Abstract

This study aims to determine and analyze the Leadership of the All Indonesian Village Government Association (APDESI) in Ketungau Tengah District, Sintang Regency and to identify and analyze the factors that become obstacles in the Implementation of the Leadership of the All-Indonesian Village Government Association (APDESI) in Ketungau Tengah District. . This study uses a qualitative method with a descriptive approach. The result of this research is that the implementation of guidance and direction by (APDESI Leader) shows that it is still low, because coaching in the form of guidance has not been carried out continuously. This can be seen from the existence of APDESI adherence in implementing ADEPSI leadership regulations such as violations of working hours and the lack of strict sanctions given such as light warnings while the violations committed are quite severe. The obedience of APDESI in carrying out tasks seems to be still low, because not all APDESI (subordinates) have carried out orders from their superiors perfectly, such as completing tasks not on time that has been determined by their superiors. The leadership of APDESI in carrying out the leadership function of APDESI towards APDESI has not been carried out optimally in strengthening the existence of village government in Ketungau Tengah District, Sintang Regency due to the lack of coordination, facilitation, mediation, and advocacy in the government and village communities. ADEPSI leadership towards the head as a chairperson element in the village government environment, APDESI administrators are required to be able to carry out their duties in accordance with the corridors of the regulations set out in the APDESI articles of association. ADEPSI leadership fostering towards APDESI can empower village governments, village institutions and village communities, forge partnerships and strengthen the position of village existence as the foundation of governance in Indonesia. In implementing to achieve goals, APDESI should carry out the ADEPSI leadership expected by the organization, by paying attention to matters relating to TUPOKSI both by the chairman and members. As well as the APDESI leader in providing action to APDESI members who violate the regulations in the APDESI budget must be carried out strictly to maximize the implementation of village government oriented towards good government (Good Government) in realizing an increase in community welfare in accordance with the hopes and desires of the village community.

This is shown often the happening of inventory levying by repeatedly to result the inventory use used in is not maximal. Abstract

Writing a thesis in this study entitled: "Implementation of the Rice Farmers Insurance Program (AUTP) in Improving the Welfare of Farmers in Ambalau District, Sintang Regency". The aim of this research is To find out the implementation of the Rice Farmers Business Insurance Program (AUTP) in improving the welfare of farmers in Ambalau District, Sintang Regency. This is to determine the supporting and inhibiting factors for the Implementation of the Rice Farmers Business Insurance Program (AUTP) in improving the welfare of farmers in Ambalau District, Sintang Regency. The result of this research is the Organizing of the Farmers' Rice Business Insurance Program in Ambalau District, Sintang Regency. As a form of the government's support in protecting farmers from the risk of crop failure, the Ministry of Agriculture, starting in 2019, has implemented Rice Farming Insurance (AUTP). Rice farming insurance is expected to provide protection to farmers in the event of crop failure as a result of the risk of flooding, drought and pest attacks, transfer losses to other parties through insurance coverage, and be able to provide education to farmers in managing risks and a good farming system. One form of activity to ease farmers in paying premiums, in the early stages of expanding the AUTP trial, including providing premium assistance to farmers participating in AUTP. Interpretation of Organizing Farmers' Rice Business Insurance Program in Ambalau District Sintang Regency Location Criteria AUTP is implemented in irrigated rice fields (technical irrigation, semi-technical irrigation, rural / simple irrigation, and tidal / swampy swamps that already have a functioning water system) and rainfed lowland areas where water sources (surface water and groundwater) are available, prioritized in the area of ​​rice production centers, prioritized in the area where rice Upsus is administered and / or synergized with central government and regional government programs. The location is located in one stretch. Guaranteed Risk AUTP guarantees damage to the insured crops caused by flooding, drought, and pest attacks with the following limitations. Flooding is the inundation of agricultural land during a period of plant growth with a certain depth and period of time, thereby reducing crop production rates. Drought is the unfulfilled need for plant water during a period of plant growth which results in not optimal plant growth, thereby reducing the level of crop production. Plant Destruction Organisms (OPT) are organisms that can disturb and damage plant life or cause death in food plants, including inside: Plant pests: Stem borer, brown planthopper, stinker, rats, armyworms, and golden snails.

Abstract

Writing a thesis in this study entitled: "Empowerment of State Civil Servants (ASN) in the Department of Agriculture, Fisheries and Food Security in Sintang Regency". The purpose of this study is to describe the implementation of apparatus empowerment in the Department of Agriculture, Fisheries and Food Security in Sintang Regency. This is to find out the factors that influence the empowerment of the State Civil Apparatus within the Department of Agriculture, Fisheries and Food Security in Sintang Regency. Research results In empowering the employee apparatus at the Department of Agriculture, Fisheries and Food Security, Sintang Regency, giving trust by the leadership in granting authority to subordinates is always used as the basis for carrying out tasks in the service environment so that employees with their obligations convey accountability in accordance with the program orientation specified in job description. Besides the authority given by the leadership is clear according to the mechanism that has been determined, besides that the provision of support by the leadership of the staff feels motivated because of the attention given by the superior so that the expected performance can be achieved. Capability of Civil Servants in the Department of Agriculture, Fisheries and District Food Security The hedgehog is low. This is due to the large number of staff shortages. Therefore, prioritizing placement in areas that are quite urgent. An adequate number of employees does not guarantee the smooth running of services aimed at the community if these employees do not understand the substance of their duties properly. Therefore, the delegation of authority must be based on needs by referring to the needs of each division in the service. The delegation of authority based on needs can foster empowerment so as to spur the morale of the employees concerned.

Abstract

This study aims to determine how the implementation of the Smart Indonesia Program (Pip) (Case Study at Sekolah Menengah Pertama Negeri 1 Dedai ) Dedai Regency. Since the reformation era and the enactment of the regional autonomy law, namely Law Number 22 of 1999 concerning regional government, and Law Number 25 of 1999 concerning financial balance between the center and regions (now being refined into Law Number 23 of 2014). The objectives to be achieved in this study are: To determine the process of implementing the Smart Indonesia Program at Sekolah Menengah Pertama Negeri 1 Dedai (PIP-SMP) Dedai Regency. The organization in proposing PIP recipients, which often occurs when duplicate data is submitted to the sekolah and to be included in the system, is a problem because there are still many separate proposals that do not meet the criteria that should receive PIP assistance. Interpretation in distribution for PIP recipients always faces obstacles such as the transfer of financial institutions / banks that collaborate with the government for disbursement of PIP recipient funds so that it requires a fairly long process for each transfer.

Abstract

Ibu kota suatu negara merupakan bagian penting dalam pemerintahan suatu negara, hal ini tentunya berlaku di setiap negara, salah satunya Indonesia. Pada rapat paripurna DPR RI 2022, pemerintah menyepakati rencana pemindahan ibu kota negara nusantara (IKN) dari Ibu Kota DKI Jakarta ke Provinsi Kalimantan Timur. Pemindahan ibu kota dilatarbelakangi oleh beratnya beban DKI Jakarta sebagai pusat pemerintahan Indonesia dan berkurangnya ketimpangan ekonomi dengan pulau lain. Dipilihnya Provinsi Kalimantan Timur sebagai ibu kota karena daerahnya dinilai sudah siap dari berbagai aspek, namun ada juga pendapat sebaliknya yang mengatakan bahwa perpindahan IKN belum sepenuhnya siap. Pro dan kontra pemindahan ibu kota tentunya mendapat banyak pendapat berbeda dari berbagai pihak. Oleh karena itu, tujuan penulisan jurnal ini adalah untuk melihat apa saja potensi atau keunggulan wilayah Kalimantan Timur terhadap pembangunan ibu kota Nusantara (IKN).

Abstract

Presidential Instruction No. 3 of 2003 about national policies and goals for e-government development shows the government's commitment to using information technology (IT) infrastructure to carry out government functions. Under Presidential Instruction No. 3 of 2003, the government directed various government agency officials, including governors and regents/mayors, to carry out measures to implement e-Government on a national scale. They were also instructed to develop and execute subsequent plans, collaborate with the Minister of State for Communications and Information, and ensure the president's instructions were implemented to the best of their abilities. This study focuses on identifying and addressing issues, therefore the researcher aims to understand the elements that affect the implementation of the SELEDRI programme, which has not been effective in building e-government at the Population and Civil Registration Service of Kubu Raya Regency. Abstract

The Nibakng tradition is a vital cultural heritage that embodies local wisdom and is closely tied to the community's identity. However, with the rapid advancement of globalization and modernization, the tradition faces the risk of disappearing. This study aims to analyze cultural promotion policies and their role in preserving the Nibakng religious practice, which is embraced by the Dayak Bidayuh community in the border region of Siding District, Bengkayang Regency, West Kalimantan Province. A qualitative approach was employed, using in-depth interviews with local communities, traditional leaders, and policymakers, alongside document analysis of cultural promotion policies. The findings revealed that while these policies have contributed to the preservation of Nibakng, several obstacles remain, such as limited budget allocation, insufficient focus on involving younger generations, and challenges in local implementation. The study concludes that cultural promotion policies can help strengthen local cultural identity if they are supported by collaboration among local governments, traditional institutions, and communities. This research emphasizes the need for more comprehensive policy improvements, greater youth involvement, and enhanced cross-border cooperation with neighboring countries to ensure the sustainability of the Nibakng tradition, ultimately fortifying national identity in the border region.

Abstract

This study aims to analyze the success of the Sipemuda Online E-Government system implemented in the Kubu Raya District. As digital transformations continue to shape governance, the Sipemuda platform stands as a prominent example of utilizing technology to enhance public services and administrative efficiency. The research employs a mixed-methods approach, combining quantitative data analysis and qualitative assessments through surveys, interviews, and document analysis. The quantitative aspect of the analysis focuses on key performance indicators (KPIs) such as user adoption rates, transaction volumes, and system uptime. By examining these metrics, the study aims to measure the system's effectiveness in reaching and engaging the target audience. Additionally, data security and privacy concerns are assessed to ensure that citizens' information is adequately protected. On the qualitative front, the research delves into the user experience and satisfaction levels through surveys and interviews with both citizens and government officials. Understanding the perspectives of end-users and administrators provides valuable insights into the strengths and weaknesses of the Sipemuda system. This qualitative analysis also explores any challenges faced during the implementation process and ongoing operation, shedding light on potential areas for improvement. Furthermore, the study investigates the impact of Sipemuda on administrative processes, efficiency gains, and the overall transparency of governance in Kubu Raya District. By analyzing the integration of the e-government system with existing administrative structures, the research aims to identify best practices and areas where further enhancements can be made. The findings of this analysis contribute to the broader discourse on the effectiveness of e-government initiatives in enhancing public services and governance.
