Abstract

The phenomenon of school dropouts in Indonesia remains a serious issue despite the implementation of the 12-Year Compulsory Education policy. Surabaya is one of the cities with a relatively high number of school dropouts, prompting the Surabaya City Government to develop the Rumah Ilmu Arek Suroboyo (RIAS) Program as a local adaptation of the national Sekolah Rakyat policy. This program integrates formal education services, dormitory-based caregiving, and character development for children from poor and socially vulnerable families. This study aims to analyze the implementation of the RIAS Program in providing educational and caregiving services for children from low-income families in Surabaya. This research employed a qualitative descriptive approach using the policy implementation theory of Cheema and Rondinelli, which emphasizes environmental conditions, inter-organizational relationships, organizational resources, and the characteristics and capabilities of implementing agents. Data were collected through interviews, observations, and documentation involving program managers, mentors, related government agencies, schools, and foster children. Data analysis was conducted using the interactive model of Miles et al. The findings indicate that the implementation of the RIAS Program has generally been effective through a supportive learning environment, cross-sectoral collaboration among institutions, adequate facilities, and adaptive caregiving approaches. However, the program still faces challenges related to limited human resources and unequal learning assistance for foster children. This study contributes to the development of educational and social policy implementation studies by highlighting an integrated dormitory-based education and caregiving model as a form of local policy adaptation in addressing school dropout issues in urban areas.

Abstract

This study aims to examine the implementation of billboard policy administration in Mojokerto City using a qualitative case study method, analyzed through Edward III's theory. As a part of the strategically located Gerbangkertosusila region, Mojokerto holds considerable economic potential, particularly in the advertising sector. Despite the existence of regulatory frameworks Regional Regulation No. 2 of 2020 and Mayor Regulation No. 9 of 2020 the implementation remains suboptimal, indicated by frequent violations such as unlicensed billboards, which lead to revenue leakage and reduced urban aesthetics. Data were collected through purposive sampling interviews, field observations, and documentation. The study reveals that (1) communication functions relatively well but is hindered by differing interpretations among agencies, limited public understanding, and ineffective strategies; (2) resources are adequate but face obstacles such as manual tools and limited supervisory staff; (3) disposition of implementers is generally effective due to professional commitment, though compliance and supervision still need improvement; and (4) the bureaucratic structure is supported by digital systems and clear regulations, yet faces issues like low taxpayer compliance and overlapping rules. Overall, the implementation of billboard policy in Mojokerto City is not yet optimal and requires significant improvements to increase its effectiveness

Abstract

Investment is a key factor in driving regional economic growth, particularly for Sidoarjo Regency which has a strong industrial base but continues to face challenges related to fluctuations in investment realization and changes in labor conditions. This study was conducted to analyze in depth the strategies implemented by the Investment and One-Stop Integrated Services Office (DPMPTSP) of Sidoarjo Regency in increasing investment through a structured and business-oriented approach. The research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation to obtain an empirical overview of the licensing service process, investment promotion mechanisms, and government efforts in building a conducive investment climate. The findings show that DPMPTSP applies four main complementary strategies. The first strategy is strengthening regional image through digital promotion, participation in exhibitions, outreach programs, and the provision of investment clinic services. The second strategy is increasing investment attractiveness, realized through risk-based licensing, system integration, and priority services for major investors. The third strategy involves strengthening infrastructure by ensuring the readiness of industrial supporting facilities, ranging from transportation access and energy supply to telecommunication networks. The fourth strategy is strengthening stakeholder roles through policy socialization, company assistance, and the involvement of regional leaders in establishing direct communication with investors. Overall, these strategies have positive implications for boosting investor confidence, accelerating investment realization, and reinforcing a sustainable regional economic foundation.
