Abstract

Economic Kreatif is one of the progress factors of the national economy. The creative economy concentrates on the economic dynamics of the creative industry sector, which was recently targeted by the government as an area with significant growth potential. On January 20, 2015, President Joko Widodo established a new non-ministerial institution called the Creative Economy Agency (Bekraf). This body is responsible for the expansion of the creative economy in Indonesia. East Java has 29 districts and 9 cities, a number of which host creative industry businesses in the field of SMEs, namely Sidoarjo district. Sidoarjo regency, which is one of the regencies in East Java, is focused on the development of Micro Small Medium Enterprises in facing the ASEAN Economic Community (AEC). The primary creative industry in Sidoarjo district are the Metal Industries in Ngingas Village, Waru Sub-district. The small and medium industry (IKM) metal center of Ngingas, Sidoarjo, East Java is one of the component suppliers for major manufacturing companies in Indonesia. Craftsmen in these industrial centers are constrained by licensing problems. They are also constrained by limited business capital for the procurement of raw materials and production machinery, and the lack of metal waste disposal facilities.

Abstract

AbstractThe various controversies of traditional markets are often the subject of constant debate. The problems still present behind all the processes of economic activity are the slum situation of the market environment, disturbed parking arrangements and frequent traffic jams, which make the traditional market conditions even more unmanageable. Traditional measures were implemented to revive the market. The purpose of revitalization, which is actually the ordering of the market, is to become more organized, neat and clean for the convenience of the community, but so far this has not been achieved. This study uses descriptive qualitative research methods. This study focuses on the role of government in local economic development in the revival of traditional markets, including the role of coordinator and intermediary. The results of the study show that the municipality was a coordinator and initiator of the revival of traditional markets, but could not function optimally. One reason is the lack of a clear and precise legal framework for the revival of the traditional market. Some suggestions that can be offered are as follows: 1) Sumenep Regency government must coordinate all relevant stakeholders to identify problems and find appropriate solutions to traditional market revival problems; 2) The local government of Sumenepi Regency must formulate specific policies that guide the revival of traditional markets so that the goal of market revival can be optimally accomplished. 3) Conduct monitoring and evaluation of the rehabilitation program.Keywords: Resuscitation; Market; Traditional; Sumenep; Government. AbstrakBerbagai kontradiksi di pasar tradisional kerap menjadi bahan perdebatan. Permasalahan yang masih melatarbelakangi seluruh proses kegiatan perekonomian adalah situasi lingkungan pasar yang kumuh, penataan parkir yang terganggu, dan seringnya kemacetan lalu lintas membuat situasi pasar tradisional semakin tidak terkendali. Langkah-langkah tradisional diterapkan untuk menghidupkan kembali pasar. Tujuan dari revitalisasi yang sebenarnya adalah penataan pasar agar tertata, lebih tertib dan bersih demi kenyamanan masyarakat, namun sampai saat ini hal tersebut belum tercapai. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Kajian ini berfokus pada peran pemerintah dalam pengembangan ekonomi lokal dalam kebangkitan pasar tradisional, termasuk peran koordinator dan perantara. Hasil penelitian menunjukkan bahwa pemerintah kota merupakan koordinator dan penggagas kebangkitan pasar tradisional, namun belum dapat berfungsi secara maksimal. Salah satu penyebabnya adalah belum adanya kerangka hukum yang jelas dan tepat untuk kebangkitan pasar tradisional. Beberapa saran yang dapat ditawarkan adalah: 1) Pemerintah Kabupaten Sumenep harus mengkoordinasikan seluruh pemangku kepentingan terkait untuk mengidentifikasi permasalahan dan mencari solusi yang tepat terhadap permasalahan revitalisasi pasar tradisional; 2) Pemerintah Daerah Kabupaten Sumenepi hendaknya merumuskan kebijakan khusus yang menjadi pedoman kebangkitan pasar tradisional agar tujuan kebangkitan pasar dapat tercapai secara maksimal. 3) Melaksanakan monitoring dan evaluasi program rehabilitasi..Kata kunci: Revitalisasi; Pasar; Tradisional; Sumenep; Pemerintah

Abstract

Good governance is a crucial foundation for sustainable development in Indonesia. Its implementation, however, faces various challenges, including weak coordination between leadership and bureaucracy. This article aims to examine the role of synergy and collaboration between visionary leadership and professional bureaucracy in achieving effective, transparent, and accountable governance. This research employs a qualitative approach based on literature studies and policy analysis, focusing on case studies of bureaucratic reform in several regions of Indonesia. The findings indicate that a harmonious relationship between leadership and bureaucracy can enhance public service effectiveness, accelerate policy implementation, and minimize corruption. Responsive leadership serves as the primary driver of change, while professional bureaucracy acts as an efficient policy executor. The challenges include resistance to change, political influence, and overlapping bureaucratic authorities. Addressing these challenges requires strategic measures such as strengthening leadership training, performance-based bureaucratic reforms, and the adoption of digital technology to enhance transparency and efficiency. Strong synergy and good governance can be optimized to meet societal needs and global challenges.

Abstract

This study looks at how Surabaya’s new policy limiting one house to a maximum of three family cards (Kartu Keluarga or KK) is being carried out in Kecamatan Semampir. The policy was introduced to fix inconsistencies in the population database, where many people were registered at addresses they no longer lived at—or never lived at to begin with. Some houses were found to have dozens of family cards linked to them, which created problems for service delivery and planning. Using a qualitative approach, this research draws on interviews, field observations, and official documents to understand how the policy is being implemented on the ground. While the city has started enforcing limits through a web-based system, the process hasn’t been smooth. In Semampir, the number of family cards flagged for removal is the highest in the city. Challenges include limited outreach, resistance from residents, and gaps in coordination across local government offices. The findings suggest that implementation depends not just on rules, but on how well they’re explained, how much support is available, and whether staff are equipped to follow through. This paper recommends improving communication with residents, strengthening interagency cooperation, and making sure local officials have the tools and training to manage changes in population data.

Abstract

This article aims to examine the implementation of the SIMPELDESA program as a digital innovation in village governance in Sidoarjo Regency. The study focuses on the effectiveness, service impact, governance transformation, service inclusivity, and the potential for replication of SIMPELDESA as a Smart Villages model. To approach this issue, the study applies theoretical frameworks from Smart Villages, Public Service, and Dynamic Governance. Data were collected through in-depth interviews, field observations, and document analysis in selected recipient villages and were analyzed qualitatively. The findings indicate that SIMPELDESA improves the efficiency and transparency of village public services, strengthens the capacity of village officials in adopting digital innovations, and fosters a governance culture based on learning and citizen participation. The inclusivity of services for vulnerable groups reflects a paradigm shift toward more responsive and equitable service delivery. The program also shows significant potential for replication in other areas as a sustainable framework for village digitalization. This study concludes that SIMPELDESA serves as a model for digital transformation in village governance that is adaptive and oriented towards community empowerment.
