Abstract

This study raises the theme of implementing green government in Samarinda City in upholding the principles of ecology in the region. How is the relation between the capitalistic paradigm in the implementation of local government politics with the implementation of green government in realizing ecological principles? In analyzing the implementation of green government, it can be seen how the local government responds in responding to the impact of coal mining activities in the city of Samarinda in accordance with the principles of ecology. The method used is a documentation study with a descriptive approach the data sources come from journals, books and research reports. Based on the findings that the Regional Government is unable to implement green government in supporting the realization of the environmentally friendly Samarinda City, this can be seen from the rampant environmental damage caused by coal mining activities. The implementation of green government by the Regional Government in realizing the principles of ecology in Samarinda City is not working because the old paradigm used by the government is still strong in implementing regional development that relies on profit accumulation.

Abstract

This research examines rural democratic system in the election of Village Head of Batu Timbau by involving adat (customary) institution. In data collection, this research used interviews, as well as observation, and documentation; and in analyzing data, a descriptive qualitative method was employed. The study concludes that any candidate should be a member of customary community and hold a recommendation from village customary institution. This rule was made based on the agreement among village government, customary institution, and community leader aiming at preserving cultural heritage, customary land, and customary rights. In fact, the elected village government of Batu Timbau has adopted rural democractic system with adat characteristics

Abstract

This study aims to see how the policies carried out by the Mahakam Ulu Regency Government in handling Covid-19. This is based on the fact that in the midst of the widespread spread of Covid-19 cases in East Kalimantan, Mahakam Ulu Regency was able to maintain a status of zero cases from March to early August 2020. Furthermore, this research is a qualitative study. Primary and secondary data are used as data sources in this study. This study uses a purposive sample approach to select sources to determine informants. There were two informants in this study including the Head of the Department of Health, Population Control and Family Planning of Mahakam Ulu Regency who also served as the Covid-19 Rapid Response Team (first informant) and Chairman of Commission III of the Mahakam Ulu Regency DPRD (second informant). The results of the study stated that temporary opening and closing access was carried out with a period of 2 weeks open and 2 weeks closed. Furthermore, in the closed situation, travelers are not allowed to enter except with special permission from the Regent of Mahakam Ulu Regency and during the opening period for travelers who want to enter Mahakam Ulu Regency, they must first fill out SIMAS (Entry Permit) through the Task Force Team and follow the requirements- other requirements such as PCR or Antigen Swab Test according to the decision of the Task Force Team.

Abstract

Penelitian ini mendeskripsikan mengenai adanya kecenderungan terbentuknya faksi di dalam partai politik Golkar di Kalimantan Timur. Penelitian ini menggunakan studi literature dengan menggumpulkan data melalui media massa yang kredibel serta konkrit membahas mengenai konflik tersebut. Selain itu didugung dengan laporan dan google form untuk membuat persepsi masyarakat terkait konflik ini. Berdasarkan hasil temuan penelitian ini bahwa konflik yang terjadi di internal partai Golkar yaitu melibatkan faksi Golongan muda yang dipimpin Ketua DPD Golkar Kaltim, Rudi Masud dan faksi golongan senior yang direpresentasikan Makmur HAPK. Inilah yang menyebatkan kecederungan disebutkan adanya faksi dalam internal partai golkar, karena representasi golongan yang terlihat di publik memunculkan dua figur tersebut yaitu dari golongan muda dan senior. Konflik yang terjadi bisa dikategorikan dalam faksionalisasi kompetitif. Munculnya faksi bisa disebabkan karena adanya perebutan posisi kunci yang terbatas untuk menunjang politik karir dan ini biasanya tidak terlepas karena adanya pengaruh kepentingan elit-elit yang pragmatis. Selain itu penulis mengindentifikasi bahwa konflik ini juga muncul karena adanya motivasi kesejahteraan dalam dilemma kolektivitas partai vs individu. Jika kondisi partai yang buruk ini tidak dipulihkan maka berbagai bentuk kerja sama digantikan dengan perebutan yang mengancam stabilitas partai dan mengiring ke arah degeneratif.

Abstract

This research focuses on Go-Digital innovation carried out by government institution, by examining forms of innovation, their development, the adaptation of such innovations during the pandemic Covid-19 era, and the results of the innovation adaptation efforts. The object of this research is the Population and Civil Registration Office (Disdukcapil) of Samarinda city, where the data was collected by employing bibliographical research and field work (observation, interviews) and analyzed by using descriptive, qualitative analysis. Research findings show that there are 12 forms of innovation carried out by Disdukcapil where all innovation related to public services. Secondly, Go-Digital innovations 270have been initiated since 2018and continued to be developed until recently for the best results, quantitatively and qualitatively. Thirdly, due to adaptation efforts, the promoted innovation successfully survived during the pandemic era, and even transformed positively in providing public service to the community, indicated by the shorter time needed in delivering public services, service quality can be maintained, and the number of customers do not decrease in general

Abstract

The construction of a New Capital City  (IKN) will have major implications for the equitable distribution of national welfare. The development of the National Capital Region (IKN) is a national strategic project that is considered to be able to increase economic growth and equitable distribution of national welfare. There are data that explain empirically the explanatory material that has been discussed. It can be emphasized that in the short term, the development of the  IKN can encourage economic activity through infrastructure investment in the IKN and surrounding areas. Then encourage trade between regions, and open up job creation opportunities. This paper also recommends that development in the context of welfare is not only a matter of increasing economic impact after the development of IKN in PPU and Kukar. However, in the context of the perspective of local community involvement in the stages of IKN development, it must be included, especially the contribution to recommendations for strengthening the socio-cultural aspect. The analysis used in this paper is descriptive qualitative research. In collecting data to support this research will track through data from the Central Statistics Agency (BPS) and National Development Planning Agency (BAPPENAS) for each area affected by IKN.

Abstract

Tujuan penelitian ini yaitu mengetahui kebijakan yang dilakukan dalam menangani pengungsi Rohingnya di Aceh dan mengetahui upaya Pemda NAD dalam penanganan pengungsi Rohingya di Aceh. Bentuk penelitian ini yaitu penelitian kualitatif dengan mengumpulkan data-data mengenai perkembangan pengungsi Rohingya. Dalam hal ini bentuk penjelasan data tidak disertai dengan angka-angka. Melainkan dijelaskan mengenai bentuk kebijakan Pemda NAD terhadap pengungsi dan bentuk penanganan serta upayanya terhadap pengungsi Rohingya. Bentuk kebijakan bersama-sama dengan masyarakat lokal untuk menyediakan makanan dan minuman serta sandang. Bentuk tindakan Pemerintah Daerah NAD yaitu menyediakan penampungan sementara, mengirimkan relawan-relawan untuk membantu pengungsi Rohingya, membantu penyediaan bantuan kemanusiaan mencapai 7000 orang. Disamping itu Pemerintah juga membangun rumah Detensi Imigrasi untuk masyarakat Rohingya. Pemerintah Daerah NAD juga bekerja sama dengan UNHCR (United Nations High Commissioner for Refugees) yaitu membangun tentang non-refoulment, non penalization dan non discrimination. Bentuk bantuan IOM (Organisasi Internasional untuk Migrasi) memberikan perawatan medis di rumah-rumah sakit yang ada di Aceh. Dengan hal ini Human Trafficking yaitu pemerintah daerah selalu berusaha dan menjaga agar Human Trafficking tidak terjadi.

Abstract

Penelitian ini bertujuan untuk lebih jauh mengeksplorasi tentang strategi pemerintah dalam pengelolaan Daerah Aliran Sungai (DAS) Mahakam Kalimantan Timur. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Kemudian hasil penelitian ini menunjukkan bahwa Implementasi Strategi Pemerintah dalam Pengelolaan DAS, meliputi: menjalin kerjasama dengan BPDASHL, melaksanakan program rehabilitas lahan dan sungai, dan melakukan penetapan zonasi dan regulasi penggunaan lahan. Namun, sangat disayangkan banyak ditemukan tambang-tambang ilegal di sepanjang kawasan DAS tentunya ini melanggar regulasi penggunaan lahan yang ada. Ketiga, Pengendalian Strategi dalam Pengelolaan DAS, meliputi: melakukan monitoring dan evaluasi, terjalinnya komunikasi dan koordinasi, dan melakukan perbaikan dan penyesuaian

Abstract

AbstrakTujuan penelitian ini adalah Pengelolaan Daerah Aliran Sungai (DAS) dan Rehabilitasi Hutan dan Lahan (RHL) di daerah Kalimantan Timur (Kaltim) merupakan bagian integral dari upaya pemerintah Indonesia dalam menjaga kelestarian lingkungan dan mengatasi dampak negatif dari eksploitasi sumber daya alam yang intensif. Metode penelitiannya yang pakai ialah studi literatur, seperti melakukan pengumpulan datanya yang berasal dari macam-macam sumber literatur yang relevan, contohnya seperti jurnal ilmiah, artikel, laporan pemerintah, dan dokumen resmi terkait. Data yang dikumpulkan kemudian dianalisis dan disintesis untuk mengidentifikasi temuan-temuan kunci mengenai pengelolaan sumber daya alam Kalimantan Timur (Kaltim). Hasil analisis literatur berdasarkan kajian dan data yang didapat menunjukkan bahwa Kalimantan Timur (Kaltim) sebagai provinsi dengan keanekaragaman hayati yang kaya dan sumber daya alamnya yang melimpah, menghadapi tantangan serius akibat deforestasi, degradasi lahan, dan risiko bencana alam yang meningkat. Dalam menghadapi tantangan ini, pemerintah telah menerapkan berbagai kebijakan dan program yang bertujuan untuk mengelola DAS secara berkelanjutan, memulihkan ekosistem yang terganggu, dan meningkatkan kesejahteraan masyarakat lokal. Kebijakan ini melibatkan berbagai pemangku kepentingan, termasuk pemerintah daerah, lembaga lingkungan, dari sektor swasta, dan masyarakatnya yang adat, didalam upaya kolaboratif untuk tercapainya apa yang ingin dituju dalam pembangunan yang berkelanjutan. Program-program seperti konservasi hutan, pengembangan agroforestri, dan pemberdayaan masyarakat telah menjadi fokus utama dalam upaya mencapai keseimbangan antara perlindungan lingkungan dan pembangunan ekonomi yang berkelanjutan di Kaltim. Dengan demikian, pengelolaan DAS dan rehabilitasi hutan dan lahan di Kaltim tidak hanya mencerminkan komitmen terhadap kelestarian lingkungan, tetapi juga merupakan langkah strategis dalam menjaga keberlanjutan ekonomi dan sosial di wilayah tersebut.Kata kunci: : Sumber Daya Alam, Daerah Aliran Sungai, Rehabilitasi Hutan Dan Lahan AbstractThe aim of this research is to examine the management of Watersheds (DAS) and the Rehabilitation of Forests and Lands (RHL) in East Kalimantan (Kaltim), which are integral to the Indonesian government's efforts to preserve environmental sustainability and address the negative impacts of intensive natural resource exploitation. The research methodology employed is literature review, involving the collection of data from various relevant sources such as scientific journals, articles, government reports, and official documents. The collected data are then analyzed and synthesized to identify key findings regarding the management of natural resources in East Kalimantan. The literature analysis based on the reviewed data reveals that East Kalimantan, as a province with rich biodiversity and abundant natural resources, faces serious challenges due to deforestation, land degradation, and increased risk of natural disasters. In addressing these challenges, the government has implemented various policies and programs aimed at managing watersheds sustainably, restoring disturbed ecosystems, and improving the welfare of local communities. These policies involve multiple stakeholders, including local government, environmental agencies, the private sector, and indigenous communities, in a collaborative effort to achieve sustainable development goals. Programs such as forest conservation, agroforestry development, and community empowerment have become central to balancing environmental protection with sustainable economic development in East Kalimantan. Thus, the management of watersheds and the rehabilitation of forests and lands in East Kalimantan not only reflect a commitment to environmental sustainability but also represent strategic steps toward maintaining economic and social sustainability in the region.Keywords:  Natural Resources, Watershed, Forest and Land Rehabilitation.

Abstract

This study aims to investigate the role of water resource management in Balikpapan City, Indonesia, focusing on how the city government implements sustainable development and water governance practices. Using a qualitative approach and literature review, this research examines Balikpapan’s strategies for addressing water challenges amid climate change, population growth, and its role within the Indonesian Capital City (Ibu Kota Nusantara, IKN) area. Findings reveal that Balikpapan’s regional development plan has adopted a sustainable approach, emphasizing prevention and mitigation efforts to secure long-term water resources. In addition to constructing new infrastructure, Balikpapan is exploring collaboration with neighboring administrative areas to ensure a reliable water supply in the future. Nonetheless, there is a need for stronger partnerships with the private sector, especially to support technological innovations that, while potentially costly, could enhance water management. Public participation is also essential to prevent social conflicts and to ensure that development progresses fairly and inclusively. By engaging diverse stakeholders—including the government, private sector, and community—in planning and implementation, Balikpapan and IKN Nusantara can work towards sustainable development goals that prioritize environmental responsibility and meet the needs of all communities. This collaborative approach can foster sustainable, equitable solutions that align with global goals, supporting a resilient and water-secure future for Balikpapan and its surrounding areas.
