Abstract

Implementasi pelaksanaan pasal 65 UU nomor 12/2003 memberi kesempatan yang terbuka bagi perempuan untuk menduduki jabatan legislatif, walau realitas menunjukkan bahwa akomodasi yang diberikan partai terhadap kader perempuannya saat itu masih “setengah hati” atau sekedar memenuhi tuntutan undang-undang. Hasil penelitian terhadap anggota DPRD Jatim perempuan yang bertugas dengan masa bakti 2004-2009 menunjukkan adanya faktor internal dan eksternal yang mempengaruhi perilaku politiknya dalm proses pengambilan kebijakan publik yang hasilnya sebagian besar berperilaku pasif, kurang responsif, dan aspiratif.

Abstract

The development of the 4.0 era has resulted in technology having an important role in the economic aspect by giving rise to the Gig Economy phenomenon involving freelancers. The manifestation of the presence of the East Java Provincial Government in welcoming the Gig Economy is by launching the Millennial Job Center (MJC) program to support young people or millennials in competing in the digital world. This research was conducted with the aim of knowing Cyber PR activities carried out by the East Java Provincial Government in an effort to inform the MJC program. In implementing Cyber PR practice it is important to pay attention to basic concepts, such as Transparency, Internet Porosity, Internet as an Agent, Richness in Content, and Reach.This study used a qualitative descriptive method and data collection was carried out by interview and observation techniques at the Economic Bureau of East Java Province. The subjects in this study were Experts and Head of Sub-Division of Financing, Regional-Owned Enterprises Partnerships, and Regional Investments.The results of this study indicate that the Government has paid attention to five important elements in the practice of Cyber PR, namely trying to be open or transparent in providing information related to MJC, but still maintaining internal information or data so that it does not leak to external audiences by carrying out regular monitoring on uploaded information or content. In addition, the form of wealth of information provided also follows the development or millennial communication style, and still contains a clear and straightforward information structure. In the practice of using social media, it also utilizes advertising features or Ads to cover the wider community.

Abstract

In fact, the ability of the government to socialize illegal frequency users is still lacking. Therefore, the Surabaya Class I Monitoring Center was presented to carry out and apply the Grunig & Hunt communication model in reducing these problems. The presence of the Surabaya Class I Monitoring Center should be able to have an effect on reducing the use of unlicensed (Illegal) frequencies. This study aims to determine the effectiveness of implementing the Grunig & Hunt communication model in reducing illegal radio frequencies. The research method used is using qualitative research methods. The results of this study indicate that the implementation of the Grunig & Hunt communication model has been partially achieved. However, there are a number of things that must be considered because they are not optimal in implementing them. Among other things, (1) The targeting of illegal frequency users and the public has been right on target, but many have not been reached by the community itself. (2) socialization so far has been running quite effectively. (3) the achievement of objectives has not been achieved as it should be because there are still several reports of illegal frequency use received by the Surabaya Class I Monitoring Center. (4) monitoring there are a number of things that must be corrected because they are not yet effective enough in monitoring

Abstract

Perubahan seragam Security guard dari warna biru ke coklat dan krem telah menuai reaksi dari para Security Guard yang menimbulkan beberapa presepsi Security Guard (SATPAM). Fenomena ini menyebabkan persepsi dari masyarakat yang menganggap Satpam bahwa sebagai anggota kepolisian  Peurbahan seragam corak baju satpam yang semula biru, coklat menjadi warna krem. Rumor timbul lantaran publik kebingungan perbedaan seragam antara aparat kepolisian dan satpam. Penelitian ini tujuanya menganalisis persepsi Security Guard (Satpam) kota Surabaya perubahan dari seragam biru menjadi seragam coklat dan krem. Metode penelitian ini diskriptif kualitatif, teknik purposive sampling dan Akisedental sampling (wawancara dan dokumentasi), maka analisis hasil persepsi Security Guard (Satpam) kota Surabaya dalam aspek kognitif semua anggota Satpam mengetahui peraturah perubahan seragam satpam dari pimpinan,tempat kerja, aspek afektif tanggapan berbeda dari masing – masing Satpam lebih menyukai warna biru-putih karena tidak identik sebagai anggota kepolisian. Aspek konatif Satpam pada intinya menyutujui ada perubahan dalam seragam kerja dan atributnya agar dirasa sudah tidak sama dengan seragam kepolisian. Kata kunci :Persepsi, Security Guard (Satpam), Perubahaan warna seragam

Abstract

The practice of election should be an important momentum for local people to directly elect the head of terrain. This election studies conducted by the National Law Reform Consortium concluded, that the celebration of democracy in 2010 "to lose their meaning, since the practice of money politics and the politicization of the bureaucracy that dominates the process of winning the election". With the scenario of fraud in the election, it can be a catalyst for conflict between supporters of candidates, which often leads to conflicts that are anarchists. For that we need a form of political communication that can shape political behavior so that local communities can safe and clean election.

Abstract

This article aims to describe the representation of toxic masculinity in the film "Seperti Dendam Harus Dibayar Tuntas". This research uses a descriptive qualitative approach and the technique of semiotics data analysis from the John Fiske model. There are three levels of encoding in this model: realities, level representation, and level ideology. The results show that the representation of toxic masculinity depicted by the main characters can be seen at the level of realities in the category of costume. The representation is also shown through medium shot, close-up, two-shot, and over-the-shoulder shot in level representation. Level ideology is shown by Ajo Kawir's high individualism, which includes a superiority complex, acting for personal interests, and a tough head. The toxic masculinity of the main characters is influenced by past trauma and the patriarchal society. Level realities of social coding are shown through costumes, speech patterns, and expressions. Level representation of social coding is shown through camera angles and lighting. Level ideology of social coding is shown through actions, dialogues, and characters.

Abstract

Penelitian ini bertujuan untuk mengkaji bagaimana framing media digunakan untuk membangun personal branding Gibran Rakabuming Raka sebagai calon wakil presiden (Cawapres) pada akun Twitter (X) @gibran_tweet dalam pandangan followers. Penelitian menggunakan pendekatan deskriptif kualitatif dengan metode framing Robert Entman, yang mencakup analisis mendalam terhadap postingan dan komentar pada akun tersebut. Data dikumpulkan dari berbagai postingan dan tanggapan followers untuk mengidentifikasi strategi framing yang diterapkan dan persepsi yang terbentuk. Hasil penelitian menunjukkan bahwa framing media yang digunakan oleh akun @gibran_tweet berhasil menciptakan citra Gibran sebagai figur pemimpin muda yang responsif, fleksibel, dan dekat dengan masyarakat. Dari 25 komentar yang dianalisis, 52% menunjukkan respons positif berupa dukungan dan simpati terhadap personal branding Gibran. Sebanyak 32% menunjukkan respons negatif, terutama berupa kritik terhadap status keluarga dan isu favoritisme, sementara 16% bersifat netral atau ambigu. Narasi yang terbangun di akun ini umumnya menonjolkan Gibran sebagai tokoh yang santai dan adaptif, dengan konten yang mengundang interaksi aktif dari followers. Namun, beberapa tantangan tetap ada, seperti kritik terkait legitimasi citra yang dibangun. Penelitian ini menyimpulkan bahwa framing media melalui akun @gibran_tweet memainkan peran penting dalam membangun personal branding Gibran sebagai Cawapres Pemilu 2024, namun tetap menghadapi tantangan dalam meraih dukungan penuh.

Abstract

Reading interest is a strong desire of an individual to read a literature provided by the author with self-awareness, so that an individual will be encouraged to read and explore the contents of the literature without coercion. Student reading interest in a literature or current news is influenced by several factors, such as clickbait. This study aims to determine the impact of clickbait on the reading interest of students of the Faculty of Social and Political Sciences, Bhayangkara University, Surabaya on the ayobandug.com platform. This research is based on the discovery of a phenomenon found by the author on the ayobandung.com platform which has the characteristics of clickbait, where the title is found to be very interesting, but sometimes the content of the news does not match the content of the title raised. The population in this study were students of the Faculty of Social and Political Sciences, Bhayangkara University, Surabaya. The sampling technique in this study used a purposive sampling technique which has predetermined respondent criteria of 100 respondents. The data collection method was based on the survey method and the analysis technique in this study used the structural equation modeling method and used an analysis tool in the form of Partial Least Square (PLS). The research results found that the better the use of clickbait in the online media news titles ayobandung.com, the more it increases students' interest in reading.

Abstract

Education serves as the foundation of every child’s life, including those who are often disadvantaged by the formal education system. Not all children have equal opportunities to access proper education, particularly street children or those living in marginalized conditions. For these children, the Save Street Child Sidoarjo community provides an alternative space for learning that is more flexible, inclusive, and oriented toward their specific needs. This study aims to examine the patterns of interpersonal communication used by volunteers and caregivers in accompanying the learning process of “anak merdeka” within the community. The focus of this research is not only on how messages are delivered, but also on how interpersonal relationships are built through empathetic, open, and participatory communication. Using a qualitative descriptive method, data were collected through direct observation and in-depth interviews with volunteers and children involved in the learning activities. The results show that personal, empathetic, and participatory communication patterns create an inclusive and independent learning environment. Furthermore, effective communication has been proven to enhance learning motivation, self-confidence, and active participation among the children.
