Abstract

This study aims to determine the performance of small-scale grouper fisheries in Saleh Bay using a spatial bioeconomic approach. The optimal fishing trip allocation and economic rent based on the fishing grounds and its season were estimated using this approach. The results showed from the seven main fishing grounds (DPI) in Saleh Bay, the highest optimal trip need to be allocated to DPI-7 with approximately 2833 trips per year, followed by DPI-5 (2107), DPI-1 (1158), DPI -4 (1064), DPI-6 (970), DPI-2 (940) and DPI-3 (524). The intensity of fishing trip responded to the quasi-profit. The grouper catches produced quasi-profits of IDR 1.4 billion per year. The maximum and minimum annual profits of IDR 428 million and IDR 55 million were achieved in DPI-7 and DPI-3, respectively. This trip allocation complements the existing restriction management instrument, related to the control of input, area and season closure options. This strategy choice eases the fisheries managers to focus on spatial and temporal control efforts with high resolution.

Abstract

The most attention issue of sustainable fisheries management is related to the availability of catch and fishing efforts data with the spatio-temporal distribution. The monitoring data plays important to evaluate the fish stock status and fishery dynamic in the waters. As dependent-fishery data, logbook data is a reliable data source for estimating the utilization rate of fish resources and designing effective regulation tools in fisheries management areas. This study aims to analyze catch composition, spatial and temporal distribution, and productivity (catch per unit effort) of small-pelagic purse seine fisheries in the Java Sea using fishing logbook data. The result shows the highest It was found that the catch composition of small pelagic purse seines was dominated by longtail tuna/kawa-kawa, scad (Decapterus spp.), and sardinella fimbriata with the highest catches annually occurring in September 2021, March 2020, and November 2019. However, the highest productivity was achieved in September 2021, May 2020 and June 2019, namely 1,290 kg/setting/day, 1,700 kg/setting/day, and 1,660 kg/setting/day, respectively. Regarding spatial distribution, the highest productivity was in the northern and central parts of the Java Sea and the southern parts of Kalimantan.

Abstract

The community service activity is motivated by the enormous potential for eel fisheries business in Indonesia, as seen by the market potential (especially the international market) and the opportunities to increase the production of this fish. The fact that only a few people know and understand the nutritional content and how to grow out and process eels encouraged the community service team to carry out eel fisheries learning activities at PT. Laju Banyu Semesta. Meanwhile, most of the students of the IPB University, especially students of the Faculty of Fisheries and Marine Sciences, were not yet aware of the existence of the company and eel aquaculture, strengthening the community service team to hold this activity.

Abstract

One of the challenges in managing small-scale fisheries with limited data is the need for indicators to estimate the stock status and the total allowable catch for sustainable utilization of fish resources. This study aims to estimate the stock status, catch, and optimal fishing effort of the grouper fishery in Saleh Bay, West Nusa Tenggara Province by using the Length-based Spawning Potential Ratio analysis, production surplus model, and bioeconomic approach. Based on the results of this study, it is known that Plectopomus leopardus and Epinephelus coioides are in overexploited condition, while Plectropomus maculatus is in fully exploited status. This study also shows that with a bioeconomic approach, optimal conditions for grouper fisheries in these waters are achieved when the catch is 3,862.1 tonnes per year. The results of this study underline the importance of maximum economic yield-based management as a framework for a fishing quota-based system as an additional instrument in implementing sustainable fishery management in the future. The success of applying the quota system and the total allowable effort is determined by the accuracy of the catch data of small vessels around Saleh Bay under regulatory provisions, supervision and effective law enforcement, the socio-cultural conditions of local communities and the level of compliance with regulations. Keywords: fishing effort, grouper, overfished, quota system.

Abstract

Indonesian archipelagic waters, including the Fisheries Management AreasĀ  (FMAs) 713, 714 and 715, have significant potential for tropical tuna fisheries. The government has prepared harvest strategies to optimize the utilization of these tuna species such as skipjack (SKJ), yellowfin tuna (YFT), and bigeye tuna (BET) in these waters. This paper aims to provide an overview of the characteristics of these fisheries in Indonesian archipelagic waters based on a descriptive analysis of fishing logbook and observer program data received by the Ministry of Marine Affairs and Fisheries. The study shows that during the 2019-2021 period the number of purse seine (PS) trips was relatively stable while hand line (HL) and pole and line (PL) tended to increase. In 2021, the catch composition of PS was dominated by SKJ (73%) and YFT (27%). PL caught SKJ 83% and YFT 17%, while HL's catch was significantly comprised of YFT (95%), BET (2%), and SKJ (3%). BET was predominantly distributed in FMAs 714 and 715, whereas the fishing grounds for YFT closely resembled those for SKJ. The results also provided information that the size composition of tuna species varied based on the fishing gears operated. The mean length of each species caught by PS was smaller than other gears, namely SKJ at 36.9 cm, YFT at 40.22 cm, and BET at 52.87 cm. Therefore, immediate management actions are needed to prevent juvenile capture in the area to ensure the sustainability of tropical tuna fisheries.
