The establishments of Labor Cooperation Agreement, Implementing Agreement and Standardized Labor Contract should occur before all workers leave Indonesia and are aimed at providing legal protection for every single Indonesian migrant worker. In order that there is no collision between the Malaysian laws and Indonesian laws, the government officials of related issues of both countries must do observations and conduct discussions without neglecting the prevail laws of each country. Any issue of labor affairs should always be referred to the laws of both countries.

The Indonesian National Police (Polri) holds a central role in safeguarding public security, maintaining order, and enforcing the law in Indonesia. The Chief of the National Police's Decision Number: Kep/613/III/2021 introduces a strategic shift of investigative authority from Sector Police (Polsek) to Resort Police (Polres) in designated areas, including within the Bangka Belitung Islands Regional Police jurisdiction. This transformation is designed to optimize preventive functions at the Polsek level. This study employs a normative juridical method combined with an empirical approach through regulatory analysis and interviews with law enforcement officers and community members. The results reveal that this policy shift positively affects the efficiency of case handling while refocusing the Polsek’s role on community security and public service. Several determining factors, such as geographical distance, report volume, and accessibility, significantly influence the selection of Polseks exempt from investigative duties. The findings suggest that delegating investigative tasks to Polres supports better resource allocation for Polri personnel, enhances community-based policing, and ensures preventive measures are implemented effectively. These changes aim to create a more efficient and equitable system of law enforcement that accommodates the specific needs of various local contexts.

This research delves into the alignment of regulations governing the Termination of Employment (PHK) due to grave misconduct, as outlined in Government Regulation No. 35 of 2021, with the principles safeguarding workers' constitutional rights enshrined in the 1945 Constitution (UUD 1945). Employer-initiated unilateral dismissals based on allegations of urgent violations, as specified in Article 52 paragraph (2) of PP 35/2021, pose a significant risk of contravening the tenets of due process and the right to legal safeguards guaranteed under Article 27 paragraph (2) and Article 28D paragraph (1) of the UUD 1945. This inquiry also draws on Constitutional Court Decision No. 012/PUU-I/2003, which underscored the necessity of judicial proceedings in termination cases linked to severe breaches, and Decision No. 91/PUU-XVIII/2020, which highlighted procedural deficiencies within the Job Creation Law. Employing a normative legal research methodology with an analytical lens, this study emphasizes legislative analysis and case law examination. Originality of this study lies in its finding that the application of unilateral termination of employment (PHK) without a court process can lead to injustice and harm workers who may lose their jobs without the opportunity to defend themselves. This research concludes that the provisions on urgent layoffs in PP 35/2021 should be reviewed to align with constitutional principles that offer fairer protection for workers. It is recommended that new employment regulations be created with a focus on balancing the protection of workers' rights with the interests of employers.

Community service with the theme of Socialization and Education of Legal Products for MSME and Creative Economy Actors in Temberan Village, Pangkalpinang City, is based on field conditions, where many MSME actors in the region do not have legal legality for the businesses they run and lack basic knowledge regarding product packaging and brand creation that have high marketability. As a result, their businesses are not developing to strengthen the creative economy and enhance the capacity of actors. The model used in this program is a direct dialogue method with the MSME actors. The discussion results showed that of the 26 participants, only 1 MSME actor had received guidance and had an NIB (Business Identification Number), but lacked a halal certificate and patent rights for their product brands. The other 25 participants were briefed for the first time regarding the importance of legal legitimacy for their business. Therefore, it can be concluded that these 25 MSME actors do not have legal legitimacy for their businesses. The team provided assistance to help register their businesses by collaborating with relevant agencies. Regarding product branding, it was found that all participants had not optimized their product branding, as most MSME actors in Temberan Village packaged their products simply without attractive branding, packaging, colors, or packaging materials. Many even used plastic wrapping without a brand. The team intervened intensively by providing further assistance to MSME actors in Temberan Village, utilizing information and communication technology to help determine product brands for those without one and to select packaging materials that follow current trends, shapes, colors, and materials to make the product more attractive and increase branding and consumer interest.
