation by integrating economic development with ethical and social justice values. The study contributes to the discourse on Islamic public policy by providing an alternative framework for evaluating contemporary poverty reduction strategies in developing countries, particularly Indonesia.

Abstract

The 2026 reform of Indonesia's senior high school student admission system marked a transition from the zoning mechanism to a domicile-based approach intended to enhance transparency, fairness, and equitable access to public education. As the province with the largest secondary school population in Indonesia, West Java provides an important setting for examining how this policy is implemented in practice. This study aims to analyze the implementation of the 2026 Senior High School Student Admission Policy in West Java, identify the institutional challenges and adaptive responses that emerged during implementation, and explore its implications for educational equity. This study employed a qualitative multiple case study design. Data were collected through in-depth interviews with education officials, school principals, admission committee members, parents, and students, supported by observations and document analysis. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while Edward III's policy implementation framework and the educational equity perspective guided the analysis. The findings reveal that the policy implementation has strengthened transparency and expanded access through multiple admission pathways. However, several challenges persist, including uneven public understanding of domicile provisions, disparities in digital infrastructure and administrative capacity, and persistent perceptions regarding differences in school quality. Although the transition to domicile-based admissions has improved perceptions of procedural fairness and widened opportunities for disadvantaged students through affirmative pathways, structural inequalities among public schools continue to hinder the achievement of substantive educational equity. This study contributes to the literature by providing one of the earliest empirical analyses of Indonesia's 2026 student admission reform and demonstrating how policy implementation processes shape educational equity outcomes within a decentralized education system.
Leadership Performance and Public Service Quality in Family Planning Services: Evidence from Local Government in Indonesia Ade Setiadi

Abstract

The performance of leadership is important in determining the quality of public services, especially around family planning programs that require good coordination and delivery of services oriented to citizens. Yet, empirical evidence on how leadership performance contributes to the quality of public services at the local government level is still limited. This study aims to examine the effect of leadership performance on public service quality in family planning services at the Regional Technical Implementation Unit for Population Control, Family Planning, Women's Empowerment, and Child Protection in Bongas District, Indramayu Regency, Indonesia. A quantitative explanatory approach was applied, with a survey of 85 respondents who were service users. Data were collected using structured questionnaires and analyzed using descriptive statistics, validity and reliability tests and path analysis. The results of the description indicated that the performance of leadership was perceived as good with a mean score of 3.77 in total. The quality of public service also achieved a good category with a mean score of 3.95 in total. The results of hypothesis testing show that leadership performance has a positive and significant effect on the quality of public services (F = 85.412, p < 0.001). The contribution of leadership performance to the quality of public services is 94.7% (R2 = 0.947). The results show that improving the leadership capabilities in work planning, implementation, work quality and target accomplishment can significantly improve the quality of public services. The study provides empirical evidence to justify leadership development as a strategic strategy for improving the effectiveness of family planning services in local government institutions.

Abstract

Leadership performance has a big influence on the quality of public services provided by government institutions. The objective of this research is to analyze the role of leadership performance and its impact on the quality of public service at the Regional Technical Implementation Unit for Women's Empowerment, Child Protection, Population Control and Family Planning in Bongas District, Indramayu Regency. To study it quantitatively, a descriptive design was used. The data were gathered through questionnaires distributed to 85 respondents and were analysed using descriptive analysis, tests on validity and reliability of the instruments and analysis of relationship between dimensions of leadership performance and quality of public services. The results show that the performance of the leaders was generally rated as good and the evaluations were positive for the dimensions of work planning, implementation of work plans, execution of directives of the organization, quality of work and achievement of targets of the organization. Also, the quality of public services was considered as good, which demonstrates a positive assessment of the services offered by the respondents. The findings indicate the good leadership practices as facilitators of the provision of quality public services and enhancers of the organizational performance. Better planning, implementation, coordination and delivery of organisational goals to build leadership capacity is expected to further improve the effectiveness and responsiveness of public service delivery. The findings offer practical insights for public sector organizations seeking to improve service quality through effective leadership practices.

Abstract

Effective coordination is vital for the efficiency of an organization and the improvement of employees’ performance in public sector institutions. The objective of this study was to measure the performance of the employees and the coordination practices of the Department of Education and Culture of Indramayu Regency, Indonesia. This study employed descriptive quantitative research design with census of 54 employees as research participants. Data were collected using structured questionnaire and analyzed using descriptive statistics. The research instrument was tested for validity and reliability. The results indicated that coordination practices were generally perceived as good with a mean score of 3.74. Considering the dimensions of coordination, the conferences were rated the highest, and the forums the lowest. This indicates areas for improvement in employee involvement in organizational coordination. The performance of employee was also rated as good with an overall mean score of 4.04 indicating positive performance of employee in terms of indicators of work quality, work quantity, cooperation, initiative and responsibility. The study concludes that within the organization effective coordination mechanisms have been implemented and that the sustainability of participatory coordination practices could promote continuous organizational improvement and improve the quality of public administration.

Abstract

Employee performance is a key determinant of organizational effectiveness in the public sector, where the successful implementation of government programs depends on effective coordination among organizational units. However, the empirical evidence of the effect of organizational coordination on employee performance in Indonesian local government institutions is still limited. This study aims to find out the effect of organizational coordination on employee performance at the Department of Education and Culture of Indramayu Regency, Indonesia. The approach was quantitative explanatory method, and data were collected through a census survey of all 54 employees of the organization. Data were collected using a structured questionnaire. The data were analyzed by path analysis following instrument validity and reliability testing and the MSI transformation. The results reveal that organizational coordination has significant effect on employee performance, and the proposed model explains 52.6% of the variation in employee performance. Among the coordination dimensions studied, authority, work guidelines, forums and conferences had a positive effect on employee performance showing the importance of clear responsibilities, standardised procedures and continuous communication in supporting the effectiveness of the organization. These findings highlight that enhanced coordination mechanisms can lead to enhanced employee performance and public service delivery. The research extends the empirical evidence on organizational coordination in local government agencies and offers practical recommendations for public managers interested in enhancing organizational performance through improved coordination practices.

Abstract

Employee performance is a major factor in determining the effectiveness of an organization, especially in the public sector where the quality of service is determined by human resources. This study examines the effect of work motivation on employee performance at the Department of Education and Culture of Indramayu Regency. A quantitative approach was used, and a census of 54 employees was conducted. Data were collected through a structured questionnaire based on Maslow’s hierarchy of needs and analyzed using descriptive statistics and path analysis. The results show that employees perceive both work motivation and performance at a good level. Work motivation had a positive and significant effect on employee performance with 89.4% of its variance (R 2 = 0.894). All motivational dimensions contributed positively indicating the importance of fulfilling physiological, safety, social, esteem and self-actualization needs of employees. The study provides empirical evidence for the strategic role of work motivation in improving employee performance and offers practical implications for motivation based human resource management in local government organizations
