Abstract

Waste management is an environmental challenge that requires special attention, especially in traditional markets that generate significant volumes of waste. In an effort to create a clean and healthy environment, the Serang Regency Government has issued Regional Regulation No. 3 of 2019 concerning Waste Management. This study aims to assess the implementation of this regulation at Cikande Market, identify emerging obstacles, and evaluate the roles of the local government, market managers, and the community in supporting effective waste management. This study used a qualitative method with a descriptive approach, where data were collected through observation, interviews, and documentation. Data analysis was conducted with reference to the Van Meter and Van Horn policy implementation model, which includes policy standards and objectives, resource availability, inter-organizational communication, implementer characteristics, socio-economic and political conditions, and implementer dispositions. The results show that the implementation of Regional Regulation No. 3 of 2019 at Cikande Market is not optimal. Contributing factors include limited waste management facilities and infrastructure, a lack of transportation vehicles, weak coordination between relevant agencies, and low public awareness and participation. The roles of the local government and market managers have been implemented, but have not been optimally integrated. Meanwhile, community participation is largely limited to paying fees, without accompanying compliance with proper waste management. Therefore, improved coordination, additional facilities, and strengthened outreach and community participation are needed to ensure more effective and sustainable waste management at Cikande Market.

Abstract

Student organizations play a strategic role in developing students' character, leadership, and managerial competencies. The Student Nature Lovers Association of Universitas Bina Bangsa (MAPELBA), as a high-achieving student organization, requires strong leadership and organizational management to sustain its performance and achievements. A needs assessment revealed limited understanding of organizational leadership, unsystematic work program planning, and suboptimal administrative and financial management. This community service program aimed to strengthen leadership and organizational management capacity through a Basic Education and Training (Diklatsar) program involving 14 participants. A participatory, educational, and practical approach was implemented through needs assessment, module development, interactive training, discussions, leadership simulations, role-playing, and workshops. The program improved participants' understanding of leadership, organizational roles, work program planning, communication, teamwork, and systematic administration, thereby supporting more professional, accountable, and sustainable organizational governance.

Abstract

This research is motivated by the less-than-optimal implementation of Serang Mayor Regulation Number 36 of 2018 concerning Guidelines for the Utilization of Information and Communication Technology in the Administration of Local Government through the RAGEM application at the Serang City Communication and Informatics Office. The problems faced include limited information transparency, low public participation, suboptimal responsiveness and coordination among Regional Apparatus Organizations (OPD), as well as technical obstacles and resource limitations that affect the effectiveness of digital-based public services. This study aims to analyze the implementation of that policy, community participation, responsiveness and coordination between OPDs, as well as the challenges faced in managing the RAGEM application. The research used a qualitative method with a case study approach. Data was collected through observation, interviews, and documentation, and then analyzed using George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The research results show that the implementation of the RAGEM application has generally been going quite well. Aspects like communication, resources, disposition, and bureaucratic structure have supported policy implementation, but it's not yet optimal because public outreach is still limited, human resources and infrastructure capacity are inadequate, complaint response is still low, and coordination and bureaucratic flow between departments still need improvement. Even so, the RAGEM app has been contributing to supporting digital-based public services and complaints in Serang City. Therefore, it is necessary to strengthen socialization, improve human resource capacity, develop information technology infrastructure, and optimize coordination between OPDs to enhance the quality of public services that are effective, responsive, transparent, and accountable.

Abstract

Abstract

Komitmen individu relatif tinggi, namun komitmen kelembagaan bervariasi.

Abstract

Law No. 38 of 2004 on Roads governs local government authority and responsibility in road administration, including the handling of damaged roads. In Serang District, road damage still occurs even though most city roads are in good condition, requiring a prompt response from the Department of Public Works and Spatial Planning (DPUPR) of Serang City. This study aims to analyze the implementation of Law No. 38 of 2004 in handling damaged roads in Serang District, to identify its supporting and hindering factors, and to examine the responsiveness of DPUPR Serang City in addressing public complaints. The study employed a qualitative approach using the case study method. Key and supporting informants were selected through purposive sampling. Data were collected through observation, interviews, and documentation, analyzed through data reduction, data display, and conclusion drawing, and validated through source triangulation, method triangulation, and member checking. Using the Van Meter and Van Horn implementation model, the results show that the implementation of Law No. 38 of 2004 has been carried out but is not yet optimal: policy standards and objectives are clear but constrained by budget limitations; technical resources are adequate, yet supporting facilities such as drainage and street lighting remain limited; the organizational structure is in place, though its execution in the field is not fully consistent; internal communication runs well, while communication with the public remains reactive; and the implementers' disposition is positive but its effectiveness is limited by resource constraints. DPUPR's responsiveness to public complaints tends to be reactive and uneven, as reports that go viral on social media are generally followed up faster than those submitted through formal channels. It can be concluded that the implementation of the damaged-road-handling policy in Serang District has not run optimally due to budget constraints and a still-reactive response pattern, despite being supported by clear authority distribution and the commitment of the implementing officials.

Abstract

The misuse of child-friendly parks by street vendors in Cilegon City has prevented these spaces from functioning optimally as child-friendly facilities. Although the Cilegon City Government has Local Regulation No. 3 of 2024 and Mayor’s Regulation No. 16 of 2018 as legal bases for managing this issue, street vending in park areas continues, requiring further examination of policy implementation. This study aims to analyze the efforts of the Cilegon City Government to address the misuse of space by street vendors in child-friendly parks and identify supporting and inhibiting factors. This research employed a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation and analyzed using Van Meter and Van Horn’s policy implementation theory, covering policy standards and objectives, resources, implementing agencies, implementers’ attitudes, interorganizational communication, and the economic, social, and political environment. The findings show that the government has conducted public awareness, capacity building, supervision, enforcement, coordination, and relocation planning. However, implementation remains suboptimal because of weak coordination, limited resources, budgets, and infrastructure, inconsistent enforcement, vendors’ economic conditions, and indications of external influence. Strengthening coordination, resources, consistent enforcement, and appropriate relocation sites is therefore necessary.

Abstract

The Family Hope Program (Program Keluarga Harapan/PKH) is one of the Indonesian government’s strategic social protection policies aimed at reducing poverty and improving the welfare of vulnerable households. However, its implementation at the local level still faces various challenges, including beneficiary targeting, communication, limited resources, and differences in the commitment of implementing actors. This study aims to analyze the implementation of the PKH policy in poverty alleviation efforts in Cipocok Jaya Urban Village, Cipocok Jaya District, Serang City. The study employs a qualitative descriptive method using the policy implementation theory of Van Meter and Van Horn, which consists of policy standards and objectives, resources, interorganizational communication and enforcement activities, characteristics of implementing agencies, social, economic, and political conditions, and the disposition of implementers. Data were collected through interviews, observation, and documentation and analyzed descriptively. The results indicate that PKH implementation has contributed to improving access to education, health services, and basic social needs among beneficiary families. Nevertheless, implementation remains constrained by limited human resources, uneven understanding of program mechanisms, communication barriers, and the changing socioeconomic conditions of beneficiaries. The study concludes that strengthening coordination, communication, monitoring, and beneficiary empowerment is necessary to improve the effectiveness and sustainability of PKH as a poverty alleviation policy.

Abstract

This study addresses the ineffective management of on-street parking on Abdul Latif Road, leading to traffic congestion and reduced local retribution. The primary objective is to analyze the implementation of Serang Mayor Regulation Number 29 of 2023 regarding Parking Operation Management on this specific road segment. Using a descriptive qualitative method, data were collected through interviews, field observations, and document analysis. Grounded in Van Meter and Van Horn’s policy implementation theory, the analysis evaluates six critical variables: standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, disposition of implementers, and economic, social, and political environments. The findings reveal that implementation remains suboptimal due to clear objectives being undermined by limited enforcement resources, inconsistent inter-organizational communication, and weak attendant compliance. Additionally, social resistance from informal parking attendants and street vendors further hinders progress. In conclusion, the implementation of Mayor Regulation Number 29 of 2023 on Abdul Latif Road has not achieved its intended outcomes. To ensure successful policy delivery, local authorities must enhance inter-agency coordination, allocate dedicated parking management resources, strengthen field supervision, and actively engage local informal actors through inclusive social strategies.

Abstract

The Full Undergraduate Scholarship Program represents the Cilegon City Government’s commitment to expanding access to higher education for low-income communities, particularly in Citangkil Subdistrict, as part of an effort to improve the Human Development Index (HDI). This study aims to analyze the implementation and evaluation of the Full Undergraduate Scholarship Program in improving access to higher education based on William N. Dunn’s six policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The study employs a qualitative, descriptive approach. Data were collected through in-depth interviews, observations, and documentation from the Public Welfare Division of the Cilegon City Regional Secretariat, the Education and Culture Office, the Citangkil Subdistrict Secretary, and scholarship recipients. The results indicate that the program has effectively expanded access to higher education and is managed efficiently. However, several challenges remain, including financial assistance that does not fully meet educational needs, differing perceptions regarding quotas, suboptimal verification of SKTMs, uneven dissemination of information, and delays in fund disbursement. The Full Undergraduate Scholarship Program has made a positive contribution to expanding access to higher education in Citangkil Subdistrict. The study recommends strengthening data verification, expanding outreach efforts, improving interagency coordination, and refining the fund disbursement system to ensure that the program’s implementation is more effective, targeted, and sustainable.
