Abstract

Usaha Mikro Kecil Menengah (UMKM) membuktikan bahwa sektor ini dapat menjadi tumpuan bagi perekonomian nasional. Usaha Mikro Kecil Menengah (UMKM) dimulai dari pemberdayaan masyarakat yang menjadi salah satu upaya untuk meningkatkan harkat dan martabat lapisan masyarakat yang dalam kondisi sekarang tidak mampu untuk melepaskan diri dari perangkap kemiskinan dan keterbelakangan. Pemberdayaan masyarakat memerlukan keterlibatan yang lebih besar dari perangkat pemerintah daerah serta berbagai pihak untuk memberikan kesempatan dan menjamin keberlanjutan berbagai hasil yang dicapai. Perkembangan Usaha Mikro Kecil Menengah (UMKM) hingga tahun 2012 selalu mengalami pertambahan, dan yang lebih menggembirakannya pula nilai ekspor dari sektor Usaha Mikro Kecil Menengah (UMKM) cukuplah besar. Dari hasil tersebut dapat disimpulkan bahwa Usaha Mikro Kecil Menengah (UMKM) menjadi sektor potensial yang harus diupayakan lagi oleh pemerintah. Pemberdayaan masyarakat membentuk pengembangan manusiawi yang otentik dan integral dari masyarakat lemah, rentan, miskin, marjinal dan kaum kecil sehingga mereka dapat lebih mandiri dan dapat memenuhi kebutuhan dasar hidup mereka, dan juga sanggup berperan serta dalam pengembangan masyarakat.

Abstract

A source of income tax in Indonesia, therefore, the role of taxation is very important. It gives great role of taxes in development of country, demanding the government to maximize tax income. In order to increase the amount of income from the tax sector, The Directorate General of Taxes has agreed to the rules regarding the implementation of extensification and intensification taxes. Extensification section should be able to establish good cooperation with government and private agencies. This research was conducted at Tax Office Primary Cirebon, West Java, Indonesia. This study aims to provide an overview of extensification activities which is a proactive effort of Kantor Pelayanan Pajak (KPP) Pratama Cirebon in capturing taxpayers. As a result, extensification has a significant role in recruiting a personal taxpayer. The target in 2014 as many as 5 candidate taxpayers, 12 new taxpayers, and 47 registered taxpayers. The realization always exceeded the set target. As well as an improvement in the number of registered taxpayers. Significant improvement occurred in 2014. In earlier 2013, the number of registered taxpayers reached 198.916, an improvement in 2014 reached 226.947. Incoming 2015, the president instructed to push the income from the taxation sector and until June (second quarter) in 2015 reached 240.480. This paper describes how the role of extensification increase the number of personal taxpayer through proactive efforts in increasing state revenues from taxes coordinated by the Extensification section in Tax Office.

Abstract

In the era of the Fifth Industrial Revolution, digital transformation has become a strategic necessity in higher education management, particularly in achieving institutional efficiency and accessibility. Universities today are required to integrate digital technologies comprehensively through online learning and educational applications to address the growing complexity of academic management and to expand the reach of educational services. This study aims to examine the impact of digital transformation on managerial efficiency and accessibility in higher education, with the mediating roles of online learning integration and the use of educational applications. A quantitative approach was employed through a survey involving 250 academic community members from Indonesia and Libya. Data were analyzed using Structural Equation Modeling with AMOS software. The results revealed that digital transformation significantly influenced both online learning integration and the utilization of educational applications. These two mediating variables contributed positively to enhancing institutional efficiency and directly supported broader access to higher education. The findings underscored that successful digitalization in higher education management depended not only on technological adoption but also on integrative strategies that linked digital platforms and application systems. This study contributes practical insights for universities to strategically optimize online learning and educational applications as core drivers of efficient and inclusive digital transformation in higher education.

Abstract

This study aims to analyze the influence of supervision on employee work discipline at the Department of Housing, Settlement Areas, and Land Affairs of Cirebon Regency. Supervision is defined as an organizational control mechanism consisting of direct and indirect supervision, while work discipline includes preventive and corrective discipline. This research employed a quantitative approach using a saturated sampling technique, involving all 79 employees as respondents. Data were collected through questionnaires and analyzed using descriptive statistics and simple linear regression. The results indicate that the level of supervision is categorized as “good,” with an average score of 3.70, while employee work discipline is categorized as “high,” with an average score of 3.85. The regression analysis confirms that supervision has a positive and significant influence on employee discipline. These findings highlight that strengthening supervision—both direct and indirect—plays a crucial role in improving employee discipline. The study contributes to the development of internal supervision policies for local government agencies.

Abstract

This research aims to analyze the implementation of planning and budgeting policies in achieving performance targets within Regional Government Work Units (Satuan Kerja Perangkat Daerah, SKPD) in Cirebon Regency. The study is grounded in the concept of performance-based budgeting and public sector management reform, emphasizing alignment between policy planning, resource allocation, and institutional performance accountability.The background of this research lies in the gap between planned performance targets and their realization, which indicates that the policy implementation of planning and budgeting has not been fully effective. This condition reflects the challenges faced by regional governments in integrating planning documents (RKPD, Renstra, and Renja) with the budgeting system (APBD) to support measurable and outcome-oriented performance. The research investigates the processes, actors, and institutional mechanisms that influence the effectiveness of planning and budgeting implementation.This study adopts a qualitative descriptive approach supported by quantitative indicators derived from official performance reports. Data were collected through interviews, document analysis, and field observation within several SKPDs in Cirebon Regency, including the Regional Planning, Research, and Development Agency (Bappelitbangda), the Regional Financial Agency (BKAD), and the Inspectorate. The analytical framework refers to Edward III’s policy implementation model, which identifies communication, resources, disposition, and bureaucratic structure as key variables influencing policy outcomes.The findings reveal that the implementation of planning and budgeting policies in Cirebon Regency has been carried out procedurally in accordance with applicable regulations but has not yet achieved optimal synchronization between program planning and budget realization. The most significant constraints include weak coordination among SKPDs, limited technical capacity in translating strategic plans into operational budgets, and inconsistent policy communication between decision-makers and implementers. Nevertheless, the commitment of leadership and gradual improvements in institutional capacity have contributed positively to enhancing policy implementation.This research concludes that successful planning and budgeting implementation requires not only regulatory compliance but also the strengthening of inter-agency coordination, human resource competencies, and leadership commitment. The study contributes to the development of local governance studies by providing empirical evidence of the interrelationship between planning, budgeting, and performance accountability within Indonesia’s decentralized government framework.

Abstract

This study aims to analyze the determinants of the competitive advantage of batik MSMEs in Cirebon Regency amid pressure from imported products and intense competition. Using Structural Equation Modeling (SEM), this study examines the relationships among market orientation, dynamic capabilities, and innovation. The results of the outer and inner model evaluations indicate that the competitive advantage of batik SMEs is achieved through the strengthening of innovation and the dynamic capabilities of owners or managers. These findings confirm that effective operational innovation requires integration between a sharp market orientation and strong dynamic capabilities. The implications of this study suggest that, to create sustainable competitiveness, SME empowerment strategies must focus on enhancing managerial capacity to respond to market changes and on fostering product creativity. In a contributive way, this study enriches strategic management theory by highlighting the importance of synergy between internal (capabilities) and external (market) factors in generating competitive advantage within the local creative industries sector.

Abstract

Objective: This study aims to analyze the influence of organizational leadership on the effectiveness of public administration in the Population and Civil Registration Office (Disdukcapil) of Cirebon City. Method: The population in this study included all employees and leaders of the Cirebon City Disdukcapil, and using the census method, questionnaires were distributed to 28 respondents.  Results: The results of simple linear regression analysis show that organizational leadership has a positive and significant effect on public administration effectiveness, as indicated by a regression coefficient value of 0.425 and a significance value of 0.001. The ANOVA test also reinforces this finding with a calculated F value of 12.823 and a significance value of 0.001 (< 0.05).  Novelty: These findings indicate that visionary, participatory, and innovative leadership are key factors in improving the performance of responsive and high-quality public services, as well as strengthening public trust in population service institutions in the digital age.

Abstract

Public trust is a major element in making public service delivery effective and legitimate. Service quality and service transparency have often been identified as key determinants of public trust, but the evidence remains fragmented across different public service contexts. The study seeks to synthesize existing research on the role of service quality and service transparency in building public trust in public services. A Systematic Literature Review (SLR) was conducted following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework. Articles were retrieved from Google Scholar, Scopus, ScienceDirect and SpringerLink using pre-defined search keywords. Following the screening and eligibility assessment process, 25 studies published between 2019 and 2025 were included in the review. The results indicate that service quality increases public trust via responsiveness, reliability, accessibility, and professionalism, and service transparency strengthens trust via openness, accountability, and access to information. The review further finds that these two factors are complementary dimensions that shape perceptions of governmental competence and integrity. Based on the literature synthesis, an integrated conceptual framework is proposed to explain the relationship of service quality, service transparency and public trust. This study adds value to the public administration literature through the provision of a comprehensive synthesis of the extant evidence and the identification of avenues for future research on public trust in public services.

Abstract

The rapid growth of digital public services has changed the way citizens interact with government institutions and digital public engagement has become a more and more important factor in shaping public perceptions of government performance. Even though investments in digital governance are growing, the mechanisms by which digital public engagement contributes to public trust are not well understood. This study explores the effect of Digital Public Engagement on Public Trust and the mediating effect of Public Satisfaction in this relationship. This research uses a quantitative method with data taken from a survey of 180 citizens of Cirebon City who had used digital public services in the last three months. Data were analyzed using PROCESS Macro Model 4 (regression-based mediation analysis. The results show that Digital Public Engagement has a positive and statistically significant impact on Public Satisfaction and Public Trust. Public Satisfaction has a positive effect on the Public Trust and a mediating effect between Digital Public Engagement and Public Trust partially. These findings suggest that citizens’ trust in government institutions is not only shaped by their satisfaction with digital public services but also by their direct experiences of accessibility, responsiveness and interaction through government digital platforms. The research contributes to the digital governance literature by revealing the dual effect of digital public engagement on public trust. The findings also underscore the need to improve digital engagement strategies to enhance citizen satisfaction and institutional trust in the delivery of public services.

Abstract

The implementation of the AEC has increased competition among member countries and has required governments to enhance their capacity to deliver efficient, responsive and competitive public services. Innovation in public management has been an important strategy to improve national competitiveness and to support sustainable economic development. The paper discusses the role of public management innovation and public service reform in improving Indonesia’s readiness and competitiveness in the era of the ASEAN Economic Community. This research uses a narrative literature review method to review some concepts of public management innovation, public service reform, human resource development, and the implementation of PTSP as a strategy to improve service effectiveness and efficiency. The discussion suggests that public service innovation is important for streamlining administrative procedures, improving service quality and creating a more conducive environment for economic activity and investment. Furthermore, effective public service reform necessitates the existence of competent human resources, institutional commitment and sustained efforts to improve the governance practices. Thus, improving Indonesia’s competitiveness in an increasingly integrated regional economy is still crucial in terms of boosting public management innovation and public service reform.
