Abstract

The formation of the Tapanuli Province is one way to improve the welfare of the community through the acceleration of public services considering that the North Sumatra region is quite large and wide, so that areas far from the provincial capital experience obstacles in terms of provincial government services to the community, as a result, community welfare is always focused on areas around the city of Medan. This study aims to examine and analyze public services in the Tapanuli area, then the researcher conducts an analysis if the Tapanuli Province is formed, services to the community dealing with the provincial government will be easier to reach because the government will be close to each region. This paper uses a descriptive qualitative method. data obtained through literature studies and documentation. The results of this study indicate that with the realization of the provincial government to the Tapanuli region, the government's responsiveness in handling all problems and issues between districts/cities will be faster

Abstract

This study aims to determine the Influence of Celebrity Endorsers on Purchasing Decisions for Scarlett Whitening Skincare at HKBP Nommensen University, Medan. The influence given by celebrity endorsers in this study was measured through Attractiveness, Trustworthiness, and Expertise. The type of research used in this study is a quantitative approach. The population in this study were all HKBP Nommensen University Students in Medan who had or were using Scarlett Whitening skincare products. Based on the Slovin formula, the sample used in this study was 98 respondents. The sampling technique in this study was by using a non-probability sampling technique with Purposive sampling. From the results of this study, it can be concluded that Celebrity Endorsers influence the Purchasing Decision for Scarlett Whitening Skincare at HKBP Nommensen University, Medan.

Abstract

This study aims to analyze the implementation of the Village Fund Direct Cash Assistance (BLT) policy in supporting poverty alleviation efforts in Sijarango I Village, Pakkat District, Humbang Hasundutan Regency. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the Village Fund BLT has been running in accordance with the established mechanism, starting from the data collection process, verification, to the distribution of assistance. The Village Fund BLT is given to extremely poor families and poor families who meet certain criteria, such as losing their livelihoods, having family members with chronic diseases, or living alone. The Village Fund BLT distribution process is carried out transparently and involves the active participation of village officials, the Village Consultative Body (BPD), and community representatives. The main obstacle faced is the absence of bank accounts for some beneficiaries, so the distribution is carried out in cash. In general, the Village Fund BLT has had a positive impact in helping the community meet basic needs and improve economic welfare.

Abstract

This study aims to analyze public perceptions regarding the Family Hope Program (PKH) in Sampuran Village, Muara District, North Tapanuli Regency. The Family Hope Program (PKH) is a social assistance program that is expected to reduce poverty rates and improve community welfare through the provision of conditional cash assistance. This study uses a qualitative approach with a case study method, where data is collected through in-depth interviews, observations, and documentation studies. Research participants consisted of beneficiary families (KPM), community leaders, and other related parties. The results of the study show that public perceptions of PKH in Sampuran Village vary, with most beneficiaries considering this program to be helpful in meeting basic needs, especially in education and health. However, there are also negative perceptions that arise related to the selection procedure which is considered non-transparent and uneven. In addition, some people feel that the assistance provided is still insufficient to significantly improve their standard of living. This study concludes that although PKH has a positive impact on the welfare of beneficiaries, there are still challenges in the implementation of the program that need to be improved to achieve more optimal goals.

Abstract

Entrepreneurial interest among students is a key factor in fostering young, innovative, and independent entrepreneurs. This study aims to analyze the influence of mindset and motivation on the entrepreneurial interest of students at HKBP Nommensen University, Medan. Mindset, particularly a growth mindset, plays a crucial role in shaping adaptive thinking and openness to business opportunities, while motivation, both intrinsic and extrinsic, serves as a primary driver in making entrepreneurial decisions. This research employs a quantitative method with a survey approach. Data were collected through questionnaires distributed to students from various study programs who have an interest in entrepreneurship. Multiple linear regression analysis was used to examine the relationship and influence of independent variables (mindset and motivation) on the dependent variable (entrepreneurial interest). The results indicate that a positive entrepreneurial mindset significantly enhances students' interest in starting a business. Additionally, motivation, especially internal factors such as the drive for financial independence and self-actualization, strongly influences students' decisions to pursue entrepreneurship. Therefore, universities need to develop a more practical entrepreneurship curriculum and implement programs that foster entrepreneurial mindset and motivation to encourage more students to become entrepreneurs.

Abstract

This research aims to analyze the influence of trust and convenience on online purchasing decisions on the Tiktok Shop buying and selling site among students at HKBP Nommensen University, Medan. This research uses quantitative research methods with data collection techniques through questionnaires. The research results show that the trust variable has a t-value of 5,600. The calculated t-value is smaller than the t-table value (5,600<t-table) also indicates that the hypothesis H0 is accepted. The convenience variable has a t-count value of 8.236 with a probability level (sig) of 0.000. Because this value is smaller than the significance level of 0.05, the t-count value which is greater than the t-table shows that the H1 hypothesis is accepted. The purchase decision F-calculated value of 41.233 is much greater than the F-table of 3.09, so H1 is accepted and H0 is rejected. The coefficient of determination of 0.453 indicates that 45.3 variations in purchasing decisions can be explained by the trust and convenience variables, the remaining 54.7% is explained by other factors not included in this research model.

Abstract

This study examines how the Role of Village Head Leadership to Increase Community Participation in Sukandebi Village Development, Naman Teran District, Karo Regency. This research method uses descriptive qualitative research, data collection is obtained through interviews and documentation then processed into narrative form. Key informants in this study are the Head of Sukandebi Village and the Secretary of Sukandebi Village, the main informant is the Village Consultative Body (BPD) of Sukandebi Village and additional informants are the people of Sukandebi Village. The results of this study concluded that the role of the village head to increase community participation in the development of Sukandebi Village, Naman Teran District, Karo Regency, has very good leadership in carrying out his function as the head of Sukandebi village. The village head not only carries out development deliberations, the village head also invites and motivates the community to always work together to carry out mutual cooperation in the development of Sukandebi Village. The low level of human resources, education, and awareness as well as the economic conditions of the community in Sukandebi Village affect their level of participation in village development. Highly educated people can help facilitate the efforts of the village head in conveying information about development programs. It is hoped that the role of the village head in driving community participation efforts in village development activities needs to be maintained and improved.

Abstract

Government success depends heavily on the effectiveness of oversight. Effective oversight ensures the smooth implementation of work programs, a key factor. This thesis examines how the Village Consultative Body (BPD)'s oversight mechanism effectively oversees the performance of the Village Head in Hilifarokhalawa Village, Fanayama District, South Nias Regency. The BPD in Hilifarokhalawa Village is obligated to ensure that the village head operates in accordance with regulations and in the interests of the village community. However, the reality on the ground shows that the implementation of this oversight function is not yet optimal. This is evident in persistent community complaints about the village head's performance, the lack of public participation in the decision-making process, and weak communication between the BPD and the village government. These factors can hinder the realization of good and participatory village governance. Home Affairs Ministerial Regulation Number 110 of 2016 serves as a normative framework that clearly regulates the position, duties, functions, authorities, and obligations of the BPD. The regulation explains that the BPD has an oversight function over the performance of the village head, particularly regarding policy implementation, financial management, and strategic decision-making at the village level. Therefore, it is important to assess the extent to which this regulation has been implemented in practice, particularly in Hilifarokhalawa Village. Through this research, the author aims to examine how the Village Consultative Body (BPD) implements its supervisory function in overseeing the performance of village heads, the challenges faced by the BPD, and the efforts that can be made to strengthen its supervisory role. This research is expected to contribute to strengthening the institutional capacity of the BPD and provide input for stakeholders in improving the quality of village governance.

Abstract

Adapun metode yang digunakan dalam penelitian ini adalah metode kualitatif. Penelitian ini menggunakan pendekatan kualitatif. “Proses penelitian untuk memahami yang didasarkan pada tradisi penelitian dengan metode yang khas meneliti masalah manusia atau masyarakat. Peneliti membangun gambaran yang kompleks dan holistik, menganalisis kata-kata, melaporkan pandangan informan secara terperinci dan melakukan penelitian dalam seting alamiah. Hasil dari penelitian ini menunjukkan bahwa Peningkatan keterlibatan masyarakat dalam pemilihan. Salah satunya melalui program Pendidikan Pengawas Partisipatif (P2P). Meningkatkan kepeloporan masyarakat dalam penegakan hukum dan pengawasan partisipatif serta inovatif, Bawaslu akan kerjasama dan mengembangkan fasilitasi pengawasan partisipatif. Kerjasama dalam pengawasan pemilu dilakukan dengan organisasi kemasyarakatan dan perguruan tinggi. Kerjasama dengan organisasi kemasyarakat dilakukan untuk membentuk simpul pengawasan partisipatif sebagai upaya menggagas pengawasan, dan membuat inovasi pengawasan partisipatif menggunakan teknologi informasi.

Abstract

Penelitian ini membahas mengenai langkah strategi yang di gunakan oleh Dinas Sosial dalam mengimplementasikan program Kelompok Usaha Bersama (KUBE) di Kota Medan (Studi Kasus Kecamatan Medan Sunggal). Metode penelitian yang digunakan ialah penelitian kualitataf. Data penelitian diperoleh dengan Teknik wawancara, dokumentasi dan diskusi terfokus (Fokus Group Discussion). Hasil penelitian menunjukkan strategi yang digunakan Dinas Sosial yaitu "Menurunnya Penduduk Miskin” dengan tujuan yaitu Peningkatan Kesejahteraan Penyandang Masalah Kesejahteraan Sosial (PMKS): maka disusun strategi “Pemenuhan Kebutuhan Dasar Bagi Warga Miskin” dan “Peningkatan Perlindungan Sosial”. Adapun yang menjadi faktor penghambat ialah kurangnya sosialisasi dan komunikasi, peran ganda dan partisipasi anggota. Sedangkan faktor pendukungnya ialah fasilitator dan pendampingan, adanya aktivitas bimbingan pelatihan. Kontribusi KUBE terhadap pengembangan UMKM masih belum terlalu signifikan mengalami peningkatan.
