Abstract

The development of a fast-moving and dynamic strategic environment has an impact on the increasing situation of tension between countries. The visible phenomenon is the atmosphere of increasing the strength of the Armed Forces in regional countries (Arms Race) which then makes the threat dimension increasingly multipolar. On the other hand, the regional security situation, especially in Indonesia, is characterized by an increase in terrorism activities and other dangerous additives (Drugs) into the country, and boundary disputes related to the struggle for the use of increasingly massive natural resources. Flowing from the development of the strategic environment that gave birth to the complexity of threats to the sovereignty and integrity of the Republic of Indonesia. The study objective of this research is to provide advice to the leadership of the TNI AD regarding the transformation of TNI AD personnel development. So that this research uses the method of direct observation of the field. Besides observation, this research also uses the literature study method. Based on research results, obtained research results in the form the Army's personnel development has not been able to answer the dynamics of the strategic environment, the nature of threats, and organizational needs. Thus, it is necessary to make arrangements, especially in the recruitment system, education, and career development.

Abstract

This research discusses the importance of programming training for soldiers of the Indonesian Army in facing the era of globalization and digital transformation. In this context, programming is recognized as a tool for developing creative and logical thinking skills, which are key in overcoming complex challenges both in the military and society. The purpose of this study was to determine the impact of programming training for Indonesian Army soldiers. The methodological approach used combines quantitative and qualitative methods, through an initial survey to identify the number of soldiers taking programming training as well as an in-depth interview approach to explore the impact of programming on military assignments. The results showed that programming training had a positive impact, not only on improving problem-solving skills but also on the development of logical, systematic thinking and analytical skills. From a military perspective, programming gives The Indonesian Army soldiers a competitive edge in addressing modern challenges, such as technology development, intelligence analysis, and data management. Programming training also forms habits of logical thinking that are useful in making everyday decisions. Therefore, programming is not only a technical skill but also a tool to deal with the changing dynamics of future battles and adapt to technological developments.

Abstract

Bureaucratic Reform (RB) based on Presidential Decree Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025 in practice must be carried out by all Ministries/Institutions/Dinas/Institutions (K/L/D/I) in an innovative, creative and monitored manner institutional. The government also then issued Presidential Regulation Number 39 of 2019 concerning Data Management. Indonesia's One Data Policy (SDI) is expected to be a strategy for improving data governance to produce data that is accurate, up-to-date, integrated and accountable so that it can become the foundation for determining effective and appropriate policies. Indonesia's One Data Policy (SDI) is expected to be a strategy for improving management data to produce accurate, timely, integrated and accountable data which forms the basis for the creation of effective and targeted policies. The TNI AD Data Center is an Indonesian military facility that contains electronic systems and related components to be used and used for the placement, storage and processing of data in support of the Indonesian military information system. Data center facility infrastructure includes four aspects. First, infrastructure that guarantees the continuity of business processes when something critical and dangerous occurs in the data center. Internalization of RB, SPBE, and realizing SDI within the TNI AD institution must be realized through the arrangement of the Information System in order to further support the implementation of the Main Tasks of the TNI AD. The TNI AD needs to conceptually manage the data center, data processing architecture, network centralization, human resources, software and organizational management.

Abstract

Perang siber antara Rusia dan Ukraina telah memperlihatkan bentuk konflik modern yang tidak hanya berdampak pada sistem militer, tetapi juga infrastruktur sipil termasuk fasilitas kesehatan. Artikel ini mengkaji bagaimana Hukum Kesehatan Internasional dan Hukum Humaniter Internasional memberikan perlindungan terhadap fasilitas medis dalam situasi perang siber. Dengan menggunakan pendekatan kualitatif normatif, tulisan ini menganalisis prinsip-prinsip hukum yang dilanggar dalam serangan siber serta tantangan implementasi hukum di ranah digital. Artikel ini juga menawarkan solusi berupa penguatan regulasi, peningkatan kerja sama internasional, serta edukasi terhadap aktor-aktor terkait.

Abstract

Kelalaian dalam hasil laboratorium dapat berdampak serius, terutama jika tidak memenuhi standar pemantapan mutu eksternal seperti yang diatur dalam ISO 17025. Ketidaksesuaian ini dapat menyebabkan contributory negligence, yang berkontribusi terhadap risiko medis hingga berujung pada kematian pasien. Dalam hukum kesehatan, Undang-Undang Nomor 36 Tahun 2009 tentang Kesehatan, khususnya Pasal 29, menegaskan bahwa dugaan kelalaian tenaga kesehatan harus terlebih dahulu diselesaikan melalui mediasi. Pasal 1366 KUH Perdata juga menyatakan bahwa setiap orang bertanggung jawab atas kerugian yang disebabkan oleh kelalaian atau kesembronoannya, yang dalam konteks ini dapat menjerat laboratorium sebagai pihak yang turut bertanggung jawab. Regulasi teknis juga telah diatur dalam Peraturan Menteri Kesehatan (Permenkes) Nomor 54 Tahun 2015 tentang Pengujian dan Kalibrasi Alat Kesehatan, yang menegaskan kewajiban laboratorium dalam memastikan keakuratan hasil uji. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi literatur untuk menganalisis hubungan antara pemantapan mutu laboratorium, standar kalibrasi ISO 17025, dan implikasi hukum yang ditimbulkan akibat kelalaian dalam hasil laboratorium. Hasil kajian menunjukkan bahwa kepatuhan terhadap standar mutu laboratorium sangat penting untuk mengurangi risiko kesalahan diagnostik yang dapat berujung pada konsekuensi hukum dan etika bagi tenaga kesehatan.

Abstract

Perlindungan hukum bagi dokter dalam praktik medis diatur dengan jelas dalam Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan, yang berfokus pada pengaturan berbagai aspek dalam dunia medis, termasuk hak dan kewajiban dokter, serta hubungan dokter dengan pasien. Fokus utama penelitian ini adalah untuk menyoroti berbagai tantangan dan dilema yang dihadapi oleh para dokter dalam menjalankan profesinya, terutama dalam menghadapi masalah diskriminasi, potensi proses hukum, dan interaksi yang kompleks antara dokter dan pasien. Salah satu aspek yang sangat krusial adalah terhadap Pasal 189 Undang-Undang Kesehatan, yang mengatur pentingnya komunikasi yang efektif antara rumah sakit dan pasien. Pasal ini menekankan bahwa dokter dan institusi kesehatan memiliki kewajiban untuk membangun komunikasi yang transparan, jelas, dan berorientasi pada kepentingan pasien. Dalam konteks ini, komunikasi yang baik dan terbuka antara dokter dan pasien menjadi faktor kunci untuk mengurangi potensi kesalahpahaman yang dapat menimbulkan masalah hukum. Ketidakjelasan dalam komunikasi sering kali menjadi salah satu penyebab terjadinya perselisihan antara dokter dan pasien, yang pada akhirnya dapat mengarah pada tuntutan hukum. Selain itu, model layanan kesehatan yang diatur dalam Undang-Undang ini juga mengedepankan tanggung jawab bersama antara penyedia layanan kesehatan (dokter dan rumah sakit) dan pasien. Pasal 310 menggarisbawahi bahwa pasien juga memiliki kewajiban untuk aktif berpartisipasi dalam proses pengobatan mereka, yaitu dengan memberikan informasi yang diperlukan dan mengikuti instruksi medis dengan baik. Tanggung jawab bersama ini bertujuan untuk menciptakan lingkungan layanan kesehatan yang lebih optimal, di mana dokter dan pasien saling mendukung satu sama lain dalam mencapai hasil pengobatan yang terbaik. Peningkatan kualitas komunikasi antara dokter dan pasien sangat penting untuk membangun kepercayaan yang lebih baik, menghindari kesalahpahaman, dan mencegah potensi masalah hukum yang mungkin timbul di kemudian hari.

Abstract

The National Management Information System (Simnas) to support the acceleration of national development in Indonesia is important and urgent, especially in the digital era where the transformation carried out has not achieved the expected results; as a result of various factors both domestic and foreign. Obstacles and challenges are very dynamic. The current condition of Simnas is inadequate in relation to ideal hopes for the future, where electricity and internet network infrastructure support cannot yet be enjoyed by the entire population. This research design is descriptive to describe the phenomenon of the research variables, namely strengthening the National Management Information System and accelerating Indonesia's national development; with a national resilience approach which aims to find and describe obstacles and challenges in strengthening the National Management Information System (Simnas) to support the acceleration of national development; and efforts to overcome them. The method used in this research is a qualitative descriptive method to describe the phenomenon of the research variables, namely strengthening the National Management Information System and accelerating Indonesia's national development; with a national resilience approach. From the discussion it was concluded that the National Management Information System needs to be strengthened to support the Acceleration of Indonesia's National Development. Existing obstacles include: a) the absence of regulations and policies that support the integration of data from various government agencies and data privacy; b) Institutions are not yet optimal, causing coordination between agencies to be less focused and a lack of monitoring mechanisms; c) unpreparedness of digital infrastructure and Talent Human Resources to support Simnas accessibility; and the available budget is also inadequate, thus hampering the development and maintenance of Simnas. The efforts made to strengthen support for the acceleration of Indonesia's national development are: a) Synchronization of laws and regulations; b) Professional institutional arrangement and development; c) Accelerate the development of digital infrastructure to make it more adequate so that public services can be improved; administrative processes become more efficient; the government can be more responsive to community needs, increase productivity and national competitiveness; d) Preparing Digital Talent Human Resources, and preparing an adequate budget.

Abstract

Leaders in an organization/institution/government are role models who move their members to perform their best to achieve common goals. On the shoulders of a leader or commander is charged with the important task of controlling all resources owned. Leadership style is very dynamic and must be able to provide future direction in order to maintain existence and sustainability. In the military, commanders are required to advance teams and organizations with various efforts, including applying intuitive leadership adapted to advances in information and communication technology (digital technology). This research design is descriptive qualitative to find and describe research variables in a narrative (non-numerical) manner. The selection of a qualitative research approach was carried out on the basis of the specifications of the research subjects and to obtain in-depth information about the research variables. The results obtained that Military Intuition Leadership has an important role in strategic decision making to improve the ability of military organizations to face various challenges and assignments that are fast and complex, especially in the digital era. So that the transformation of intuition military leadership is needed in the digital era so that the information / data obtained is more accurate and the process is faster. In this case, intuitive leadership involves the use of insight, instinct, and intuitive judgment based on experience, deep understanding, and holistic thinking. In its application, it is necessary to consider carefully, hone the ability to read what is happening, analyze the possibilities that occur in the future is an advantage that a leader must have because of his experience and intuition. It is recommended that commanders in the military train their intuitive skills to be more effective and consider the dangers of using overconfidence in decision-making.

Abstract

Women's leadership is essentially no different from men's leadership, with the two being distinguished only by leadership styles resulting from gender differences inherent from birth. In this regard, the female chairperson of the Malahayati School of Transportation Management (STMT) has achieved significant progress in line with her vision and mission. The design of this research is thematic qualitative descriptive to discover and describe the female leadership strategies implemented by Dr. Hj. Mardiana, S.Pd., M.Pd., Chair of STMT Malahayati 2022-2026, in developing and advancing the education sector. The method used in this research is ethnography, where one of the researchers is the actor. The ethnographic approach was chosen to understand a phenomenon deeply and holistically in a natural way, providing insights from the participants' perspective (emic perspective), revealing implicit behavior patterns and changes over time, and producing rich and diverse data for theory development and social problem solving. From the data collection process, which was then analyzed using thematic narrative, it was found that the leadership strategy of women in advancing the education sector at STMT Malahayati is to prioritize humanistic principles in utilizing all available potential, including man, money, material, method, machine, and marketing, with the support of digital advances. However, organizational dynamics are maintained and moderated by mutual respect, openness, and collaboration based on the pentha helix, which includes elements of government, academia, industry, society, and the media. This strategy is implemented to improve the quality of education based on Outcome Based Education (OBE) while strengthening STMT Malahayati as a campus with an impact on Indonesian nationalism.

Abstract

Efforts to achieve Indonesia's national goals require the state to ensure adequate nutrition for the population through the Free Nutritious Meals (MBG) program launched by President Prabowo Subianto on January 6, 2025, with a target of 28.9 million beneficiaries. The challenge is not easy, given Indonesia's vast territory and ongoing connectivity issues between islands, making it urgent to establish schools as Mini SPPGs. This research design is qualitative with a descriptive explanatory approach to identify and describe research variables narratively and thematically, using standard Indonesian language. The data obtained were categorized into those related to the current SPPG or SPPG Maxi and schools as Mini SPPGs, then narrated according to the research framework and objectives. The qualitative analysis concluded that it is very important and urgent for the Indonesian government to establish schools as Mini SPPGs to accelerate the provision and delivery of nutrition services to the community (students) across all regions of Indonesia, in addition to the existing SPPG (Maxi) system. Supporting factors include the availability of school infrastructure and school committees across all regions of Indonesia. The number of beneficiaries is relatively small, limited to a single school, and collaboration among the pentha helix is needed to strengthen the initiative.
