Abstract

The problem of student absenteeism is the main problem faced by teachers at SMA Negeri 8 Medan, Kec. Medan Area, Medan City. This problem is caused by several factors, namely internal and external factors. Therefore, the role of educators is needed in efforts to overcome this problem. The aim of the research conducted by the author is to find out the role of guidance and counseling teachers in handling cases of student absenteeism at SMA Negeri 8 Medan, Kec. Medan Area, Medan City. The research method used is descriptive qualitative research. In this research, the author conducted interviews with teachers to obtain information regarding the role of guidance and counseling teachers in handling cases of student absenteeism at SMA Negeri 8 Medan, Kec. Medan Area, Medan City. Interviews are carried out by asking questions that focus on the problem being studied. So, based on research that the author has conducted, the effective and efficient efforts and strategies that guidance and counseling teachers carry out at SMA Negeri 8 Medan are to carry out home visits or direct visits to students' homes and establish good interactive relationships between teachers and students' parents

Abstract

This study discusses/describes the Effectiveness of the Implementation of Village Regulations in Increasing Community Participation. In this modern era, the active role of the community in village development and decision-making at the local level is increasingly urgent to be realized. Public participation in general in the making of laws and regulations, the development of organizational decisions, and governance processes that affect the quality of life of the general public is highly encouraged. The research method used by the researcher is a qualitative method with a literature approach. The data collection technique used in this study is library research. Based on this study, the researcher found that the success of village regulations is highly dependent on community involvement, transparent management of village funds, and effective implementation. Strategies such as capacity building, collaboration with external parties, and socialization are needed to create inclusive, adaptive, and sustainable regulations. Community involvement strengthens a sense of belonging, increases participation, and encourages synergy for equitable and sustainable village development.

Abstract

This research discusses/describes the Quality of Leadership and the Changes in the National Legal System: An Islamic Law Perspective in Theoretical Review. The success of a nation in organizing its legal system is not only determined by formal aspects such as legislation and institutions but is also significantly influenced by the quality of leadership that guides the direction of legal development. The transformation of Islamic law within the national legal system is a structural and cultural effort to achieve an ideal legal order that meets the needs of the nation (Qomariyah, 2015). The research method used in this study is qualitative with a literature review approach. The data collection technique utilized in this research is library research. Based on this research, the researcher finds that the quality of leadership plays a crucial role in implementing effective changes in the national legal system, where every policy must consider the long-term impacts. Based on this research, the researcher found that the quality of leaders plays an important role in implementing effective changes to the national legal system, where every policy must consider the long-term impact on society.

Abstract

Penelitian ini berjudul "Perlindungan Hukum Pengetahuan Tradisional Pada Tasak Tellu Sebagai Makanan Tradisional Masyarakat Karo Berdasarkan Undang-Undang Nomor 5 Tahun 2017 Tentang Kemajuan Kebudayaan" ini bertujuan untuk mengetahui makna filosofis Tasak Tellu, praktik kearifan lokal, proses pewarisan, peran pemerintah daerah serta tantangan yang dihadapi masyarakat dalam melestarikannya. Penelitian ini menggunakan metode kualitatif dengan pendekatan hukum normatif. Data diperoleh melalui wawancara mendalam dengan 5 narasumber yang memahami tradisi dan tata cara pengolahan Tasak Tellu, observasi dan dokumentasi. Analisis data dilakukan melalui reduksi, penyajian dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa Tasak Tellu memiliki makna simbolis yang penting bagi masyarakat karo seperti nilai kebersamaan, kesucian, kesuburan, dan penghormatan kepada leluhur. Makanan khas ini juga memiliki aturan adat yang mengatur bahan, bumbu, cara memasak, dan tata penyajiannya. Pewarisan pengetahuan Tasak Tellu dilakukan secara turun temurun melalui praktik langsung yang melibatkan keluarga dan juga generasi muda. Tetapi dari sisi lain masyarakat belum merasakan penerapan nyata dari kebijakan yang tertuang dari undang-undang nomor 5 tahun 2017. Pemerintah daerah dinilai belum melakukan inventarisasi, dokumentasi, maupun pembinaan terkait pelestarian pengetahuan tradisional. Sementara itu pengaruh dari modernisasi seperti perkembangan makanan cepat saji dan perubahan minat generasi muda menjadi tantangan yang dapat membuat generasi muda lupa akan makanan khas dari budaya mereka sendiri. Secara keseluruhan, pelestarian Tasak Tellu masih bergantung pada masyarakat adat yang masih menjalankan adat mereka dengan baik oleh karena itu dukungan pemerintah diperlukan agar Tasak Tellu dapat terlindungi dan terus berkembang sebagai warisan budaya dan juga pengetahuan tradisional oleh masyarakat Karo.
