Abstract

This study aims to analyze the social media strategies used by the incumbent candidate pair, Edistasius Endi and Yulianus Weng (Edi-Weng), in the Regional Head Election (Pilkada) campaign of West Manggarai Regency. The main focus of this research is how social media is utilized to build personal branding, communicate work programs, and interact with the public amidst rapid information technology developments. The research method used is qualitative, with data collection techniques through in-depth interviews with the incumbent candidates, social media administrators, campaign chairs, and representatives of the supporting political parties. The results indicate that the Edi-Weng pair uses social media, particularly Facebook, as their primary communication channel due to its extensive reach to rural villages in West Manggarai, where approximately 59.61% of the population are users. The strategy implemented focuses on a narrative of continuity through the jargon "Selling Evidence, Not Promises," where the content presented consists of real videos and photos of infrastructure achievements and public facilities from their previous term.Furthermore, the study finds that digital campaign effectiveness is supported by strong integration between the creative team and the supporting political party machinery Hanura, Gerindra, PKS, PKB, PBB, NasDem, and PDIP to distribute content organically and maintain the harmonious image of the candidates. Social media also serves as a tool to build emotional closeness with citizens and counter fake news (hoax). Overall, the incumbent's social media strategy is tactical and measured, utilizing interaction data and platform trends to dominate public discourse in West Manggarai Regency.

Abstract

This study examines the supervisory role of the Village Consultative Body (BPD) in promoting community empowerment through tourism development in Anakoli Village, Wolowae District, Nagekeo Regency. The research is motivated by the underutilization of the village’s tourism potential, particularly Kota Jogo Beach, where inadequate supporting infrastructure, including shelters, public sanitation facilities, and organized spaces for local vendors, has limited tourism development and reduced opportunities for community economic participation. Effective supervision by the BPD is considered essential to ensure that tourism development programs not only focus on physical infrastructure but also strengthen community participation and local economic empowerment. This research adopted a qualitative descriptive approach. Data were obtained through field observations, in-depth interviews, and documentation involving the Chair of the BPD, the Village Head, and community representatives as key informants. The collected data were analyzed using data reduction, data presentation, and conclusion drawing to provide a comprehensive understanding of the implementation of the BPD’s supervisory function. The findings indicate that the BPD has performed its supervisory responsibilities through preventive, detective, and corrective supervision. Preventive supervision is conducted during planning and budgeting, detective supervision during program implementation, and corrective supervision through evaluation and recommendations for improvement. Nevertheless, the implementation remains less than optimal due to limited institutional capacity, weak coordination between the BPD and village government, low community participation, and the absence of sustainable tourism management. Strengthening the institutional capacity of the BPD, enhancing collaboration among stakeholders, and increasing community involvement are necessary to improve tourism-based empowerment, promote sustainable local development, and enhance community welfare in Anakoli Village.

Abstract

This study examines the low level of community political participation in the 2021 Village Head Election (Pilkades) in Mburukulu Village, Pahunga Lodu District, East Sumba Regency. This phenomenon is interesting to study because the participation rate decreased from 79.5% in 2015 to 59.8% in 2021. This study aims to analyze the factors causing the low level of community political participation and the impact of these factors on Indonesian democracy if left unchecked and the importance of increasing political participation. Mburukulu Village in the 2021 Village Head Election (Pilkades). This study uses a descriptive qualitative method, relying on data from interviews, observations, and field documentation. The analysis is based on Ramlan Surbakti's Political Participation theoretical framework (regarding socio-economic factors and political awareness). Based on Ramlan Surbakti's theory, it explains that low participation is caused by political awareness, trust in the political system and other factors. The results of the study indicate that low political participation is characterized by: First, low public trust in the village political system, where people believe that participating does not bring change or has no impact on their lives. Second, low public political awareness. This condition creates apathy and a parochial-passive political culture, eliminating citizens' initiative to get involved in the election process. Second, third, the socio-economic situation of the community where the orientation is on work and economic needs of the community, or the dominance of daily economic pressures. The Mburukulu community, whose occupations are predominantly farmers, livestock breeders, and fishermen, influences motivation to get involved, namely prioritizing work that provides measurable financial benefits, making political participation a secondary choice with long-term benefits.
