Abstract

Abstract

Local government performance monitoring requires consistent reporting, validation, and access to historical data. This study designed and evaluated a web-based monitoring information system for the Regional Development Planning Agency of Parepare City, Indonesia, which coordinates quarterly reports from 34 regional government agencies. The system was developed using Rapid Application Development with iterative prototyping based on observations, interviews, document analysis, and user feedback. It integrates budget and planning management, quarterly performance reporting, report validation, reporting-period control, data locking, dashboard-based monitoring, and report archiving within a centralized platform. User evaluation using a five-point Likert-scale questionnaire produced mean scores of 4.50 for ease of use, 4.43 for technical support, and 4.29 for system responsiveness. These findings indicate positive user acceptance and alignment with the agency’s operational requirements. The system establishes an integrated workflow for report submission, validation, finalization, and retrieval.

Abstract

Plastic waste management is an increasingly critical environmental challenge due to the growing volume of waste and the limitations of conventional manual weighing methods, which are inefficient and prone to human error. This study proposes a computer vision-based system for automatic detection, classification, and weight estimation of plastic waste using the YOLOv8n model for object detection and Random Forest Regression for weight estimation. The YOLOv8n model is used to detect and classify seven types of plastic waste based on the Resin Identification Code (RIC), namely PET, HDPE, PVC, LDPE, PP, PS, and OTHER. Subsequently, weight estimation is performed using a Random Forest Regression model based on bounding box features, including width, height, area, aspect ratio, and perimeter. The proposed system is evaluated using an unseen test set to ensure unbiased performance measurement. Experimental results show that the YOLOv8n model achieves a mean Average Precision (mAP@0.5) of 91.93% and mAP@0.5:0.95 of 73.27%, while the Random Forest Regression model achieves an R² score of 95.5% with a Mean Absolute Error (MAE) of 4.28 grams. These results demonstrate that the integration of object detection and regression enables accurate and automatic estimation of plastic waste weight, thereby improving the efficiency and objectivity of waste management systems.

Abstract

This community service program aims to implement a Development Monitoring System based on collaboration between academics and the local government in order to improve reporting efficiency, data consistency, and information validity, while strengthening the capacity of government officials to support transparent and accountable governance. The program involved 14 officials from the Regional Development Planning Agency (Bappeda) of Parepare City. The implementation methods included needs analysis, system design, implementation, as well as training and technical assistance. Evaluation was conducted through pre-test and post-test assessments using the Quizizz application and user satisfaction questionnaires. The results showed an improvement in participants’ understanding, particularly in technical aspects, with an accuracy increase of 25% (from 64% to 89%). In addition, the level of user satisfaction was high, with the ease-of-use score reaching 4.50 out of 5, indicating that the system was easy to operate and well accepted by users. This program highlights the importance of collaboration between academics and local government in realizing data-driven development governance and has the potential to be further developed through integration with other systems, such as the Regional Innovation System and the Performance Indicator System.
