Abstract

The motivation of employees is a known factor of organizational performance. However, there is still a lack of empirical evidence on the relative contribution of different motivational dimensions to employee performance in public sector organizations. This study examines the role of five dimensions of Maslow’s Hierarchy of Needs, i.e. physiological needs, safety needs, social needs, esteem needs, and self-actualization needs to employee performance in the Department of Education and Culture of Indramayu Regency, Indonesia. The study used a quantitative research design where data was collected through survey, structured questionnaires from 54 employees. The validity and reliability of the research instrument was established before data analysis. Multiple linear regression was used to determine the contribution of each motivational dimension to employee performance. The results indicated that the five dimensions of motivation together contribute to employee performance, with esteem needs having the highest contribution among the motivation dimensions. The findings pointed out the importance of applying comprehensive motivational approaches that address the employees’ physiological, safety, social, esteem and self-actualisation need to improve employee performance. This study is a contribution to the application of Maslow's motivational theory in the public sector and has practical implications for human resource management in government institutions.

Abstract

Population administration services are one of the essential public services provided by local governments to fulfill the basic rights of the community. This research aims to analyze the influence of service quality on community satisfaction at the Indramayu Regency Population and Civil Registration Service. SERVQUAL's five service quality dimensions—physical evidence, reliability, responsiveness, assurance, and empathy—were used as the basis for the analysis. The research method used is a quantitative approach with survey techniques of 100 service user respondents. The research instrument was tested through validity and reliability tests, while data analysis was carried out using multiple linear regression, partial tests, simultaneous tests, and coefficient of determination. The research results show that the five dimensions of service quality simultaneously have a significant effect on community satisfaction. Partially, the dimensions of reliability and responsiveness are the factors that have the greatest influence on service user satisfaction. The coefficient of determination shows that service quality explains most of the variation in people's satisfaction, while other factors such as previous service experience, cost perceptions, and supporting facilities also contribute. These findings emphasize that improving the quality of population administration services must be directed at accelerating the service process, increasing the accuracy of information, the competence of officers, and providing personal attention to service applicants. It is hoped that this research can be a strategic input in efforts to improve the public service system within the Indramayu Regency Dukcapil Office.

Abstract

Penelitian ini mengkaji pengaruh Manajemen Sumber Daya Manusia (MSDM) terhadap kinerja pegawai di Kantor Unit Pengelola Pelabuhan Kelas III Indramayu. Penelitian ini dilatarbelakangi oleh semakin pentingnya MSDM dalam meningkatkan efektivitas organisasi di instansi pemerintah, khususnya yang bertanggung jawab atas pelayanan publik dan manajemen operasional maritim. Kinerja pegawai secara luas diakui sebagai penentu penting keberhasilan organisasi, dan praktik MSDM telah diidentifikasi sebagai pendorong utama untuk meningkatkan motivasi, kapabilitas, dan produktivitas. Dengan menggunakan pendekatan kuantitatif dengan regresi linier sederhana, penelitian ini mengkaji hubungan antara MSDM (variabel independen) dan kinerja pegawai (variabel dependen). Data dikumpulkan dari pegawai Kantor Unit Pengelola Pelabuhan Kelas III Indramayu melalui kuesioner terstruktur dan dianalisis menggunakan teknik statistik. Penelitian ini menemukan bahwa MSDM berpengaruh positif dan signifikan terhadap kinerja pegawai, dengan koefisien determinasi (R²) sebesar 0,3565. Hal ini menunjukkan bahwa MSDM berkontribusi sekitar 35,65% terhadap variasi kinerja pegawai, sedangkan sisanya sebesar 64,35% dipengaruhi oleh faktor-faktor lain di luar cakupan penelitian ini. Temuan ini menunjukkan bahwa praktik manajemen sumber daya manusia yang efektif—seperti pelatihan, komunikasi, supervisi, penempatan kerja, dan penilaian kinerja—memainkan peran penting dalam meningkatkan produktivitas di organisasi pemerintah. Namun, nilai R² yang relatif moderat juga menyiratkan bahwa kinerja pegawai dibentuk oleh faktor-faktor organisasi, kepemimpinan, dan lingkungan yang lebih luas. Studi ini menyimpulkan bahwa penguatan fungsi manajemen sumber daya manusia sangat penting untuk mencapai hasil kinerja yang lebih tinggi, terutama dalam konteks pelayanan publik di mana akuntabilitas dan keandalan operasional sangat penting.

Abstract

The eradication of extreme poverty remains a major challenge in Indonesia, requiring effective social protection policies supported by accurate, integrated, and up-to-date beneficiary data. Previous social protection systems, particularly the Integrated Social Welfare Data (DTKS), have faced problems related to inclusion and exclusion errors, resulting in ineffective targeting of social assistance programs. To address these issues, the Indonesian government introduced Presidential Instruction No. 4 of 2025 concerning the National Single Social and Economic Database (DTSEN) as a strategic reform to strengthen data governance and improve poverty alleviation efforts. This study aims to analyze the optimization of DTSEN implementation in supporting social protection policy reform and accelerating the eradication of extreme poverty in Indonesia. This research employed a qualitative approach with a policy analysis and literature review design. Data were collected from government regulations, institutional reports, academic publications, and relevant international studies, which were analyzed using descriptive qualitative analysis. The findings indicate that DTSEN provides significant opportunities to improve social assistance targeting, increase budget efficiency, support evidence-based policymaking, and strengthen transparency and accountability in social protection programs. However, its implementation faces challenges, including data integration, infrastructure readiness, human resource capacity, privacy protection, and coordination among institutions. In conclusion, DTSEN represents an important transformation toward a more adaptive, accurate, and inclusive social protection system. Successful implementation requires continuous data validation, strong institutional collaboration, technological improvement, and active community participation to achieve the national goal of eliminating extreme poverty.

Abstract

Human Resources are crucial for a country's economic development, which can be measured using the Human Development Index (HDI). This requires supporting factors to achieve Indonesia's HDI, where the increase in HDI is not evenly distributed across all regions. The research aims to analyze factors influencing HDI achievement in Indonesia and provide recommendations for better HDI attainment. This research employs a descriptive quantitative approach, with life expectancy, expected years of schooling, and average years of schooling as independent variables, and Human Development Index (HDI) as the dependent variable. Data analysis uses multiple regression analysis based on secondary panel data (combined time series and cross-section data) across all Indonesian Provinces from 2020-2023. The research findings indicate that all three independent variables significantly partially influence the human development index, with the most significant impact from average years of schooling and the least impact from expected years of schooling. The recommendations include not only focusing on the quantity of educational facilities in high-density population areas but also improving healthcare service quality, equitable educational access in underdeveloped regions, enhancing learning quality through technology utilization, and fostering collaboration among academics, government, and community beneficiaries.
