Abstract

Pelabuhan Perikanan Samudera (PPS) Lampulo merupakan pelabuhan terbesar sebagai sentra perikanan di Provinsi Aceh dengan karakteristik hasil tangkapan yang beragam, salah satunya ikan tongkol. Permasalahan utama pengelolaan perikanan tongkol di lokasi ini adalah status pemanfaatannya diduga mencapai ‘fully exploited’ seiring dengan bertambahnya jumlah armada penangkapan pukat cincin. Jika tidak ada perbaikan pengelolaan dikhawatirkan mengancam keberlanjutan stok sumber daya ikan tongkol. Suatu upaya pengelolaan terintegrasi dengan pendekatan ekosistem (Ecosystem Approach to Fisheries Management) diperlukan untuk mengatasi permasalahan ini. Penelitian ini bertujuan mengevaluasi status pengelolaan sumber daya ikan tongkol yang berbasis di Pelabuhan Perikanan Samudera Lampulo. Penelitian ini dilakukan secara observasi langsung dan wawancara di lapangan kemudian dianalisis menggunakan multi kriteria dengan pengembangan indeks komposit. Hasil penelitian menunjukan bahwa tren CPUE menurun sebesar 13,4% pertahun, ukuran panjang ikan tangkapan cenderung lebih kecil dibandingkan penelitian sebelumnya, proporsi ikan yuwana yang tertangkap sebesar 66%, dan komposisi hasil tangkapan didominasi oleh ikan target tangkapan sebesar 99%, daerah penangkapan nelayan semakin jauh, dan terdapat spesies ETP (Endangered, Threatened, and Protected species) yang tertangkap. Berdasarkan indikator-indikator EAFM tersebut, maka status pengelolaan sumber daya ikan tongkol di lokasi ini termasuk dalam kategori ‘sedang’, sehingga tindakan pengelolaan yang bersifat ‘kehati-hatian’ perlu diterapkan.Lampulo Ocean Fishing Port is the largest fishing port and as fishery business center in Aceh Province with high diversity of catches and dominated by pelagic fishes, particularly little tuna. The main problem of the little tuna fishery management has been considered as ‘fully exploited’ utilization status due to increasing number of purse seine vessels which in turn threaten sustainability of the fish stock. Therefore, an ecosystem approach to fisheries management (EAFM) is urgently needed to implement for this fishery. The objective of this study is to evaluate the existing management condition and status of the little tuna fishery in this area by means of an integrated assessment approach. An observation and direct interview were conducted to collect the data, and then analyzed by a multi criteria analysis with composite index development. The result of this study showed that the trend of CPUE has been annually decreased of 13.4%, the fork length of catch was tended smaller than previous studies, juvenile proportion was 66%, and catch composition dominated by target species (99%) then shifting fishing ground (range collapse indication) and ETP (Endangered, Threatened and Protected) species was caught. Based on EAFM indicators, the management status of the little tuna fishery based in PPS Lampolo was ‘moderate’ category, thus a precautionary management approach should be implemented.

Abstract

Proyeksi di sektor perikanan sangat bermanfaat untuk memprediksi ketersediaan produksi ikan pada masa yang akan datang. Volume produksi ikan yang selalu fluktuatif di Pelabuhan Perikanan Nusantara (PPN) Sibolga khususnya ikan tuna, cakalang dan tongkol (TCT) menyebabkan proyeksi menjadi suatu kajian yang penting, mengingat ikan TCT merupakan komoditas penting yang paling banyak didaratkan di Pelabuhan Perikanan Nusantara (PPN) Sibolga. Penelitian ini bertujuan untuk mendeskripsikan kondisi umum perikanan TCT serta mengestimasi ketersediaan ikan TCT di PPN Sibolga hingga tahun 2025. Data yang dikumpulkan berupa data produksi bulanan ikan TCT tahun 2016-2021. Analisis yang digunakan untuk menghasilkan nilai estimasi adalah dekomposisi multiplikatif dan untuk perhitungan nilai kesalahan menggunakan perhitungan MAPE (Mean Absolute Percent Error). Hasil estimasi produksi ikan TCT hingga tahun 2025 diperkirakan akan terjadi kenaikan pada ikan cakalang dengan kecenderungan kenaikan sebesar 2% pertahun dan tongkol krai sebesar 5%, sementara itu pada madidihang dan tongkol komo diprediksi akan mengalami penurunan dengan kecendrungan penurunan sebesar 26% pertahun pada madidihang dan sebanyak 37% per tahun pada tongkol komo.Projection in the fisheries sector is useful to predict the availability of fish production in the future. The volume of fish production that always fluctuates at the Sibolga Fishing Port especially tuna, skipjack and little tunas (TCT) causes projection turn to be an important research, considering that TCT species are an important commodity that are mostly landed at Sibolga Fishing Port. This research objective are to describe the general condition of TCT fisheries and estimate the availability of TCT at Sibolga fishing port until 2025. The data collected in the form of monthly production of TCT species in 2016-2021. The analysis used to generate the estimated value is multiplicative decomposition and for calculating the error value using the MAPE (Mean Absolute Percent Error) calculation. The estimated result of TCT production until 2025 is that there will be an increase in skipjack with a tendency to increase by 2% per year and frigate tuna by 5%, while in yellowfin tuna and kawakawa are predicted to decrease with a decrease of 26% per year for yellowfin tuna and as much as 37% for kawakawa.

Abstract

Sabang waters is one of the centers of capture fisheries production at the tip of the Sumatera Island which has a large potential of fish resources. However, information related to the performance of capture fisheries including fish production, fishing gear, fishing fleet, number of fishermen and fishing areas is still limited. This study aims to analyse and describe information related to capture fisheries performances in the waters of Sabang. Performance data were analysed descriptive quantitatively and obtained by survey method. The results showed that the trend of capture fisheries production tends to increase by 15% annually and catches are dominated by large pelagic fish, namely tuna (Thunnus sp). The type of fishery business is dominated by fishermen who operate vessels measuring 0 - 5 GT (57.9%) with fishing areas between the coast to 2 nautical miles. Fishermen in Sabang Waters are categorized as small businesses. because use small boats and using handlines as fishing gear that aim to meet daily needs, not for business scale.Keywords:Fish productionFishing gearFishing fleetFishing groundCapture fisheries

Abstract

Desa Cot Seurani merupakan salah satu desa pesisir di Kecamatan Muara Batu, Kabupaten Aceh Utara yang memiliki potensi perikanan tangkap. Nelayan merupakan menjadi salah satu profesi yang dominan khususnya di Desa Cot Seurani. Hasil tangkapan nelayan berbeda-beda atau beranekaragam tergantung faktor cuaca, musim dan lokasi penangkapan ikan yang tidak tepat. Sejauh ini nelayan di Desa Cot Seurani cenderung melakukan penangkapan secara tradisional dengan memanfaatkan pengetahuan yang diperoleh secara turun temurun. Hasil tangkapan yang diperoleh juga tidak menentu karena terbatasnya alat bantu penangkapan ikan untuk meningkatkan hasil tangkapan.  Tujuan dari kegiatan ini adalah untuk memberikan pengetahuan melalui sosialisasi tentang penggunaan alat bantu penangkapan tradisional berupa rumpon untuk meningkatkan hasil tangkapan dan kesejahteraan nelayan di Desa Cot Seurani. Metode pengabdian ini dilakukan dengan memberikan penyuluhan tentang manfaat dan cara merakit komponen rumpon. Sehingga diperoleh hasil akhir meningkatnya pengetahuan dan keterampilan nelayan di Desa Cot Seurani dalam memanfaatkan rumpon sebagai alat bantu penangkapan guna meningkatkan jumlah tangkapan ikan dan kesejahteraan secara berkelanjutan.

Abstract

Sabang as the westernmost region of Indonesia and bordering the Indian Ocean and the Malacca Strait has fishery potential that must be maintained so that it is sustainable. Good management of grouper fish (Epinephelus sp.) resources is a solution so that fishery potential remains sustainable, one of which is the ecosystem approach. So far, many studies related to grouper management based on an ecosystem approach have been carried out in several regions in Indonesia, but none have focused on fisheries in Sabang. Therefore, this study aims to assess the status of grouper resource management, provide management recommendations and disseminate the results of the assessment of grouper resource management status in Sabang. This research was conducted from July to August 2022, located in Sabang, Aceh. Observation and direct interviews were conducted to collect the data and then analyzed by a multi-criteria analysis with composite index development. Based on the value of these indicators, it shows that the domain of grouper fish resources in Sabang caught using the hand line is good category with a green flag model and a composite value of 82. This means that the management of grouper fish resources in Sabang has not been running optimally. So, it is necessary to improve fisheries management in several aspects to support sustainable fisheries management.Keywords:GrouperEAFMSabangFisheriesSustainability

Abstract

Pidie Jaya Regency is one of the districts that contributes to capture fisheries production in Aceh Province. Pidie Jaya Harbor is the Fish Landing Base (PPI) in Meureudu. As capture fisheries activities developed at PPI Meureudu, the local government began to pay attention to building several port facilities such as basic facilities, functional facilities and supporting facilities. Supporting facilities or supporting facilities are facilities that support fishing activities at the port, one of these facilities is an ice factory. The ice factory at PPI Meureudu belongs to the Aceh marine and fisheries service which was built in 2012. The Aceh Development Fund (ADF) built an ice factory with a production capacity of up to 30 tons/day at the Meureudu Fish Landing Base (PPI), through an environmentally friendly technology program for industry fishing process. Under normal conditions, the PPI Meureudu ice factory is currently producing ice cubes in excess of fishermen's needs, so ice cubes are sold by fishermen operating in the Peulimbang and Peudada areas, Bireuen Regency. Sometimes, when the fish catch is abundant, ice is not enough to meet the ice needs for ships at PPI Meureudu and must be supplied from Sigli, Pidie Regency. This study aims to determine the need for ice in fishing and handling operations to the feasibility of the ice factory business at PPI Meureudu. This research was carried out for one month, namely in November 2022 at the Meureudu Fish Landing Base (PPI), Meureudu City, Kec. Meureudu, Pidie Jaya Regency. The data used in this study are primary data secondary data. using business feasibility analysis. The results showed that the need for ice blocks at PPI Meureudu for fishing operations within one month was 221.80 tons, and the need for ice for fish handling activities at PPI Meureudu within one month required the amount of ice to be 2,879 blocks of ice or 144,864 tons which is the result of the analysis financial value obtained from the NPV Rp. 95,761,105 can be said to be feasible because the value is greater than 0. At an IRR value of 5% it can be said to be feasible because the results of the IRR calculation are greater than the discount factor, and a Net B/C value of 1 is said to be a breakeven project because = 1. Abstract

Fishery management is an activity that must be carried out to achieve sustainable fisheries. Fisheries management using the Ecosystem Approach to Fisheries Management (EAFM) approach is the sustainable use of fishery resources and protection of fish stocks in nature. One of the objectives of fisheries management in social and economic aspects is how fisheries can ensure the socio-economic welfare of the fishing community. Using fishing gear that is not environmentally friendly is one of the triggers for social conflict between fishermen and the uncertain selling price when the peak season of fish impacted the fishermen's economy. Therefore, the purpose of this research is to examine the socio-economic domain indicators from the aspect of EAFM-based coastal and marine resource ecosystem management. This research was conducted from January to February 2021, located in Simeulue District, Sub-District East Simeulue. The data collection method used in the study was interviews and field surveys. The determination of respondents is done by using a gradual sampling technique or stratified random sampling. Data analysis uses an ordinal-based Likert score of 1,2,3 for each indicator, namely the economic domain, fishery household income (RTP), savings ratio, asset ownership, and the social domain, namely stakeholder participation fisheries conflict and the use of local knowledge in fish resource management. Management status in East Simeulue District assessed the aggregate value of the economic domain in the medium category with a score of 48.3. Fishermen still earn less than the minimum wage, while in the social domain, it is in the excellent category with a score of 100 because fishermen, institutions, and related agencies work with each other.Keywords:EAFMEcosystem approachFishery management
