Abstract

The management of Sebanjar beach tourism objects is one form of improving the welfare of the community through the provision of supporting facilities and infrastructure. However, this management requires strategic power relations as the main means of managing tourism objects. This study examines the management of tourism objects that are hampered by the lack of power relations between the government and land owners at the location of the tourist attraction. This study seeks to determine and analyze the power relations in the governance of Sebanjar beach tourism objects in Alor Regency. This study aims to reveal the power relations held by the government towards the surrounding community and as land owners. The theory used is the theory of power put forward by Michael Foucault to support researchers in determining and analyzing the power relations of the management of Sebanjar beach tourism objects. Researchers use a qualitative approach with a case study research type. Data collection techniques include observation, interviews, and documentation. The results of this study prove that the management of tourist attractions does not always prosper the community. This is because there is a lack of power from the government as the manager of the Sebanjar beach tourist attraction. In the management process, there is an obstacle because the land owner claims that the land they have built is tribal land, not individual land where the land was donated by a family who has limited human resources and as the land owner asks for management to be carried out in a balanced manner. The conclusion of this study is the lack of power relations by the government towards the landowner community and the local community.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi politik Calon Legislatif Partai Kebangkitan Bangsa (PKB) Daerah Pemilihan I dalam upaya memenangkan kursi Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Rote Ndao pada Pemilihan Umum Tahun 2024. Fokus penelitian diarahkan pada tiga dimensi strategi, yaitu strategi berbasis adat, strategi sosial berbasis modal sosial, dan strategi modern melalui pola komunikasi politik. Pendekatan ini dipadukan dengan penelusuran terhadap pola hubungan patron–klien yang secara kultural masih mengakar dalam masyarakat Rote Ndao. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan sembilan narasumber yang terdiri dari tokoh adat, tokoh masyarakat, tokoh pemuda, tokoh perempuan, tim sukses, serta masyarakat pemilih. Teknik analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang digunakan sebagai pisau analisis adalah teori modal sosial Pierre Bourdieu dan teori strategi politik Henry Mintzberg. Hasil penelitian menunjukkan bahwa strategi politik calon legislatif menggabungkan pendekatan adat, sosial, dan modern secara simultan. Strategi berbasis adat tampak melalui kedekatan calon dengan lembaga adat Takatein serta penghormatan terhadap nilai budaya lokal, yang menjadi sumber legitimasi moral. Strategi sosial dibangun melalui jejaring sosial jangka panjang, keterlibatan dalam kegiatan sosial-keagamaan, dan kedekatan emosional dengan masyarakat, sehingga membentuk modal sosial yang kuat.

Abstract

This research is entitled "The Role of Maneleo in Conflict Resolution in East Busalangga Village, Northwest Rote District, Rote Ndao Regency". The main focus of this research is to examine in depth the role of Maneleo, which is the term for the highest tribal chief in the traditional social structure in East Busalangga Village, in resolving conflicts that occur within the community. Each leo or tribe in this village has its own social structure, with the highest layer called mana leo (leo mane), who holds the highest authority in customary decision-making. The purpose of this research is to determine the role of Maneleo in resolving conflicts according to customary law in East Busalangga Village. The research uses a descriptive method with a qualitative approach, so that it is able to describe the real conditions in the field based on data obtained from interviews, observations, and documentation. The results of the study indicate that Maneleo has a central role in the conflict resolution process. Although the village head, traditional head, and community leaders are involved in the mediation and discussion process, the final decision remains in the hands of Maneleo. Their roles include mediation (compromise), unifying conflicting communities (unifying), and preserving customary and cultural values (adat/budaya). With a deep understanding of customary norms and social conditions, Maneleo are able to resolve conflicts peacefully, maintain harmony, and prevent divisions within the community. This research confirms that Maneleo are not merely symbols of customary leadership, but key figures in maintaining local social and cultural stability. This role also demonstrates that customary-based conflict resolution mechanisms remain highly relevant in rural communities, particularly in the Rote Ndao region.
