Abstract

North Sumatra Office of education through the Directorate General of Teachers conducting the election of the head of the school is doing, with these activities the North sumatra Office of education hope school principals have success in education, so demanding to renew the social and professional attitude in managing education led. The election of the head of school is done to be able to improve quality and manage in school education so that it could be improved, so that it is able to answer the challenges of the global era-based excellence. The selection process should be free from the interests of religion, tribe or region. So that the final results of the election, do not cause harm to either party. But in pelaksanaanya there are some parties who feel aggrieved because of the lack of transparency of the assessment process and clear terms for the election of the head of school achievers. Resolve the problem then need to built a decision support system (SPK) which is able to provide the ability to solve problems with the condition of semi structured and unstructured. Use the perangkingan method, it is expected that it may facilitate in providing the principal election decision accomplished using VIKOR. The results obtained in this study is an alternative that has been dirangkingkan. Abstract

Follow said or speech act is to include a component of language and nonbahasa that describe the Act's language intact involving someone in the conversation for the delivery of the mandate. Batak is one of the tribes that are in the North sumatra province which has its own regional languages. Batak region has many languages spoken that have their own special meanings commonly used batak on each process festivities batak. In General, any person who has a marga batak in particular, will be required to perform its role in accordance with the roles have in attending ceremonies or else speak sapa with other families. Many said the word in the language area of the batak batak descent are sometimes obliged to remember it and sometimes there are that have yet to find out its meaning. It is an obvious problem for the people of batak especially for living in urban areas because of the technological developments that erode customs. The solution of these problems is by way of designing a media information in the form of the application is the meaning of the said in the batak are easily accessible and easily understood by the public. Word search techniques used in this research is the turbo algorithm boyer moore. The Turbo Boyer-Moore algorithm is an algorithm that was developed originally is Boyer-Moore Algorithm. Abstract

The Medan Central Bureau of Statistics is tasked with surveying data or calculating quality statistical data and information which includes accuracy of relevance and also for price standardization or determination. The problem in setting the price standard is because many companies raise prices without surveying data first and some other companies do not adjust the price of one to another. To handle this, one method is needed to study and analyze Distributor Item Price data to be uniform, using knowledge of artificial neural network analysis using the Levenberg-Marquardt method. With this activity the Medan Central Bureau of Statistics hopes that the company in an effort to increase customer satisfaction with the products produced can be done by producing a product or item with high quality and quality with balanced pricing in accordance with the conditions in the market (adjusted to community income). Abstract

Ikonos imagery is a satellite image that has high spatial resolution with an accuracy of one meter pixels for panchromatic and four meters to multispektral. Ikonos imagery is often used to map the process, view, measure and memoniotring areas of work/activities on the Earth. Ikonos image of Government also often use it for things like national security evaluation against the occurrence of the disaster, city planning, mineral exploration and mine planning monitoring of agriculture, and others. Image digital imaging results over long distances using satellite is often there are disturbances in the form of light distortion, noise or other distractions that cause the object on the image less obvious or obscure. This discussion on the research being done is knowing the process of detection on image by calculating the difference between two dots are bertetanggan, and is in the process of smoothing and thresholding on image ikonos. The methods used in this research is a method of Marr-Hilderth. In addition, a process that is done on this research is conducting a testing method against Marr-Hilderth, which can be implemented to fix the blurry objects on images ikonos. The results of this research is to generate image ikonos with display clear object with the menerapakan method of the Marr-Hilderth and tested using the matlab application version 7.8 (r2009a).Keywords: Ikonos image, image processing, method of Marr-Hilderth, Matlab 7.8

Abstract

The problem in the process of determining candidates for receiving school operational assistance funds for students faced by the Sinar Harapan Vocational School still has several problems such as the existence of subjectivity that tends to assess candidates for receiving school operational assistance funds that still lead to personal opinions so that the assessment process takes a long time. quite long and not right on target because it is done manually so that the decision-assessment process becomes slow and this is certainly not very good because it affects the smooth operation of the Sinar Harapan Vocational School. As for the solution to overcome the problems faced by the Sinar Harapan Vocational School, a decision support system is needed to select candidates for receiving BOS funds. When choosing a method, it is necessary to use the additive ratio assessment (ARAS) method. The system will obtain a ranking decision based on each alternative choice based on a number of predetermined criteria. The alternative with the most weights is the recommended alternative. This research produces a decision support system application program. Designed using a Website-based application that will be used with a multi-user concept, which is designed only for user convenience, through this decision support system application, it is expected to facilitate the process of determining prospective BOS Fund recipients, it is expected to get the best results from the Additive Ratio Assessment (ARAS) method. . And a trial was conducted by entering a sample of 10 BOS fund recipients to determine the recipient of BOS funds. Based on the ranking of 10 candidates who are entitled to receive 2 people with a dbwah value of 0.5, namely: alternative 10 (Abdi Sutoyo) with a value of 0.3765 and alternative 9 (Ade Juanda) with a value of 0.4058

The problem in the process of determining Jamkesmas candidates faced by the Pantai Labu Health Center still has several problems, such as the existence of subjectivity that tends to assess the Jamkesmas candidates still leads to personal opinions so that the assessment process takes quite a long time because it is done manually, resulting in the decision-assessment process. becomes slow and this is certainly not very good because it affects the smooth operation of the Pantai Labu Health Center. As for the results of the Decision Support System in the process of determining the Jamkesmas candidate is Alternative A3 with a value of 1.0000 in the name of "Fajar Anugerah".

Abstract

Value transcripts often occur when very important data is still done manually because it still has weaknesses, so the value transcripts are easily copied and printed by irresponsible parties, resulting in the application of incorrect values or transcripts or value transcripts whose contents have been engineered. If users do not use a good security system, they will be exposed to security attacks by using the wrong encryption.One of the solutions to the above problems is to encode the transcript data so that its confidentiality can be protected. One of the algorithms that can be applied is the Q-cipher algorithm. By applying the Q-chiper algorithm, the transcript data can be protected from irresponsible parties and can run well and the transcript data can only be accessed by users who have access rights to process the value transcript data.

Abstract

Social assistance is generally part of government programs to support minimum sources of income for poor families. To avoid the uneven distribution of social assistance funds provided, it should be noted that the grouping of data on the population of recipients of social assistance funds aims to make the distribution of social assistance funds right on target to people in need and also so that the distribution of social fund assistance is not misused by parties or individuals who are not responsible for the distribution process. Therefore, a technique or method is needed that can be used to help speed up the process of grouping recipients of social assistance funds and get accurate results so that the funds distributed are not misdirected and the technique is commonly referred to as data mining. The K-Medoids algorithm is one of the algorithms that can be used in data mining for clustering or grouping based on certain criteria. For this reason, it is very suitable to use the K-Medoids algorithm for grouping the economic level of the community, where data from each occupation of Medan Sinembah village is used as a criterion.

Abstract

Image file sizes are sometimes relatively large where the better the resulting image quality, the larger the pixel size needed to record the image. With a very large image file size, when carrying out the transfer process it fails because the storage space exceeds the limit. The solution to this problem is how the image file can be compressed in order to speed up the transfer and storage of image files. Compression of image files is done by reducing the size of the image file by reducing the bits in the image file, but not eliminating the information data in it. By compressing, large data will be reduced in size so as to save storage space. In this study, the algorithm used is the Elias Omega Code, using this method, the compression results of the values have different results for each value, and the compression results will be beneficial in sending, and moving image files will be easier.
