Abstract

The purpose of this research is to find out how its role is civil service police unit policing addresse in district Deli Serdang With effort and impeding factors. The methods used by researchers are qualitative research methods through observation, interviews, and documentation. Research shows that the role civil service police unit in district Deli Serdang judging from the action and according to standard operational procedures the procedure can be done well including punctuality, facility and personnel. Inhibiting factors include the insufficient number of Satpol PP personnel, human resources doesn’t have appropriate  skill, storage facilities, , and the lack of regulations as a legal law.

Abstract

This study aims to study intensively about therapeutic communication at General Regional Hospital of Dr. Pirngadi Medan. This research is a field research with a qualitative approach. In this study researchers used data collection obtained by conducting research directly in the field. The result shows that implementation of Islamic Communication in therapeutic communication carried out by medical personnel at General Regional Hospital of Dr. Pirngadi Medan applies therapeutic communication in Islamic communication, such as greeting when entering a room, greeting each patient before checking and asking about the development of they health. This is a form of communication that must be carried out by every medical personnel. The model of implementation of Islamic communication in therapeutic communication for healing patients at General Regional Hospital of Dr. Pirngadi Medan is Interpersonal Communication which is considered the most effective because of its dialogical nature in the form of conversation.

Abstract

Dalam menjalankan aktifitas kerja di area perkebunan perlu ada pengendalian secara maksimal berupa sumberdaya manusia yang handal dalam mengelolaan perkerjaan fisik. Hal tersebut merupakan tantangan bagi seorang asisten di perusahaan perkebunan dalam mengelola ketrampilan komunikasi saat mengatur staf atau bawahannya di perusahaan perkebunan Sumatera Utara. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Objek penelitiannya adalah perkebunan di Sumatera Utara. Temuan penelitian adalah personal yang menjabat sebagai asisten kebun tidak cukup hanya memiliki ketrampilan dalam bidang pengelolaan tanaman sawit dan karet saja namun juga dibutuhkan kemampuan mengatur dan mengelola bawahan. Mereka perlu memahami bahwa hubungan kerja antara asisten dan bawahannya menimbulkan relasi dalam bentuk valensi dihadapkan dengan harapan dan instrumentalisasi dapat menimbbulkan motivasi kerja para bawahan.

Abstract

This paper reveals the origins of Communication Conflict in the Persija Football Club Lovers Group (The Jakmania) in Medan City and efforts to overcome it. Referring to relevant theories, data is obtained from various sources such as books, previous research, and internet media, then analyzed qualitatively. The study concluded that communication conflicts among members of The Jakmania Medan stemmed from negative comments against Persija on social media, triggering revenge intentions among them. Disagreements occur between members who support revenge and those who don't, and can even trigger physical confrontation during arguments. The role of the group leader in resolving this conflict involves mediation and sanctioning, such as the revocation of the Member Identity Card (KTA) and legal sanctions. These steps are expected to restore harmony and overcome internal conflicts within The Jakmania Medan community.

Abstract

The background of the problem in this thesis is the prablem of oversight of incoming and outgoing mail at the financial and Asset Management Agency of Deli Serdang Regency. To find out the factors how the managementof incoming and outgoing letters at the financial and Asset Management Agency of Deli Serdang Regency. This study uses qualitative methods as data analysis. Sources of data in this study were the Head of the General Subdivision collection techniques, namely observation, interviws and documentation. Manegement of incoming and outgoing mail at the Deli Serdang Regency Financial and Asset Management Agency is prioritized to be more thorough in checking about letters, date of letters, scheduling letters, and where the leters are sent. The Management of incoming and outgoing mail at the Financial and Asset Management Agency of Deli Serdang Regency is an increasing workload in carrying out tasks by each agency secretary and Civil service civi Affairs.

Abstract

This study aims to analyze the policies of the Occupational Safety and Health Management System (SMK3) implemented in the North Sumatra Provincial Manpower Supervision UPTD. A qualitative approach is used to explore the effectiveness of policies, implementation challenges, and their impact on occupational safety. Data were obtained through in-depth interviews, field observations, and document analysis. The results of the study show that the SMK3 policy has positively impacted reducing the number of work accidents, especially in companies that consistently implement safety standards. However, its implementation is still constrained by limited resources, a low understanding of small and medium enterprises (SMEs) regulations, and a lack of labor participation in several companies. Management commitment and occupational safety culture have proven to be key factors in successfully implementing SMK3. In addition, digital technology has begun to support supervision, although it still requires development. This study recommends increasing the capacity of supervisors, more intensive policy socialization, and collaboration with K3 training institutions. With a more inclusive and technology-based approach, the SMK3 policy is expected to improve overall occupational safety in North Sumatra Province.

Abstract

This study investigates the implementation of the "PAK CEPAT YANLING" (On-the-Spot Printing Mobile Service) innovation for civil documentation at the Department of Population and Civil Registration in Serdang Bedagai Regency. It aims to assess the effectiveness of this initiative and identify the factors hindering its implementation. Using George C. Edward III's implementation theory, this research employs a qualitative descriptive method with data collected through observation, interviews, documentation, and literature review. The findings reveal that the implementation of "PAK CEPAT YANLING" has been successful based on four indicators: communication, resources, disposition, and bureaucratic structure. However, challenges persist, including low public awareness of the importance of civil documentation, insufficient socialization of requirements, and limited community interest in managing civil documents. The study concludes that while the initiative demonstrates notable progress, addressing these barriers is essential for maximizing its impact and ensuring sustainable success.

Abstract

This study aims to analyze the inhibiting factors of the performance of the Government Internal Supervisory Apparatus (APIP) in realizing the principles of good governance in the Mandailing Natal Regency Inspectorate. Good governance is one of the main pillars in creating a transparent, accountable, and responsive government to the needs of the community. However, its implementation often faces various obstacles that affect the performance of APIP as an internal supervisor. This research method uses a qualitative approach with data collection techniques through in-depth interviews, observations, and document studies. The results of the study indicate that there are several main inhibiting factors, including: limited competent human resources, lack of budget support, weak independence of APIP in carrying out its duties, and resistance from the supervised organization. In addition, the low utilization of information technology in the supervision process is also a significant obstacle. This study concludes that to improve APIP performance in realizing good governance, it is necessary to strengthen human resource capacity through training, increase budget allocation, guarantee APIP independence, and optimize information technology. Strategic recommendations from this study are expected to be a reference for local governments in improving the internal supervision system in order to achieve better governance.

Abstract

This study aims to analyze the effectiveness of the village apparatus empowerment program in village financial management in Mandailing Natal Regency. This empowerment program is designed to increase the capacity of village officials in managing and supervising the allocation of village funds to be more transparent and accountable. The method used in this study is a qualitative approach with case studies. Data collection was carried out through in-depth interviews, participatory observations, and documentation involving village officials, program assistants, and village communities. Data analysis was carried out using thematic analysis techniques. The results show that the effectiveness of the empowerment program is influenced by four main indicators, namely communication, resources, disposition, and organizational structure. Effective communication between the district government, assistants, and village officials supports the understanding of village financial management. However, there are obstacles in delivering information to the public. Limited human resources and technology are obstacles in the implementation of the program, especially in remote areas. The positive disposition of most village officials in applying the principles of transparency and accountability has had a positive impact, although there is resistance to change among more senior village officials. A clear organizational structure and good coordination between village officials have been proven to increase the effectiveness of village financial management. The conclusion of this study is that the success of the village apparatus empowerment program in village financial management is highly dependent on the synergy between communication factors, resources, disposition, and organizational structure.

Abstract

This research aims to increase students' understanding and awareness of the importance of the Sustainable Development Goals (SDGs) through socialization activities carried out at the Maahad Ahmadi Negeri Sembilan Boarding Boarding School (SABP MANS), Youth in Malaysia have great potential as agents of change in sustainable development, but the low SDGs literacy among students, especially in faith-based schools, is still a challenge. This activity uses the method of lectures and participatory discussions to instill critical values and social responsibility. A total of 30 students participated in the training and were evaluated through questionnaires to measure their understanding and commitment to real action. The results of the analysis showed that participants had high enthusiasm and showed increased understanding and desire to engage in various sustainability activities. The majority of students show interest in SDGs education, environmental issues, and social engagement. This research recommends the integration of SDGs education into the school curriculum and the continuous expansion of similar activities to shape the younger generation as critical thinkers and change-makers in the future.
