Abstract

The controversy over the Minister of Education and Culture Regulation (Permendikbudristek) Number 30 of 2021 on the Prevention and Handling of Sexual Violence in Higher Education is interesting to study. Criticism of this regulation, among others, Article 5, which  carries  the phrase “without the consent of the victim”, raises the meaning of legalizing immoral acts and consent-based free sex. Along with this polemic, reports and news about sexual violence in colleges have also emerged. This debate also occurs in society, especially with the presence of digital media, which makes a discourse grow fast and expand. Various comments and discussions occurred in various media, especially social media. This research using the concept of participatory culture aims to get an overview of public comments through the social media Twitter #permendikbud30, which contains uploads and comments regarding the controversy over Permendikbudristek Number 30 of 2021 and will be carried out through netnography studies. Finally, the results of the analysis show a picture of the diversity of people’s perspectives in giving their opinions, namely: (a) by analogy with verses in the Quran; (b) there are many cases whose handling is not in favor of the victim and a firm law is needed; (c) educational institutions have not been responsive in handling cases that have occurred; (d) there is still polarization in politics, especially related to identity politics and (e) support for the relevant ministries for the ratification of this regulation is an important contribution to handling cases of sexual violence in the campus.

Abstract

Higher education institutions are required to establish a Task Force for the Prevention and Handling of Sexual Violence (PPKS). The presence of the PPKS Task Force within the campus requires thorough preparation so that its existence can be accepted and beneficial. Therefore, this research aims to examine how social capital is utilized by PPKS Task Force to strengthen its presence. The concept of social capital in organizational management is used for analysis. Using a qualitative approach, data collection was conducted through interviews with the chairperson and members of PPKS Task Force in three campuses where the PPKS Task Force has been established for more than 6 months. The research findings indicate the existence of bonding social capital through the reinforcement of vision, mission, and shared perceptions among Task Force members, which serves as an initial step before engaging in other activities. Additionally, there is bridging social capital through trust and support from the campus’s internal stakeholders and related parties directly associated with the campus. Another crucial aspect is linking social capital through collaboration with external parties and various entities capable of providing support for PPKS Task Force activities and tasks.

Community response is an essential component in succeeding policy implementation. This study examines how the culture of cyber society responds to the implementation and extension of the KTR in the city of Bandung Methods: This study uses a qualitative method with a netnographic strategy. Three posts were selected according to the criteria for the research objectives, including: @prfmnews posts, @infobandungraya, and @infobdg.com. Instagram is selected as the research data source because, according to the Ministry of Communication and Information (Kominfo), it is the most popular social media in Indonesia. Indeed, every post and information on it has the potential to attract various groups. Several concepts and theories in this study relate to the diffusion of innovation, information literacy, cognitive dissonance theory, and selective process theory. Results: This study found some of the contra arguments were conducting tobacco control is false propaganda; other regulations are more urgent than KTR; the leading cause of dirty air is vehicles; local regulation on KTR is ambiguous, and smoking is part of individual rights. In the pro category, the communities are supportive, especially those who are passive smokers and feel discomfort with cigarette smoke conditions. Information and digital literacy related to cigarettes are factors that trigger individual responses to hoaxes and conspiratorial information about cigarettes. Denial to the reality of the dangers of smoking illustrates how the process of cognitive dissonance occurs in smokers who try to justify their actions for various reasons. The cyber community has experienced selective exposure to the KTR and the diffusion of innovations in the KTR should be considered. Conclusion: Based on the research findings, the researcher suggests that the government should pay attention to the stages of persuasion and promotion of KTR policies to achieve public obedience to the applicable local regulations.

Using unmanned aerial vehicle or drone videography in video content creation can explore new things. Images will be more diverse with explorative angles, and drones emerge as a new alternative in public communication with many advantages. Government agencies that present information to the public also use drone technology. One is a report on various Presidential activities carried out by the Presidential Secretariat Office. Various media often make video content on the official account of the Presidential Secretariat as a reference or news source. Of course, there are many meanings that the video maker (account owner) wants to convey to its audience (the public). This research uses social semiotic analysis to find the meaning and purpose behind the making of the activity video on the official account of the Presidential Secretariat. The results obtained are a description of Indonesia's natural beauty, the people's hospitality, the President's image, and the government's commitment to various aspects such as infrastructure, politics, socio-culture, security, economy, and tourism. It also shows the unity of ASEAN countries towards a common goal and the hope of making ASEAN the epicenter of growth, a peaceful, stable, and prosperous region.

Abstract

Technological changes and the pandemic have significantly disrupted the media industry. This situation forces media companies to make changes in order to survive. Using a qualitative approach, this research tries to reveal the innovations made by media companies, especially groups that started from print media, namely national media (Bisnis Indonesia Group) and regional media (Radar Cirebon Group). Using the concept of co-creation, this research reveals media innovation strategies to survive and adapt to environmental changes. The innovation carried out by the two media is to collaborate with various parties. Community empowerment is a form of collaboration, in addition to creating new business units, making content changes, and targeting young audiences as a widening of the reader segment. This innovation has proven to have a positive impact on the lives of media organizations. This research can be a lesson for media companies that are still looking for a formula for managing media businesses.
