Abstract

This research aims to analyze the implementation of the waste bank management program and the waste bank management model in Benda Baru Subdistrict, South Tangerang City. This research uses a qualitative approach, data collection techniques using observations, in-depth interviews, Focus Group Discussions (FGD) and documentation. The sampling technique used in this research was purposive sampling. The informants consisted of 5 groups of informants, namely the Environmental Service, Village Employees, Waste Bank Managers, Environmental Monitoring Institutions and the Community of Banda Baru Village, South Tangerang City. This research uses the Miles and Huberman Model Qualitative Data Analysis Technique where the implementation of the waste bank management program uses policy implementation theory from George C. Edwards III, namely four variables in public policy, namely Communication, Resources, attitudes (dispositions or attitudes) and bureaucratic structure and Van Horn Theory. The latest in this research is the collaboration between the use of information technology and public policy regarding waste bank management. Waste bank management model to implement a waste bank management program by including information technology elements in the information flow, sorting/sorting flow, bookkeeping flow and customer deposit distribution flow at the waste bank. Meanwhile, the model for implementing the waste bank management program in the flow of collecting or purchasing waste from local government waste banks requires establishing a Regional Owned Enterprise or regional company that specifically handles waste produced from waste banks. This has a massive impact on the green economy concept to improve community welfare.

Abstract

Salah satu Faktor penentu dalam keberhasilan pembangunan desa diantaranya partisipasi Masyarakat. Penelitian ini dilakukan dengan tujuan untuk mengetahui Partisipasi Masyarakat Dalam Perencanaan dan Pembangunan di desa Nusa Maju, Kecamatan Belitang III Kabupaten Ogan Komering Ulu Timur Provinsi Sumatera Selatan dan Langkah dan Strategi yang dilakukan Pemerintah desa Nusa Maju dalam meningkatkan Partisipasi Masyarakat dalam Perencanaan Pembangunan. Penelitian ini menggunakan Metode Kualittatif Deskriptif dengan pendekatan kualitatif. Sumber data dalam penelitian ini adalah Data Primer yang didapatkan dari wawancara, observasi dan dokumentasi, Teknik analisa data dalam penelitian ini adalah dengan menggunakan metode Analisis Intreaktif  yaitu melalui melakukan Langkah-langkah reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil wawancara, telaah dokumen serta obeservasi mengenai partisipasi, bahwa masyarakat secara aktif dalam perencanaan Pembangunan didesa Nusa Maju. Tujuan dari melibatkan Masyarakat dalam perencanaan adalah sebagai Upaya peningkatan aspirasi berupa keinginan dan kebutuhan nyata yang ada dalam masyarakat, peningkatan motivasi dan peran serta kelompok masyarakat dalam proses pembangunan, dan peningkatan rasa memiliki pada kelompok masyarakat terhadap program pembangunan yang telah disusun Sementara Langkah-langlah dilakukan Pemerintah desa dalam meningkatkan partisipasi Masyarakat desa meliputi Peningkatan kapasitas Masyarakat, Melakukan transparansi, mefasilitasi keterlibatan Masyarakat, menjalin komunikasi dan membentuk organisasi yang inklusif

Abstract

This study aims to determine the quality of public services at the Rinding Lurah Berau District Office. The technique for taking informants was purposive sampling, resulting in 13 informants consisting of the village head, service officers and 10 community members. The method used is descriptive qualitative, a public service dimension theory developed by Lovelock with 5 dimensions, namely tangibles, reliability, responsiveness, assurance and empathy. Based on the results of the research conducted, it was found that the Rinding Village Head Office had been able to implement several indicators in this dimension. However, there are still shortcomings, namely in terms of the comfort of the service waiting room during the day and also the need to increase the capabilities of service employees.

Abstract

The AIDAS promotion model (Attention, Interest, Desire, Action, Satisfaction) is a strategy carried out by the Mandiri Pemalang Open University (UT) Study Group (POKJAR) to attract new students. The purpose of this study was to analyze the promotion strategy carried out by the POKJAR Mandiri Pemalang management in recruiting new students to increase the number of UT students and what obstacles were faced by the POKJAR Mandiri Pemalang management in carrying out their promotion strategy. The research was carried out using a qualitative descriptive approach, with data collection techniques through surveys, observations, interviews, and study documentation related to the research. The data analysis technique uses interactive analysis which starts with data collection, reduction, presentation, and conclusion. The results of the research analysis showed that the Managers of the POKJAR Mandiri Pemalang Promotion Strategy who used the AIDAS model in general could be implemented it well. Aspects of attention, creating digital platforms for Instagram, Facebook, and websites as promotional media. Aspects of interest, opening a stand at Car Free Day (CFD) activities and working with schools in Pemalang Regency to carry out promotions. Aspects of desire, utilizing alumni or students to carry out socialization and promotion. The action aspect, assisting students who have limited learning tools or others. Satisfaction aspect, feeling happy and grateful to prospective students who have successfully registered at UT. The obstacles faced are the vast area of ​​Pemalang Regency so that social prom activities in schools are less accessible, limited budgets for conducting social prom, the existence of hoax news from individuals who spread skewed information about UT, there is a feeling of being underappreciated or there is no shade as a representative from UT by the management of POKJAR and SALUT.

Abstract

This research aims to investigate the Directorate General of Immigration's policy formulation regarding the change in passport validity period from 5 years to 10 years, focusing on aspects of agenda setting, policy formulation, implementation, and evaluation. The research method uses a qualitative approach with a case study as the main method, collecting data through observation, in-depth interviews, and documentation from the Directorate General of Immigration for five months. Data analysis was conducted using the Miles and Huberman interactive method. The results show that policy formulation involves the stages of agenda setting to identify problems, policy formulation with in-depth analysis, and the implementation process involving the preparation of action plans and public socialization. A thorough evaluation is conducted to measure the success and impact of the policy, including community compliance and system performance evaluation. The conclusion of this study is that the Directorate General of Immigration's policy formulation process regarding changes in passport validity period demonstrates a strong commitment to transparency, public participation, and policy effectiveness. Nonetheless, the evaluation also identified challenges related to the security and economic impact of the policy. The recommendation for future research is to strengthen the analysis with a quantitative approach for higher validity.

Abstract

Di era digital seperti saat ini, e-Procurement telah menjadi solusi yang diadopsi oleh banyak entitas pemerintahan untuk meningkatkan efisiensi, transparansi, dan akuntabilitas dalam proses pengadaan barang dan jasa di Kabupaten Gayo Lues. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengadaan barang dan jasa melalui e-Procurement di Kabupaten Gayo Lues, dan metode yang digunakan adalah deskriptif kualitatif. Hasil penelitian yang diperoleh bahwa Secara keseluruhan, implementasi kebijakan pengadaan barang dan jasa melalui e-Procurement di Kabupaten Gayo Lues menjanjikan, namun memerlukan upaya yang berkelanjutan untuk mengoptimalkan manfaatnya secara penuh. Dengan pemahaman yang mendalam tentang proses, tantangan, dan dampaknya, pemerintah daerah dapat terus melakukan perbaikan dan inovasi guna mencapai tujuan pembangunan yang lebih baik melalui pengadaan yang efektif dan transparan.

Abstract

The readiness of the community to process building permits through SIMBG, which is all digital. The community is asked to finish it before submitting it to SIMBG. The digital transformation of municipal services has become a crucial aspect of innovative city initiatives, with the streamlining of building permit processing emerging as a critical focus area.This brings the community culture familiar with the digitization of permits.This study aims to know and analyze the cultural readiness of the community to obtain digital building permits through SIMBG.This study employed a descriptive qualitative methodology. The SIMBG operators that provided the primary and secondary data are taken from websites, journals, and technical service data. Qualitative data processing through interactive analysis is the study technique analysis that includes stages of data reduction, data display, and conclusion or verification drawing.This study's results indicate that the community's culture in digitizing building permits has shown an increase. This is indicated by only some people still taking care of building permits through SIMBG Clinic officers or offline and consulting on data input procedures and digital data requirements.  Increasing the culture of digitalization of building permits by the local government through Dissemination of Building Permit Regulations regarding e-government Applications; Improving the Competence of Human Resources and the business world in Information Technology; Increasing the reach of the internet in all corners of the country; and Repair and update the SIMBG Application.

Abstract

Cash Management System (CMS) is a service provided by banks for institutions or companies to be able to manage finances non-cash. This non-cash policy is something that has just been implemented within the Directorate General of Pharmaceuticals and Medical Devices. This study aims to determine the implementation of CMS using the McKinsey 7S model, and analysis of strategies with SWOT and QSPM to obtain the best alternative strategies to improve CMS implementation. The method used is descriptive qualitative using primary and secondary data. The results of the study reveal that CMS implementation has been going well, although system errors, transaction failures and third parties still cannot make non-cash payments. The best alternative strategy that can be applied to institutions is to prepare SOPs, improve the quality of financial human resources, and carry out regular CMS evaluations. Thus, the implementation of CMS Banking within the Directorate General of Pharmaceuticals and Medical Devices still needs to be refined by considering the results of alternative strategies so that CMS implementation can be better in realizing clean, transparent and accountable financial management.

Abstract

The provisions of Law No.11 of 2020 concerning Job Creation stipulate the use of the Risk-Based Business Licensing Service System (OSS RBA), which regulates licensing based on the level of business risk. However, its implementation in the Investment Management Unit and One-Stop Integrated Services of the South Jakarta Administrative City is still experiencing obstacles so that the goal of improving service quality has not been achieved. The purpose of this study was to analyze the influence of electronic-based licensing service implementation factors on the quality of public services at UP PMPTSP South Jakarta Administrative City. This study uses an explanatory method with a quantitative approach to analyze the relationship between the implementation of risk-based electronic licensing services (RBA OSS) and public service quality at UP PMPTSP South Jakarta Administrative City. Using purposive sampling, 100 respondents who utilized the RBA OSS system in 2023 were selected. Data collection involved a 5-point Likert scale-based questionnaire, observations, and interviews, with validity and reliability confirmed through factor loading, AVE, Cronbach's Alpha, and Composite Reliability. SEM-PLS analysis revealed that communication, resources, disposition, and bureaucratic structure significantly enhance service quality, while the community role, though positive, was not significant. The study concludes that communication, resources, disposition, and bureaucratic structure significantly improve the quality of licensing services at UP PMPTSP South Jakarta Administrative City, with a collective influence of 91.3%. However, the public's role, while positive, does not significantly affect service quality. Future research should explore ways to increase community engagement and examine the long-term effects of these reforms on public satisfaction and business growth.

Abstract

This study examines community participation in village development planning in Nusa Maju Village, Belitang III District, South Sumatra. Employing a qualitative descriptive approach, the research explores the extent of participation across four stages: planning, implementation, evaluation, and utilization. It also identifies key factors influencing engagement, such as socio-economic conditions, government policies, and cultural norms. The findings reveal high levels of participation during the planning and implementation stages, but limited involvement in evaluation and monitoring. The study emphasizes the importance of government transparency, inclusive decision-making, and community empowerment in fostering greater participation. It contributes to the broader understanding of participatory development and offers recommendations for enhancing community engagement in future village development initiatives.
