Abstract

Based on this study, the health communication strategy by paramedics in Unteboang Village in an effort to reduce stunting rates has been carried out through health counseling and posyandu activities. However, its effectiveness is still constrained by low community participation, parental resistance to stunting diagnosis, and limited access to comprehensive information. A qualitative approach with a descriptive method is used in this study to analyze the communication strategies applied, with data collection techniques in the form of interviews, observations, and documentation studies. The results of the study show that the wider use of communication media, such as digital and print media, as well as a more adaptive interpersonal approach, is needed to increase public awareness of the importance of stunting prevention. Therefore, there is a need for innovation in health communication strategies, including increasing the role of health cadres, the use of digital technology, and cooperation with community leaders. With a more inclusive approach and periodic evaluation, it is hoped that the effectiveness of health communication can be improved to create more positive behavior change in stunting prevention and management.

Abstract

This study aims to identify key factors in the implementation of Geographic Information System (GIS) in public administration in Sibolangit Sub-district Office, Deli Serdang Regency. GIS plays an important role in improving efficiency, transparency, and accuracy in the management of geographic data. The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and document analysis. The results show that GIS has improved time efficiency and data accuracy in public administration, but its effectiveness is still affected by several factors. The main obstacles found include unstable technological infrastructure, limited technical training for staff, and lack of policies that support the use of GIS in a structured manner. Technical, organizational, and human resource factors are the keys to the successful implementation of GIS. This study concludes that to maximize the effectiveness of GIS, it is necessary to make improvements to technological infrastructure, increase human resource capacity, and develop policies that support the implementation of GIS in public administration.

Abstract

This study aims to analyze the performance of the supervision performance of the Regional Inspectorate of Mandailing Natal Regency on the financial management of Lumban Pasir Village in the 2022 and 2023 fiscal years. Supervision carried out by the Regional Inspectorate involves regular audits, monitoring, and evaluation of the planning, implementation, and reporting of the use of village funds. The research method used is qualitative with a descriptive approach, which includes in-depth interviews, observations, and document analysis. The results of the study show that although the Regional Inspectorate has carried out its supervisory function well, there are several obstacles that affect the effectiveness of supervision, such as limited human resources, lack of understanding of village officials about financial regulations, and lack of supporting facilities such as information technology. On the other hand, this supervision has succeeded in improving the quality of village financial planning and reporting, although there are still some weaknesses such as delays in financial reports and data inconsistencies. The impact of supervision on village financial management includes increasing awareness of the importance of transparency and accountability in the management of village funds. This study suggests the need to increase the capacity of village officials and Inspectorate auditors, as well as the use of information technology in the supervision process to improve the efficiency and effectiveness of village financial management.

Abstract

This study aims to analyze the effectiveness of public services based on the PATENT application in Galang District, Deli Serdang Regency. This technology-based public service is expected to increase efficiency, transparency, and accountability in the management of administrative documents. The research method used is a qualitative approach with in-depth interview, observation, and documentation techniques. The study found that PATENT applications have accelerated the process of document management, reduced transportation costs, and increased transparency of service information. However, there are still several inhibiting factors, such as limited technological infrastructure, low digital literacy among the public, technical obstacles to applications, and lack of socialization and training. People who have technological knowledge find it easier to access and use this application, while some people, especially the elderly, are experiencing difficulties. Therefore, efforts are needed to improve digital infrastructure, training for the community, and better system maintenance to increase the effectiveness of these application-based public services. The results of this study provide an overview of the challenges and opportunities in the implementation of technology in public services in the region, as well as provide recommendations to improve service quality.

Abstract

The low parking revenue in Mandailing Natal Regency over the past two years has hurt Regional Original Revenue (PAD). Observations show that this problem is caused by a lack of public awareness of paying parking fees and a lack of knowledge about parking services. This study aims to analyze the role of the Mandailing Natal Regency Transportation Office in increasing PAD through parking management in Panyabungan City. The approach used is qualitative with descriptive type, and data is collected through observation, interviews, and documentation conducted at the Transportation Agency office. The results showed that the agency has three leading roles in parking management to increase PAD: planning, mobilizing, and supervising. However, internal and external obstacles complicate parking management, such as the lack of parking lots in Panyabungan City that could disrupt nearby shops and the unavailability of terminals for rural transportation and buses. Therefore, although the role of the Transportation Agency is already underway, further optimization is needed to increase PAD through better parking management in Panyabungan City.

Abstract

This research is motivated by the need for adequate supervision to improve the efficiency and effectiveness of local government implementation, especially in government and development tasks. This study aims to analyze the effectiveness of the performance of the Government Internal Supervisory Apparatus (APIP) in the field of performance and financial supervision at the Regional Inspectorate of Mandailing Natal Regency, and identify factors that hinder the effectiveness of this performance. This study uses Sarwoto's (2010) theory as the basis for analysis. The results showed that accuracy is an essential guideline in carrying out APIP duties. Mandailing Natal Regency Inspectorate auditors comply with established implementation standards to prevent fatal errors. Timeliness is a key element in collecting and evaluating activities to accelerate improvements. A centralized supervision system is implemented by laws and regulations to overcome problems in vulnerable areas. In addition, performance effectiveness is also assessed from the conformity between economic and organizational aspects, where detected standard deviations can help determine the necessary corrective actions. This study concludes that the effectiveness of APIP performance is influenced by adherence to standards, timeliness, and the application of a centralized system, which contribute to achieving regional supervision objectives.

Abstract

This study focuses on the challenges in socializing the 2024 General Election in Mandailing Natal Regency, influenced by the diverse geography, ranging from coastal to mountainous regions. This creates accessibility issues, especially in remote areas, requiring extra time and cost and having limited infrastructure. The research aims to analyze the strategies the General Election Commission (KPU) implemented in socializing the 2024 General Election and the barriers faced. Based on Chandler's theory (2015), the results show that the KPU's strategies have been effective, with volunteer programs involving religious communities, such as Islamic boarding schools. The appropriate actions also contribute to increasing public understanding of the election process. However, resource allocation presents a challenge, as evidenced by Adhoc Committee members' lack of emotional attachment, not having strong ties to the organization, limited funding, and insufficient understanding among Adhoc members. More intensive training is needed to address these challenges.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas program pemberdayaan masyarakat dalam pembangunan infrastruktur di Desa Kotasan, Kecamatan Galang, Kabupaten Deli Serdang, serta mengidentifikasi tantangan dan dampak sosial yang ditimbulkan. Pendekatan kualitatif digunakan untuk mengeksplorasi proses pelaksanaan program melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa program pembangunan infrastruktur dinilai efektif berdasarkan tiga indikator utama: pencapaian tujuan, integrasi sosial, dan kemampuan adaptasi terhadap kondisi lokal. Program berhasil dilaksanakan tepat waktu dan tepat sasaran, dengan partisipasi aktif masyarakat dalam seluruh tahapan pembangunan. Tantangan yang dihadapi mencakup hambatan teknis dan geografis, keterbatasan sumber daya, serta kesenjangan partisipasi sosial. Meski demikian, program memberikan dampak positif berupa peningkatan aksesibilitas, mobilitas, kohesi sosial, dan produktivitas ekonomi masyarakat. Penelitian ini menegaskan pentingnya pendekatan partisipatif dan adaptif dalam mendukung keberhasilan pembangunan infrastruktur pedesaan yang berkelanjutan.

Abstract

This study analyzes the study permit policy for Civil Servants (PNS) in Mandailing Natal Regency as part of efforts to improve the quality of human resources in the government sector. The purpose of this study is to understand the impact of the study permit policy on the competence, performance, and motivation of civil servants and to identify obstacles in its implementation. The research method used is qualitative descriptive with interview techniques and document analysis. The results of the study show that study permits have a positive impact on improving the technical competence and work motivation of civil servants, which contributes to a better quality of public services. However, the implementation of this policy faces obstacles, especially in terms of complex administrative procedures and limited regional budgets, which limit the number of civil servants who can participate in this program. Based on these findings, it is recommended that local governments simplify administrative procedures and increase budget allocations for study permits so that they can be accessed by more civil servants. Thus, this policy can function as an effective human resource development instrument, support bureaucratic reform, and improve the quality of public services in Mandailing Natal Regency.

Abstract

This study aims to evaluate the use of the State Civil Apparatus Management Information System (SIMASGARA) at the Mandailing Natal Regency Civil Service Agency. SIMASGARA is a digital system designed to manage data and personnel administration effectively. This study uses a qualitative approach with an exploratory descriptive design, which involves in-depth interviews, direct observation, and document analysis to obtain comprehensive data. The subjects of the study include operational employees, leaders of the Personnel Agency, and other system users related to ASN data management. The results of the study show that SIMASGARA has provided significant benefits in personnel data management, especially in simplifying administrative processes, improving data accuracy, and accelerating the preparation of reports. However, the use of this system is still not optimal. The main obstacles found include limited network infrastructure, lack of user understanding of system features, and resistance to changing from manual to digital methods. Leadership support and policies that require the use of SIMASGARA are the main supporting factors for the successful implementation of this system. This study also identifies that the success of SIMASGARA is influenced by organizational readiness, technical infrastructure, and individual competence, as explained in the theory of Technology Acceptance Model (TAM) and Diffusion of Innovation. To overcome existing obstacles, the recommendations include advanced training to improve user competence, strengthening technology infrastructure, and developing a digital-based work culture. This study concludes that SIMASGARA has great potential to support bureaucratic reform, especially in personnel management. However, system optimization requires a holistic and sustainable strategy. With the right improvements, SIMASGARA can become a model for the implementation of an effective personnel information system in the public sector.
