Abstract

This study aims to determine the role of the Camat's leadership in improving the performance of human resources at the Medan City sub- district office. The type of research used is descriptive qualitative. With data collection techniques observation, interviews and documentation to retrieve data in the form of writing, behavior, events, and words. Informants in this study were the Head of Medan City as a key informant, employees as the main informant, and the community as additional informants. From the results of research conducted by researchers, it shows that the Camat at the Medan City District Office carries out his role as a leader, always empowers his staff or employees through collaboration, and involves his staff or employees in decision making. And also always provide direction and supervision to every employee in the Medan City District Office. By providing socialization to all employees in determining the priority of employee performance, direction and supervision are always carried out on their performance, but in this case not all fields that carry out their main duties and functions have not carried out in accordance with the Standard Operating Procedures given by the Camat

Abstract

The government in Indonesia is dealing with a serious problem: increasing population growth. Furthermore, the deteriorating Family Planning (KB) program is insufficient to counteract population growth. In this context, alternative efforts or innovations are required, such as a village-level family planning program known as Kampung Keluarga Berencana. This initiative is one of the government's innovations for strengthening the KKBPK program by narrowing the scope of targets to the regional or village level. The site of this study is at Botohilitano Village, Telukdalam Sub-district, South Nias, North Sumatra. The descriptive research method with a qualitative approach was used in this study. The key informants in this study are people who are familiar with the Kampung KB program's implementation, specifically the head of the South Nias P2KBP3A Service and the PLKB of Botohilitano Village. The main informants were two Botohilitano villagers who benefited from the Kampung KB program. One community leader in Botohilitano Village is also a participant in this study. The data was gathered through in-depth interviews and observation techniques. The author then analyzed and explained the data in a qualitative manner. The findings of this study indicate that the implementation of the Kampung KB Program has not been progressing well, as evidenced by the program's termination. Furthermore, there are numerous flaws in various indicators such as resources, inter-organizational relationships, and the implementor's disposition. Suggestions in this study include the need to find a solution by reactivating the Kampung KB program and improving facilities, inter-organizational relations, and the implementor's disposition.

Abstract

This study aims to determine the performance of BUMDes which was established in 2022 based on Village Regulation Number 6 of 2014 concerning BUMDes. This study uses a qualitative research method with a descriptive analysis approach. BUMDes is a village-owned economic body or institution established by the village government to advance the village economy and improve the welfare of the community in accordance with Permendes no. 6 of 2018. Performance evaluation criteria according to Laster and Stiwert (2020) 6 evaluation criteria according to Laster and Stiwert, namely, Relevance, efficiency, effectiveness, learning and impact. The results of the study indicate that the BUMDes Silalahi I program is relevant to be implemented in Silalahi I Village, but in its implementation there is still a lack of relevance between the program and the government, then the lack of effectiveness in the BUMDes program, causing obstacles in implementing the program in assessing BUMDes performance, lack of good cooperation between BUMDes and the community.

Abstract

Penelitian ini membahas Analisis Penerapan Identitas Kependudukan Digital (IKD) Berdasarkan Permendagri No 72 Tahun 2022 Dalam Meningkatkan Kualitas Pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi. Metode Penelitian yang digunakan adalah Deskriptif Kualitatif dengan mengumpulkan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan Identitas Kependudukan Digital menghadapi berbagai tantangan, termasuk keterbatasan infrastruktur teknologi, kurangnya kesiapan masyarakat serta masalah teknis seperti lupa PIN atau password. Meskipun Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi telah melakukan berbagai upaya sosialisasi melalui program Jempol Siturang dan kebijakan administrasi kependudukan, tingkat aktivasi Identitas Kependudukan Digital masih rendah dibandingkan dengan yang jumlah penduduk pemilik e- KTP. Namun penerapan Identitas Kependudukan Digital memberikan dampak positif dalam meningkatkan efisiensi pelayanan adminitrasi kependudukan. Penelitian ini merekomendasikan penambahan sumber daya manusia, peningkatan infrastruktur teknologi serta jaminan keamanan data untuk mendorong penerapan Identitas Kependudukan Digital secara luas.

Abstract

This study aims to analyze the village government's strategy, inhibiting and supporting factors in increasing community participation in village development planning based on Law No. 3 of 2024 concerning Villages. Community participation in village development planning is a key factor in achieving effective and sustainable development. However, based on previous research findings, community participation in the Development Planning Deliberation (Musrenbang) still faces various challenges, such as low levels of participation, lack of community understanding, and incompatibility of implementation time with daily community activities. This study uses a descriptive qualitative approach with data collection methods through interviews, documentation. Research informants consisted of the Village Head, Village Consultative Body (BPD), and the community of Tanjung Beringin I Village. Data analysis was carried out with reference to Geoff Mulgan's (2009) government strategy theory, which includes five main indicators: objectives, environment, direction, action, and learning. The results of the study show that the village government has implemented various strategies to increase community participation, such as adjusting the Musrenbang schedule with community activities, taking a direct approach, and using social media for socialization. However, there are still obstacles such as community apathy, difficult geographical conditions, and distrust of the planning process. Supporting factors for community participation include the suitability of the program to the needs of the community and a strong culture of mutual cooperation.

Abstract

This study aims to analyze the application of good governance principles in improving the quality of public services at the North Medan Samsat office. Good governance is a concept that emphasizes the principles of participation, supremacy of law, transparency, responsiveness, special orientation, justice, effectiveness and efficiency, accountability and strategic vision in government management. Good quality of public services is very important to meet public expectations and increase public trust in the government. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. This study involved North Medan Samsat employees and the community as service recipients. The results of the study indicate that the application of good governance principles at the North Medan Samsat Office has been carried out well. Transparency is realized through the provision of clear information related to service procedures, the principle of accountability is seen from the implementation of employee duties in accordance with standard operating procedures (SOP) and the existence of internal supervision. The supremacy of law is implemented with compliance with applicable regulations in the administrative process. Although the application of good governance principles has had a positive impact on public services, there are still several aspects that need to be improved, such as increasing the number of officers at the counter to speed up services and optimizing service technology. Thus, the implementation of the principle of good governance is more optimal, it is expected that the service at the North Medan Samsat Office will be increasingly qualified, effective and able to provide satisfaction to the community.

Abstract

Bullying di Sekolah Menengah Pertama merupakan permasalahan sosial yang menghambat terciptanya lingkungan pendidikan yang aman dan inklusif. Pemerintah merespons melalui Permendikbudristek Nomor 46 Tahun 2023 tentang pencegahan dan penanganan kekerasan di satuan pendidikan. Penelitian ini bertujuan untuk menganalisis efektivitas implementasi kebijakan dan program anti bullying di SMP Swasta Methodist 5 Medan dalam perspektif Administrasi Publik. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus, melalui wawancara, observasi, dan dokumentasi. Hasil menunjukkan bahwa pelaksanaan kebijakan dilakukan secara aktif oleh guru Bimbingan Konseling melalui pendekatan moral, spiritual, dan empatik. Namun, belum tersedia struktur kelembagaan formal seperti pembentukan TPPK maupun prosedur operasional yang tertulis. Implementasi kebijakan masih bersifat individual dan belum terintegrasi secara administratif. Temuan ini menunjukkan pentingnya penguatan kelembagaan dan sinergi antar pemangku kepentingan dalam meningkatkan efektivitas kebijakan sebagai bagian dari pelayanan publik di bidang pendidikan.

Abstract

Beasiswa merupakan salah satu bentuk dukungan bagi mahasiswa dalam menunjang keberlangsungan pendidikan mereka. Beasiswa Bank Indonesia (BI) tidak hanya memberikan bantuan finansial, tetapi juga menyediakan berbagai program pengembangan diri bagi mahasiswa penerimanya. Penelitian ini bertujuan untuk menganalisis persepsi mahasiswa terhadap Beasiswa BI, faktor-faktor yang memengaruhi motivasi mereka dalam mendaftar, serta manfaat yang diperoleh dari program ini. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara, studi dokumentasi, serta sumber sekunder dari situs resmi BI. Hasil penelitian menunjukkan bahwa mahasiswa memiliki pandangan positif terhadap Beasiswa BI karena selain memberikan bantuan finansial, program ini juga menawarkan berbagai pelatihan dan kegiatan yang menunjang keterampilan kepemimpinan, komunikasi, serta pengelolaan waktu. Faktor utama yang memotivasi mahasiswa dalam mendaftar adalah kondisi ekonomi, kesempatan untuk mengembangkan diri, dan status bergengsi dari beasiswa ini. Selain itu, transparansi dalam proses seleksi juga menjadi faktor yang meningkatkan kepercayaan mahasiswa terhadap kredibilitas Beasiswa BI. Namun, penelitian ini juga menemukan beberapa tantangan yang dihadapi mahasiswa penerima beasiswa, seperti jadwal kegiatan GenBI yang cukup padat dan terkadang berbenturan dengan perkuliahan. Oleh karena itu, diperlukan kebijakan yang lebih fleksibel dalam pelaksanaan program agar mahasiswa tetap dapat menyeimbangkan antara akademik dan aktivitas pengembangan diri.

Abstract

Government success depends heavily on the effectiveness of oversight. Effective oversight ensures the smooth implementation of work programs, a key factor. This thesis examines how the Village Consultative Body (BPD)'s oversight mechanism effectively oversees the performance of the Village Head in Hilifarokhalawa Village, Fanayama District, South Nias Regency. The BPD in Hilifarokhalawa Village is obligated to ensure that the village head operates in accordance with regulations and in the interests of the village community. However, the reality on the ground shows that the implementation of this oversight function is not yet optimal. This is evident in persistent community complaints about the village head's performance, the lack of public participation in the decision-making process, and weak communication between the BPD and the village government. These factors can hinder the realization of good and participatory village governance. Home Affairs Ministerial Regulation Number 110 of 2016 serves as a normative framework that clearly regulates the position, duties, functions, authorities, and obligations of the BPD. The regulation explains that the BPD has an oversight function over the performance of the village head, particularly regarding policy implementation, financial management, and strategic decision-making at the village level. Therefore, it is important to assess the extent to which this regulation has been implemented in practice, particularly in Hilifarokhalawa Village. Through this research, the author aims to examine how the Village Consultative Body (BPD) implements its supervisory function in overseeing the performance of village heads, the challenges faced by the BPD, and the efforts that can be made to strengthen its supervisory role. This research is expected to contribute to strengthening the institutional capacity of the BPD and provide input for stakeholders in improving the quality of village governance.

Abstract

The advancement of digital technology has significantly transformed the transportation sector, including the emergence of app-based transportation services such as Grab. As one of the leading online transportation providers, Grab offers easy access, flexibility, and features designed to enhance user convenience. In Medan, this service is widely used by university students as a daily transportation alternative. However, students' perceptions of Grab's service quality vary, particularly regarding safety, comfort, punctuality, and ease of application use. This study aims to analyze the perceptions of Universitas HKBP Nommensen Medan students regarding Grab's transportation services based on these three main aspects. Using a qualitative research method with a descriptive approach, data were collected through in-depth interviews with student users. The findings indicate that students generally perceive Grab as a relatively safe and comfortable transportation service, supported by GPS features and driver identification systems that enhance user trust. However, challenges remain in the accuracy of estimated arrival times due to traffic conditions. Additionally, while the Grab app is considered user-friendly, technical issues such as network disruptions and fare surges during peak hours persist. Therefore, periodic service evaluations, improved accuracy in time estimation, and application network optimization are necessary to enhance the user experience.
