Abstract

This study aims to analyze the effectiveness and efficiency of digital transformation in the trademark registration process for MSMEs in Yogyakarta. The method used is descriptive qualitative, with data collected through interviews and observations of MSME actors and review of official documents. The results of the study indicate that although digitalization can accelerate the process and reduce manual bureaucracy, there are significant obstacles, such as low digital literacy and limited access to technology, complex procedures and lack of technical assistance. This study contributes to providing strategic recommendations to the government to improve the quality of digital trademark registration services, especially by expanding digital training and simplifying procedures for MSMEs to be more competitive in the digital era.AbstrakPenelitian ini bertujuan untuk menganalisis efektivitas dan efisiensi transformasi digital dalam proses pendaftaran merek dagang bagi UMKM di Yogyakarta. Metode yang digunakan adalah deskriptif kualitatif, dengan data dikumpulkan melalui wawancara dan observasi terhadap pelaku UMKM serta kajian dokumen resmi. Hasil penelitian menunjukkan bahwa meskipun digitalisasi mampu mempercepat proses dan mengurangi birokrasi manual, terdapat kendala signifikan, seperti rendahnya literasi digital dan keterbatasan akses teknologi, prosedur yang kompleks dan kurangnya pendampingan teknis. Penelitian ini berkontribusi dalam memberikan rekomendasi strategis kepada pemerintah untuk meningkatkan kualitas layanan digital pendaftaran merek dagang, khususnya dengan memperluas pelatihan digital dan penyederhanaan prosedur bagi UMKM agar lebih kompetitif di era digital.

Abstract

Midodaren Beach, which is located in Gunungkidul Regency, is famous for its amazing natural beauty so that it has opportunities in the development of tourist destinations in Gunungkidul Regency. This research use qualitative descriptive and data obtained through observation, interviews, and literature study. The analysis is used to describe and solve problems systematically using the SWOT analysis method, namely to see the extent of the implementation of the Midodaren Beach tourism object development strategy. The purpose of this study is to find out the obstacles and strategies of the Gunungkidul Regency government in the development of Midodaren Beach tourism objects based on strengths, weaknesses, opportunities, and threats. Midodaren Beach must be promoted optimally, so that it will attract tourists to visit Midodaren Beach. The obstacles faced in the development of Midodaren Beach are limitations in funding. The Gunungkidul Regency Government needs to collaborate with related parties in terms of funding, so that Midodaren Beach can become a tourist attraction in Gunungkidul Regency. The development strategy of Midodaren Beach tourist attractions is carried out by collaborating with the Gunungkidul Regency government with the private sector in improving facilities and infrastructure on Midodaren Beach.

Abstract

Since the closure of the Sunan Kuning (Argorejo) localization area in Semarang in 2019, a range of secondary issues have emerged, including not only morality concerns but also impacts on economic cycles, public health, and social structures. The closure, part of a national initiative to eliminate prostitution, aimed to address moral and health concerns but unintentionally led to challenges such as the displacement of sex workers and the shift of prostitution to online platforms. This study aims to evaluate the policy surrounding closure using Robert E. Stake’s Countenance Model (1967), which includes three stages: (1) antecedent, (2) transactions, and (3) outcomes. A qualitative approach was adopted, with purposive sampling to select stakeholders for Delphi interviews, supplemented by a literature review. Data analysis followed an interactive model comprising data reduction, data display, and conclusion drawing and verification. These processes were conducted simultaneously to enable structured and focused data collection. The findings indicated that the policy has not been optimally implemented. Key recommendations include the necessity of strong political will by the government in every stage of the policy process and the importance of incorporating insights from prior research and past policy experiences. The study’s main contribution lies in developing innovative strategies for the systematic involvement of stakeholders, ensuring that public policy is both data-driven and responsive to the real-world challenges affected communities face. This research offers a novel framework for integrating qualitative policy evaluation with participatory stakeholder engagement in post-localization contexts.

Abstract

AbstractA good government system requires a public administration system. In this era of fast globalization, the western administration system often causes local wisdom values to be forgotten. This study then aims to see how public administration is seen through the perspective of local wisdom. This research will then be carried out using a qualitative approach. The data used in this research is secondary data from research results or previous studies. The results of this study found that there is no one public administration system that is universal and can be implemented anywhere. Generally, each region has a public administration system based on local wisdom. In Indonesia, the practice of an administrative system based on local wisdom can be seen in the kingdom era, where charismatic legitimacy and traditional legitimacy became the representation of Indigenous Public Administration.Keywords: Public Administration, Local Wisdom, Western Public Administrations. AbstrakSistem pemerintahan yang baik membutuhkan sistem administrasi publik. Di era globalisasi yang cepat ini, sistem pemerintahan barat sering kali menyebabkan nilai-nilai kearifan lokal dilupakan. Kajian ini kemudian bertujuan untuk melihat bagaimana administrasi publik dilihat melalui perspektif kearifan lokal. Penelitian ini selanjutnya akan dilakukan dengan menggunakan pendekatan kualitatif. Data yang digunakan dalam penelitian ini adalah data sekunder dari hasil penelitian atau penelitian sebelumnya. Hasil penelitian ini menemukan bahwa tidak ada satupun sistem administrasi publik yang bersifat universal dan dapat diterapkan dimana saja. Umumnya, setiap daerah memiliki sistem administrasi publik yang didasarkan pada kearifan lokal. Di Indonesia, praktik sistem pemerintahan berbasis kearifan lokal dapat dilihat pada masa kerajaan, di mana legitimasi kharismatik dan legitimasi tradisional menjadi representasi Administrasi Publik Adat.Kata kunci: Administrasi Publik, Kearifan Lokal, Administrasi Publik Barat.

Abstract

Bureaucratic reform became the backbone in changing the life of the nation and state. Through bureaucratic reform, arrangements are carried out on the system of government administration to make it more effective and efficient. One of the important bureaucratic reform agendas to realize is improving the quality of policies. Therefore, through this article, the author aims to provide an overview of the meaning of data / evidence in the public policy process. The writing of this article uses the literature review method, namely by utilizing secondary data or sources in the form of journals, books, documentation, the internet and various libraries that are relevant to the issues and topics of this article. The researcher concluded that the contribution of the EBP approach in the bureaucracy and policy of public institutions in each policy cycle can be a breakthrough in the birth of innovative policies. The use of research data is an important aspect in the success of government bureaucratic policies. Moreover, superior research as a source of data can identify problems more precisely and help governments design the most effective and innovative policy options.
