Abstract

The current political campaign has developed taking advantage of technological developments. New campaign platforms are provided by technological sophistication that makes it easier for people to access social media, which is then used by political elites to maximize social media opportunities for campaigns. The electoral strategy is needed by every candidate participating in the general election, as well as by candidates for regional leaders who participate in the regional election campaign, including Victory-Joss, who participated in the 2018 NTT Pilgub Competition. must try to reach the entire NTT region, which is an island province, in order to introduce itself, to convey political messages to almost all NTT people so that they can become better known and all their best intentions for NTT can become known. This requires an expansion of Victory Joss campaign teams, social media as one of the Victory Joss campaign packages, to reach the broader community. The aim of this study is to find out and explain how Victory-Jos became politically active in the regional elections in the province of East Nusa Tenggara in 2018 via social media. As research, qualitative research is used. The data in this study was collected through interviewing techniques and document collection. The results showed that the campaign strategy through online media running on the Victory Joss package was to form a media team using social media as a media campaign for Victory Joss packages. This media team then went through the Agenda Setting, Framing, and Priming mechanisms to pack The focus of the Victory Joss package to be promoted on social media includes product orientation, candidate orientation, and ideology orientation, to promote positive public opinion on Victory-Jos to influence. Social Media Reached Victory-Jos's winning team consists of five social media commonly used by the community, namely Facebook: @ Victoryjoss4NTT, Twitter: @Victory_joss, Instagram: @Victory_joss, and Youtube: Victory-Joss.

Abstract

Desa sebagai salah satu pilar pembangunan di wilayah desa harus mengedepankan partisipasi masyarakat sebagai aspek utama dalam mendukung pembangunan di desa. Pengembangan pariwisata desa untuk menunjang kesejahteraan masyarakat haruslah berlandaskan pada pendekatan pembangunan pariwisata berbasis Community Based Tourism (CBT). Dalam pendekatan ini partisipasi masyarakat adalah pondasi utama pengembangan pariwisata sehingga masyarakat bukan lagi objek pembangunan tetapi subjek utama dari pembangunan pariwisata. Pelaksanaan kegiatan pengabdian kepada masyarakat dilaksanakan dengan metode sosialisasi dan diskusi bersama pemerintah desa dan masyarakat desa Uitiuhtuan. Hasil yang dicapai adalah masyarakat disadarkan untuk turut memberi perhatian dan partisipasi terkait pembangunan pariwisata di pantai Liman. Sumber daya manusia akan dipersiapakan untuk menunjang kegiatan pariwisata dan perhotelan di desa Uitiuhtuan. Masyarakat tidak akan menjual tanah kepada para investor sehingga kewenangan masyarakat untuk mengontrol dan menikmati pariwisata tetap ada untuk mencegah privatisasi wilayah pariwisata pantai Liman. Program Studi Ilmu Politik akan menjadikan Desa Uitiuhtuan sebagai desa binaan untuk mengawal pengelolaan dan pembangunan pariwisata Pantai Liman.

Abstract

This study aims to determine and describe the political communication strategy through the Political Marketing strategy in Winning the 2024 Belu Regency Regional Head Election in the Winning of Willy Lay-Vicente Hornai, the Pair of Regent and Deputy Regent of Belu Regency. This study uses a descriptive approach with a qualitative method, and utilizes the theory of political marketing strategy. The data collection techniques used are observation, interviews, and documentation. The data analysis technique uses three stages, namely data reduction, data presentation, and verification/drawing conclusions. The results of the study show that the political marketing approach carried out by the Winning of the 2024 Belu Regency Regional Head Election in the Winning of Willy Lay-Vicente Hornai, the Pair of Regent and Deputy Regent of Belu Regency, succeeded in winning the election with a valid vote of 46,173 votes in the 2024 Belu Regency regional head election. The two main methods used are direct and indirect approaches. The direct approach includes face-to-face interactions such as door-to-door campaigns and participation in social activities. The social activities are carried out in the form of political education campaigns and economic and social empowerment programs in rural areas, including farmer programs, cooperatives, and micro, small and medium enterprises. This direct approach has proven to have a significant positive impact in reaching various levels of society. Meanwhile, the indirect approach utilizes social media to disseminate information related to campaign activities and regional head candidates. This helps build a positive image of the Regent pair and expands the reach of political messages.

Abstract

Penyelenggaraan pemilu di Indonesia masih menghadapi permasalahan klasik seperti politik uang, politik identitas, kampanye hitam, dan penyebaran hoaks yang berpotensi merusak kualitas demokrasi. Permasalahan ini semakin kompleks ketika pemilih pemula tidak memiliki literasi politik yang memadai. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan literasi politik dan kesadaran partisipatif siswa sebagai pemilih pemula di SMA Katolik Santo Ignatius Loyola Komodo menjelang Pemilihan Kepala Daerah (Pilkada) November 2024. Metode yang digunakan adalah pendekatan partisipatif dan interaktif melalui workshop, Focus Group Discussion (FGD), sharing session, evaluasi, dan tindak lanjut. Materi yang diberikan mencakup sistem kepemiluan dan pendekatan perilaku pemilih dari mazhab sosiologis, psikologis, dan rasional. Hasil kegiatan menunjukkan peningkatan pemahaman siswa terhadap pentingnya berpartisipasi dalam pemilu, munculnya sikap kritis terhadap isu dan kandidat, serta terbentuknya kesadaran politik yang membebaskan mereka dari apatisme. Kegiatan ini berkontribusi dalam membentuk karakter pemilih muda yang sadar, rasional, dan bertanggung jawab.

Abstract

This study explains the POLITICAL COMMUNICATION STRATEGY OF THE CHRISTIAN WIDODO – SERENA FRANCIS PAIR IN THE MAYORAL ELECTION OF KUPANG IN THE 2024 REGIONAL ELECTION. This study aims to determine the political strategy of the Christian Widodo – Serena Francis pair to win the 2024 regional election in Maulafa sub-district. The approach in this study is Qualitative. The results of the study show that the candidate pair for Mayor and Deputy Mayor of Kupang, dr. Christian Widodo and Serena Francis (CS'an), led the vote count in the 2024-2029 Kupang City Regional Head Election (Pilkada). Based on the provisional results of the C1 Plano tabulation recapitulation conducted by the CS-an Center, which was collected from 552 Polling Stations (TPS), this pair won 36.29% of the vote or 68,853 votes, significantly ahead of their closest competitor, Jefri-Adinda, who won 26.4% of the vote or 50,192 votes. CS'an dominated in five of the six sub-districts in Kupang City, namely Kota Lama, Kelapa Lima, Maulafa, and Oebobo. It can be concluded that Christian Widodo and Serena Francis' political strategies show consistency in building narratives that are relevant to the needs of the community, especially in the areas of local economic empowerment and public service reform. They optimize social media and digital communication to reach young voters, strengthen public engagement, and shape their image as adaptive and modern leaders. Both build strategic coalitions with civil society groups and youth organizations that expand their electoral reach, especially in urban and semi-urban areas. Serena Francis specifically raises the issue of women's representation and political inclusivity, which has succeeded in attracting the attention of women and marginalized groups.

Abstract

This study aims to analyze the winning strategy of the candidate pair Ratu Wulla and Angga Kaka in the 2024 Regional Head Election (Pilkada) of Sumba Barat Daya Regency. The main focus of this research is how the Ratu-Angga pair gained public support, particularly after Ratu Wulla's controversial decision to resign from her seat in the House of Representatives (DPR RI) to run for Regent. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation.The primary theoretical framework used is Adman Nursal’s 3P political marketing strategy, which includes Push Marketing, Pull Marketing, and Pass Marketing. The findings show that Push Marketing, through face-to-face campaigns and social activities, succeeded in building emotional ties with the community. Pull Marketing effectively utilized social media to reach younger voters. Meanwhile, Pass Marketing was carried out by involving traditional leaders, religious figures, women, and youth who hold strong influence in society. These three strategies were applied synergistically and proved effective in transforming negative public perception of Ratu Wulla resignation into significant political support.The victory of the Ratu-Angga pair, with 49.03% of the valid votes, indicates the success of an inclusive, adaptive, and locally responsive political communication strategy. This research contributes significantly to the understanding of voter behavior dynamics and campaign strategies in the context of local politics in Indonesia.

Abstract

This study focuses on the governance of non-extractive natural resources on the Nemberala coast. More specifically, this study aims to trace the access mechanism and power relations of foreign capitalists and the government in the development of resorts, villas and cafes in the Nemberala coastal area, Rote Ndao Regency as a means of supporting tourism and what the implications are for local communities. This study uses two access mechanism approaches, Nency Peluso's Access theory (1992) and Nanang's (2021) elements of political analysis of natural resources as units of analysis. This study uses a single case study strategy with a qualitative inductive research approach. This study found that discourse and material power can change the composition of power and values ​​in an area in the form of domination as an exercise of power. Apart from that, this study found that material power operates at a closed spatial level so that in the land acquisition process on the Nemberala coast unconstitutional practices occur. The study of natural resource governance shows that there are three key actors in the governance of Nemberala's coastal natural resources, namely the government, foreign capitalists and land-owning communities. On the other hand, capitalization, privatization and commodification arise due to the globalization of the tourism market or the internationalization of tourism. Placing tourism in the capitalist space means that natural resource management will discuss who gets what, where it gets it, and how it gets it.

Abstract

The weakening of party identification has become a unique phenomenon from year to year, in the context of elections this weakening has caused several negative effects, one of which is the practice of money politics that is increasingly massive in society. In other words, strong party identification will reduce the practice of money politics. This hypothesis will be tried to be proven by this research by looking at the influence of party identification on money politics that occurs in the community, especially in the Presidential and Vice Presidential Elections in Kupang City in 2024. The method used in this study is a quantitative method using a survey technique of 440 respondents spread across six sub-districts in Kupang City. The conclusion obtained in this study is that party identification does not have a positive impact on public acceptance of money politics. The weak identification of parties in Kupang City is caused by the structure and institutionalization of political parties that are not running optimally. On the other hand, the people of Kupang City tend to prioritize a person's character rather than party identification. The results of the 2024 election again prove that the identification of community parties in Kupang City is still quite low.

Abstract

This study analyzes the politics of spatial planning in the land-use conversion of the Bowosie Forest in Labuan Bajo as part of the National Strategic Project (PSN) for tourism development. The transformation of the forest into an economic tourism zone demonstrates that spatial planning is not neutral, but rather an arena of power relations among the state, investors, and local communities. Through regulatory instruments such as revisions of the Regional Spatial Plan (RTRW), ministerial decrees on forest release, and the granting of Management Rights (HPL) to BPOLBF, the state has facilitated tourism investment and the commodification of space. Using a qualitative approach and David Harvey’s theory of Accumulation by Dispossession, the study finds that these policies have produced three forms of exclusion: spatial exclusion (loss of access to land and water sources), political exclusion (limited community participation in decision-making), and economic exclusion (development benefits concentrated among investors). The village government occupies a structurally limited position due to the top-down nature of the policy framework. The study concludes that the conversion of the Bowosie Forest reflects a process of capital accumulation legalized through state regulation, highlighting the need for more inclusive and socially just spatial planning.

Abstract

This study aims to examine gambling practices in the 2024 Regional Head Election (Pilkada) of West Sumba Regency, particularly in Wanukaka District. The research employs a qualitative approach with a case study method to understand the forms of gambling practices, the motives behind them, and the meanings attached by the community to this phenomenon within the context of local politics. Data were collected through in-depth interviews, observations, and documentation involving purposively selected informants. Data analysis was conducted using a descriptive qualitative method with a phenomenological approach to gain a deeper understanding of community experiences and perceptions. The findings reveal that gambling practices during the Pilkada are not solely driven by economic motives or the expectation of financial gain but are also influenced by political and social factors. Gambling is perceived as a means of predicting election outcomes, interpreting political dynamics, strengthening group solidarity, and expressing support for particular candidates. This phenomenon has evolved into a social habit considered acceptable by some members of the community despite being contrary to existing legal provisions. The existence of gambling practices in local elections affects political behavior, has the potential to influence voters’ political choices, and contributes to challenges affecting the quality of local democracy and the integrity of the electoral process.
