Abstract

This research is motivated by educational problems faced by the Indonesian nation, namely the low quality of educational education at every level and educational unit. An education unit can be said to be of quality if it can deliver students in developing abilities and shaping the character and civilization of a dignified nation in order to educate the nation's life in accordance with the objectives of national education as stated in Law No. 20 of 2003 concerning the national education system (Sisdiknas) article 3. Strategic management is an important thing to do to improve the quality of education by analyzing internal and external factors through SWOT analysis. The purpose of this study is to obtain an overview of the Implementation of Strategic Management in Improving the Quality of Education. This research uses a qualitative approach with Descriptive Analytical method at SMK YP79 Majalaya, Bandung Regency. Strategic Implementation at SMK YP79 Majalaya implements Edward Deming's management function, namely the PDCA cycle (Plan, Do, Check. Act). The results of the study are: 1) SMK YP79 Majalaya applies strategic management according to the National Education Standard (SNP) in accordance with the characteristics of effective and quality-oriented schools, 2) In designing strategic education at SMK YP79 Majalaya is carried out by identifying the internal and external environment of the school using the SWOT analysis method, 3) SMK YP79 Majalaya involves all stakeholders both the role of the principal, teachers, and committees.

Abstract

Penelitian ini merupakan penelitian kualitatif deskriptif yang bertujuan membuat gambaran secara sistematis, faktual, dan akurat mengenai fakta juga fenomena tentang perencanaan (planning), pengorganisasian (organizing) , pelaksanaan (actuating) dan pengawasan (controlling) supervisi oleh kepala sekolah untuk meningkatkan pembelajaran di SDN Pameungpek 01. Kualitas pembelajaran sangat dipengaruhi oleh kualitas kinerja guru, sehingga usaha untuk meningkatkan kemampuan guru dalam melaksanakan proses pembelajaran dapat disiasati dengan berbagai strategi, salah satunya melalui supervisi. Hal ini tidak terlepas dari paradigma bahwa supervisi merupakan pembinaan yang diberikan kepada staf pengajar agar dapat meningkatkan kemampuan untuk mengembangkan situasi belajar mengajar yang lebih baik. Data penelitian ini diperoleh melalui observasi, wawancara dan dokumentasi. Dari hasil penelitian menunjukan bahwa supervisi memainkan peran yang krusial dalam upaya peningkatan kualitas pembelajaran di tingkat sekolah dasar. Melalui pengawasan yang terencana, pelaksanaan observasi yang cermat, serta pemberian umpan balik yang konstruktif, kepala sekolah dapat membantu guru mengidentifikasi kekuatan dan kelemahan dalam praktik pengajaran mereka, serta merancang strategi perbaikan yang relevan. Supervisi bukan hanya menjadi alat evaluasi, tetapi juga menjadi sarana pengembangan profesional yang dapat membantu guru meningkatkan kinerja mereka. Implementasi supervisi yang efektif dapat menciptakan lingkungan belajar yang kondusif di sekolah, di mana kolaborasi antara kepala sekolah dan staf pengajar menjadi kunci. Dengan terbentuknya budaya pembelajaran yang inklusif dan berkelanjutan, guru didukung untuk meningkatkan proses pembelajaran, sementara kepala sekolah berperan penting dalam memberikan arahan dan dukungan yang diperlukan. Supervisi tidak hanya menjadi proses formal, tetapi juga menjadi bagian integral dari budaya sekolah yang berorientasi pada peningkatan kualitas pembelajaran dan pencapaian siswa.

Abstract

Inclusive education implementation faces significant challenges in Indonesian primary schools despite government regulations mandating equal educational access for children with special needs. This study examines inclusive education implementation through systematic management analysis in two primary schools with contrasting implementation contexts and timelines. A qualitative case study approach was employed using W. Edwards Deming's Plan-Do-Check-Act (PDCA) management framework to analyze inclusive education implementation at SDN Sukasari Indah (Bandung Regency) and SDN 201 Sukaluyu (Bandung City). Data collection utilized in-depth interviews with educators, parents, and students, direct classroom observations, and document analysis. Systematic analysis examined planning processes, implementation strategies, evaluation mechanisms, and follow-up actions across both schools. Both schools successfully implemented inclusive education despite resource constraints through strategic planning, collaborative learning approaches, and comprehensive evaluation systems. SDN Sukasari Indah leveraged fifteen years of experience to develop community partnerships and learning communities, while SDN 201 Sukaluyu established inclusion teams and professional consultation arrangements. Primary challenges included absence of specialized assistant teachers, limited systemic support, and inadequate teacher training. Both schools demonstrated innovative solutions including peer support systems, parent collaboration, and external partnerships with specialized organizations. Findings reveal that systematic management approaches enable effective inclusive education delivery despite systemic limitations. The research contributes to understanding locally-developed strategies that address resource constraints while maintaining commitment to inclusive principles, demonstrating institutional resilience and adaptability in delivering equitable education for all children including those with special needs.
