Abstract

Public procurement issues have drawn many concerns and became a public debate because the rules and regulations are constantly reformed and restructured. Public procurement contributions in the world economy are very significant. In Indonesia, according to the Ministry of Finance, public procurement spending for 2009 was 33.4 percent of total government spending. This study aims to determine implementation practices of Public Procurement Plans or Rencana Umum Pengadaan (RUP) in Bitung City. The multiple statistical regression equation is used to process data from 47 respondents from regional apparatus task forces (SKPD) and the results show that the influence of independent variables (X) on dependent variable (Y) is 87.3 percent (R2), while 12.7 percent is influenced by other factors. The result of F-test shows 36.231> F- table  3.21. The calculated probability value is 0.000 which is smaller than 0.05. The partial test (t-test) from 9 independent variables (X) identifies 7 variables that have significant effects on the scores of RUP implementation (Y). The overall results of t-test show that the implementation practices of public procurement plans have significant effects of the higher compliance rates on the output of goods and services.

Abstract

Usually, the human resources in the construction world in Indonesia are in demand by men, even though the job opportunities between men and women are not that different. However, the reality is that women's resources in construction are still very few presentations. This study attempts to discuss the empowerment of women's resources in construction projects and the constraints and problems women face in construction work. To support this discussion, we conducted an electronic search for data on published literature both nationally and internationally. After the data was collected, we conducted an in-depth study under a phenomenological approach, namely an effort to find answers from several existing data. Based on the study and discussion results, we can conclude that empowering women's human resources in construction projects is a government priority stated in the employment law. However, more and more women are slowly found in construction projects with all their advantages and disadvantages. Thus, the results of this study are the basis of guidance for further studies.

How to measure the output gap or economic fluctuation that occurred in North Maluku Province and its relationship with economic indicators. Estimation of economic fluctuations uses the Hodrick-Prescott Filter method, which is an econometric method to describe the frequency of time series data becoming trends in an economic cycle. The results showed that North Maluku's economic fluctuations were actually dominated by economic recessions rather than expansion. In the first quarter of 2020, if you use the standard macroeconomic approach, there will still be economic expansion fluctuations (3.06), but the New Neo-Classical Synthesis method since the first quarter has experienced an economic recession (-1.42). Meanwhile, the movement patterns are unidirectional or procyclic, there are also opposites or contersiclic.

Abstract

This study is aimed to understand the challenges of the Indonesia’s local governments in the era where technology has transformed the public service system from a manual method to an all-digital application method. A series of efforts are made to discuss and find the solutions to the problem of the study. The data is searched electronically from literature sources including various publications such as journals, and other papers that are used as the data sources of this research. After a series of selection and searching for relevant data, the required data is finally collected. The data is examined through a phenomenological approach, referring to an effort in obtaining resilience from some existing data to get the answers for the discussed phenomenon, the challenges and roles of local government. The analysis process involves several techniques, including coding, verifying, evaluating, synthesizing, organizing, and carrying out in-depth interpretations that make it easier for the author to draw conclusions to answer the research problem with a good validity. The results of the data and discussion conclude that the challenges and roles given to the local governments in this reform era include the inconsistency of Bureaucratic Reform in the government and the challenges in adapting various dynamics such as pandemics and other crises, including the abuse of authority and indiscipline of the apparatus, especially the officials in carrying out their duties and functions as public servants. Thus, this research provides important results that complements and enlightens similar researches in the future.

Abstract

The Human Development Index is an internationally agreed indicator of the success of a region of a country to assess the quality of human development in terms of its impact on health, education, and people's standard of living. This study aims to examine the factors of the unemployment rate, economic growth, education level, and poverty rate on the human development index in 33 Indonesian provinces in 2011-2020 using secondary data sourced from the Central Statistics Agency (BPS). The method used is path analysis which is processed using the SmartPLS3 application. The results of this study indicate that the unemployment rate, economic growth, education level, and poverty rate directly have a significant effect on the human development index. Whereas in the indirect relationship the poverty variable can only mediate between the level of education and the human development index.
