Abstract

The fulfilment of the right to education for Indonesian non-procedural migrant children in Malaysia continues to face significant barriers, primarily due to the absence of official documents and the restrictive policies of the host country. These conditions prevent thousands of children from accessing formal schools, affecting their future opportunities while also reflecting the limited capacity of the Indonesian state to protect its citizens abroad. This study aims to analyse the role of the Indonesian government in safeguarding the right to basic education for non-prosedural migrant children through a case study of Sanggar Belajar Subang Mewah. Employing a qualitative approach, data were collected through observation, documentation, and literature review, with analysis focusing on policy frameworks, coordination mechanisms, and the role of community involvement in managing alternative education initiatives. The findings reveal that Sanggar Belajar not only expands access to education for migrant children but also serves as an instrument of soft diplomacy through cross-sectoral collaboration with NGOs, universities, and Indonesian diaspora communities. Furthermore, the learning center facilitates civil registration services, such as the issuance of the Surat Bukti Pencatatan Kelahiran (Certificate of Birth Registration), which is crucial for children’s legal identity. The study concludes that non-formal, community-based education coordinated with state institutions can serve as an effective strategy for protecting citizens’ fundamental rights abroad while simultaneously strengthening Indonesia’s image in the sphere of public diplomacy. It contributes to the literature on education, diplomacy, and migration governance by offering an integrative perspective on the role of education as both a tool of public diplomacy and a mechanism of human rights protection within the context of transnational migration in Southeast Asia.

Abstract

This research aims to examine the influence of acceptance of LGBT people in Thailand on the development of LGBT social movements in Indonesia, as well as identify the challenges faced by LGBT people in Indonesia. Using the New Social Movement and Network Social Movement approaches, this research explores the role of social networks and the cultural, religious, and traditional factors that influence public acceptance of LGBT people in both countries. A qualitative method with a descriptive approach was used to analyze secondary data obtained from various sources, including official documents, books, scientific journals, and previous research reports. The results show that LGBT acceptance in Thailand, influenced by cultural values and Buddhism, has created a more inclusive environment for LGBT people. More inclusive policies, such as anti-discrimination laws, as well as positive representations of LGBT people in the media and popular culture in Thailand, triggered the emergence of social movements supporting LGBT rights in Southeast Asia, including in Indonesia. However, in Indonesia, LGBT social movements face greater challenges due to the strong cultural and religious traditions of conservative Islam. As a result, it has been difficult for LGBT social movements to gain widespread acceptance, and discrimination and stigma against LGBT people remain strong. Nonetheless, the positive influence of Thailand helps motivate LGBT activists in Indonesia to continue fighting for their rights through advocacy, campaigns and public education.

Abstract

The Good Neighbor Policy was initiated by the 4th President Abdurrahman Wahid during his tenure as President of Indonesia from 1999 to 2001 and recognized as a formal strategy by President Joko Widodo in 2014. Through the regional trade theory of Good Neighbor Policy, its participation in the ASEAN Free Trade Area (AFTA) encouraged the elimination of tariffs among ASEAN members. While in the Asia-Pacific Economic Cooperation (APEC) it focused on liberalizing trade, investment, and strengthening regional connectivity. Furthermore, the Regional Comprehensive Economic Partnership (RCEP) can expand market access and supply chain integration. Through Foreign Policy theory, it provides a systematic analytical framework to understand how Indonesia's Good Neighbor Policy contributes to increased foreign trade. By analyzing inputs, processes, and outputs, this research can identify factors that influence the success of the policy in improving trade relations with neighboring countries. Therefore, this study aims to analyze more deeply about Indonesia's use of Good Neighbor Policy (GNP) in strengthening trade and economic relations with ASEAN countries, creating regional stability and growth and increasing economic benefits. This research uses a qualitative approach analytical descriptive method through literature study.
