Abstract

This study aims to determine the role of social services in empowering people with disabilities in Pekanbaru City and to find out what are the inhibiting factors in empowering people with disabilities in Pekanbaru City. The indicators used include the Facilitative Role, the Educational Role, the Representative Role, and the Technical Role. This research was conducted at the Pekanbaru City Social Service using descriptive qualitative research methods. Data collection using observation, interview and documentation techniques. The results of this study indicate that the role of social services in empowering people with disabilities in Pekanbaru City cannot be said to be effective due to several indicators, such as the facilitative role and technical role in which data collection on persons with disabilities has not been carried out evenly and the representational role in which there is still a lack of cooperation with other parties outside in empowering people with disabilities, but in terms of education indicators are going well because all forms of socialization have been carried out by which later can help Pekanbaru City Social Service even has collaborated with PPDI to socialize and carry out activities related to empowering people with disabilities. Abstrak Penelitian ini bertujuan untuk mengetahui peranan dinas sosial dalam pemberdayaan masyarakat penyandang disabilitas di Kota Pekanbaru serta mengetahui apa saja faktor penghambat dalam pemberdayaan masyarakat penyandang disabilitas di Kota Pekanbaru tersebut. Indikator yang digunakan meliputi Peran Fasilitatif, Peran Edukasi, Peran Respresemtasional, Peran Teknis. Penelitian ini dilakukan di Dinas Sosial  Kota Pekanbaru dengan menggunakan metode penelitian Deskriptif Kualitatif. Pengumpulan data dengan menggunakan teknik observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa peran dinas sosial dalam pemberdayaan masyarakat penyandang disabilitas di Kota Pekanbaru belum dapat dikatakan efektif dikarenakan di beberapa indikator, seperti peran fasilitatif dan peran teknis yang mana pendataan penyandang disbilitas belum terlaksana secara merata dan peran representasional yang mana masih kurangnya kerjasama dengan pihak luar dalam pemberdayaan masyarakat penyandang disabilitas, namun dalam indicator edukasi berjalan dengan baik karena segala bentuk sosialiasi telah dilakukan yang nantinya dapat membantu bahkan Dinas Sosial Kota Pekanbaru juga telah bekerjasama dengan Pihak PPDI mensosialiasikan serta melakukan kegiatan yang berkaitan dengan pemberdayaan masyarakat disabilitas. Abstract

Penelitian ini bertujuan untuk menganalisis Gerakan Politik Jaringan Kotak Kosong (JKK) dalam Pemilihan Umum Kepala Daerah Kota Balikpapan Tahun 2020 dengan menggunakan teori Gerakan Sosial dari Doug McAdam & Sidney Tarrow melalui pendekatan political opportunities, resource mobilization, dan framing processes. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan jenis penelitian lapangan, dan teknik pengumpulan data melalui wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa JKK berusaha memaksimalkan 3 (tiga) indikator tersebut untuk memengaruhi persepsi masyarakat terhadap kotak kosong sebagai pilihan politik alternatif yang bermakna dan efektif. JKK dianggap sebagai bentuk protes dan perlawanan dari masyarakat untuk menghukum partai dan para elite politik yang mendukung calon tunggal. Gerakan ini memiliki tujuan yang bervariatif, salah satunya adalah untuk memengaruhi masyarakat agar dapat ikut berpartisipasi dan memilih kotak kosong. Temuan ini memberikan pemahaman yang lebih baik tentang dinamika politik lokal dan peran gerakan kotak kosong dalam memengaruhi sistem politik di Indonesia

Abstract

The research aims to determine the success or failure of a political party as measured by the recruitment implementation it has developed. The success of implementing this recruitment can be measured from the pattern and process of political recruitment used. The manifestation of the sustainability of political parties is the emergence of members who have the capability and commitment to the dynamics of political parties for the future. This research was conducted at the DPD PKS Office in Balikpapan City. This study uses Lili Romli's political recruitment theory. This type of research is descriptive qualitative using qualitative research data analysis techniques. The results of the study show that the implementation of the recruitment of PKS party members in Balikpapan City has been going quite well. Member recruitment was carried out in a persuasive manner which began with outreach in the form of promotions, social activities and individual activities aimed at showing the existence of the PKS party to the public so that they would be interested in becoming party members. By using an open political recruitment pattern, it is intended that the public can clearly understand the programs of the PKS party and in the process of political recruitment, the PKS party sees the criteria for prospective new members based on a person's educational background or political activities. The process of recruiting party members has been carried out routinely so that it can produce a large number of new members. It has been proven that in the last 6 months, the PKS party has increased in number, namely adding 286 new members. The factor that supports the implementation of the recruitment of PKS party members in Balikpapan City is the existence of a structured organization from the Village to City level so that the implementation can run well. Meanwhile, the inhibiting factors are the lack of infrastructure to campaign for the party and the presence of some members who are still not confident about marketing the party and the condition of some people who still think negatively about political parties.

Abstract

This research aims to analyse the strengthening of anti-corruption-based village governance through a regulative approach and the role of social institutions in Swastika Buana Village. In the context of the increasing urgency of transparency and accountability at the village government level, this research focuses on how local legal instruments can build institutional integrity. The method is a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and document analysis. The results showed that the village has established several Village Regulations (Perdes), Village Head Decrees, and SOPs that systematically regulate village financial governance, including the planning, implementation, administration, and accountability of the APBDes. In addition, a periodic and structured mechanism for evaluating the performance of village officials has been implemented, as well as regulations regarding the control of gratuities, bribes, and conflicts of interest. The process of procuring goods and services has also followed formal standards through cooperation agreements with providers to apply the principles of legality and accountability. The active participation of the community and the role of local social institutions are proven to strengthen the effectiveness of the regulation's implementation and encourage more open and anti-corruption government practices. This research provides theoretical implications for the development of local institution-based governance, as well as managerial recommendations related to increasing the capacity of the apparatus, digitising the village system, and internalising public ethical values.

Abstract

The recurrence of single candidate regional head elections in North Bengkulu and Ngawi Regencies in the 2020 and 2024 elections raises questions about the effectiveness of institutional reform in expanding local electoral competition. Although Constitutional Court Decision Number 60/PUU-XXII/2024 lowered the nomination threshold and theoretically opened wider opportunities for political parties to nominate alternative candidates, this study shows that such institutional change did not automatically alter the configuration of electoral contests in the two regions. This study uses a qualitative method with a descriptive approach, utilizing secondary data from official election documents, Constitutional Court decisions, laws and regulations, academic publications, and media reports related to regional head elections in North Bengkulu and Ngawi Regencies. The analysis employs the perspective of political party pragmatism and the office-seeking orientation in coalition formation. The results of the study show that the recurrence of single-candidate elections was shaped by the consolidation of political party support into large coalitions behind dominant candidates who possessed strong political capital, incumbency advantages, wider political networks, and higher electability. Under these conditions, political parties, including smaller parties, tended to prioritize electoral victory and access to power rather than promote alternative candidates. As a result, coalition building became increasingly pragmatic and contributed to the weakening of electoral competition across two consecutive electoral periods. This study shows that the recurrence of single-candidate elections is better understood not merely as an institutional issue, but as a reflection of pragmatic political party behavior in local electoral politics.

Abstract

The advancement of information technology within government agencies has driven the transformation of records management from conventional systems to electronic systems as part of the implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik—SPBE). A key implementation of this policy is the use of the SRIKANDI application for electronic records management at the Regional Inspectorate of East Kalimantan Province. This study aims to describe the implementation of the SRIKANDI application in managing electronic records and to identify the factors that facilitate and hinder its execution. This research employs a qualitative, descriptive research design. Data collection techniques included observation, interviews, and documentation, while data analysis was conducted using an interactive model comprising data reduction, data display, and conclusion drawing. Data validity was ensured through source triangulation. The results indicate that the implementation of the SRIKANDI application has been carried out effectively, supported by adequate infrastructure and internet connectivity. Nevertheless, challenges persist regarding human resource capacity, particularly varying levels of employee proficiency with the application and technical disruptions that affect system stability. Overall, the implementation of the SRIKANDI application has improved administrative order and enhanced the effectiveness of electronic records management within the agency.

Abstract

The wave of street demonstrations in Indonesia in recent years has highlighted tensions between the state and civil society, particularly when representative institutions are perceived as no longer capable of engaging in deliberative communication with citizens. This study aims to analyze street demonstrations as a political practice of civil society in response to the weakening of trust in formal democratic channels. This study focuses on a series of protests demanding the dissolution of the House of Representatives on August 25–31, 2025. This study used a phenomenological approach to analyze the symbolic and moral meanings emerging from the demonstrations. Data were collected through an analysis of media reports, civil society organization reports, official state documents, and social media content. The analytical process followed the Miles and Huberman model through data reduction, presentation, and conclusions. The findings indicate that when communication between the state and citizens is disrupted and public trust weakens, street politics emerges as a space to articulate criticism and ethical demands. The escalation of violence, differing narratives regarding the victims, and high public dissatisfaction with the handling of protests highlight the tension between electoral legitimacy and moral legitimacy. This study suggests that democratic legitimacy is dynamic and continuously negotiated through interactions between the state and civil society, as well as non-electoral participation in the public sphere.
