Abstract

Dalam ruang lingkup kebijakan politik luar negeri, Indonesia menganut pada asas bebas aktif dalam hal berdiplomasi. Dengan demikian, dasar kebijakan diplomatik yang diberlakukan oleh Pemerintah Indonesia tidak diintervensi oleh unsur manapun. Pemberlakuan dan perumusan suatu kebijakan luar negeri tidak dideterminasi oleh adanya kepentingan nasional yang mangakar. Dalam hal ihwal perlintasan keluar dan masuknya orang ke dalam wilayah Indonesia, terdapat suatu kebijakan keimigrasian yang berhubungan dengan asas bebas aktif Indoneisa berupa Kebijakan calling Visa terhadap Negara Israel dan pemberlakuan Bebas Visa Kunjungan terhadap Negara Taiwan. Berdasarkan latar belakang politisnya, Pemerintah Indonesia tidak mendukung kedua negara tersebut dalam ranah hubungan diplomatik, dikarenakan Indonesia menaruh keberpihakan kepada Palestina atas dasar perjuangan religi dan menaruh keberpihakan kepada Tiongkok atas dasar kesepahaman gagasan “One China”. Berdasarkan perspektif realisme yang melibatkan unsur kebijakan asing dan arah politik negara, Pemerintah Indonesia melalui instansi imigrasi mengedepankan aspek Selective policy yang menimbang adanya unsur kebermanfaatan secara ekonomi dan politis dalam pemberlakuan kebijakan calling visa dan Bebas Visa Kunjungan terhadap dua negara yang bersangkutan.

Abstract

Abstract. The implementation of e-government has become a strategic step in enhancing efficiency and transparency in public services, and it holds potential for reducing blue-collar crimes such as corruption and embezzlement. This study analyzes the application of e-government in Indonesia, with a particular focus on its role in preventing blue-collar crime within the public service sector. Using a qualitative approach and case study methodology, the research identifies factors influencing the effectiveness of e-government in crime prevention. The findings indicate that, while e-government has significant potential to improve the quality of public services, its success is heavily dependent on factors such as technological infrastructure, human resource competencies, and supportive policies and regulations. This research contributes valuable insights into the role of e-government in preventing blue-collar crime and offers recommendations for enhancing e-government implementation in Indonesia.

Abstract

This study analyzes the potential implementation of an Art and Music Visa as a tool to enhance Indonesia's national appeal by strengthening the art and music sectors. Considering the significant contribution of the creative economy sector to the national Gross Domestic Product (GDP), this specialized visa policy is expected to attract international artists and musicians to work in Indonesia, enriching the local creative ecosystem and expanding the reach of Indonesian art and music to global markets. Using a qualitative approach, this study explores the perceptions, needs, and challenges faced by industry stakeholders regarding the proposed visa policy. The SWOT analysis indicates that while the policy holds substantial potential to support the growth of the creative economy, it faces challenges such as complex bureaucratic procedures and competition from more competitive neighboring countries. This research provides evidence-based policy recommendations to support the development of the art and music sectors in Indonesia, while also enhancing national branding as a global hub for arts and culture.

Abstract

This research aims to examine the implementation of the meritocracy principle in the Civil Servant Apparatus (ASN) employment system as an effort to strengthen the values of integrity and national spirit through the perspective of public ethics. Meritocracy is a concept that prioritizes assessment based on qualifications, performance, and individual achievements, rather than on political connections or nepotism. In the context of the ASN, the meritocratic system seeks to ensure that promotions, appointments, and rewards are given to individuals based on the achievements and competencies they have demonstrated. The implementation of the meritocracy system is expected to encourage ASN members to continuously improve the quality of the public services they provide. By considering performance and competency factors, it is hoped that ASN members will be more motivated to enhance their abilities and knowledge. This is also expected to reduce the practices of corruption and nepotism that often occur in non-meritocratic-based employment systems. This research will also analyze the challenges and obstacles that may arise in implementing a meritocratic system in ASN employment. Factors such as cultural resistance and policy sustainability will be the main focus of this analysis. Additionally, this research will discuss strategies and recommendations to overcome these challenges and strengthen the implementation of the meritocracy system.
