Abstract

Based on Law No. 6 of 2014 concerning Villages, Article 1 paragraph (2) states that "Village Government is the organizer of government affairs and the interests of local communities in the government system of the Unitary State of the Republic of Indonesia. The Village Government is the Village Head or what is referred to by another name, assisted by Village officials as the organizing element of the Village Government." The problems faced include, among other things, the function of the village head in carrying out village development in Bipolo Village and Oeteta Village must increase enthusiasm, and encourage the community in carrying out village development to involve more of the entire Bipolo Village community and Oeteta Village community in development activities. And provide outreach to the community that the community also has a role to be involved in the implementation of village development. This research aims to find out the function of the village head in carrying out village development in Bipolo Village and Oeteta Village and to find out the factors inhibiting the function of the Village Head in carrying out village development in Bipolo Village and Oeteta Village. The method used in this research is empirical juridical and statutory and primary data and secondary data are used as types of data sources. The research results show that the function of the Village Head is in carrying out village development in Bipolo Village and Oeteta Village. Bipolo village is running quite well because some village development has been realized, but the community is not firm enough to fully support the implementation of village development. Oeteta Village is going quite well because all village development activities are still in the planning stage which will be implemented in 2023. Then, there are two inhibiting factors in implementing the duties and functions of the Bipolo and Oeteta village heads in implementing village development, namely human resources and facilities and infrastructure, which has not been effective in supporting the implementation of village development through increasing the economic, educational and health needs of the community. So researchers need to make collaborative efforts between the community and the village government to implement development in each village. There is awareness of bipolo and oeteta village heads in their duties and functions to prioritize the needs of local communities so that village development can run according to established plans. There is awareness of the village head and village officials to continue to supervise the implementation of village development through all village consultation proposals based on meetings to submit proposals which must be prioritized so that they can be implemented every year.

Abstract

This study discusses two issues, namely: (1) To what extent is the implementation of the function of the Regional Development Planning Agency of North Central Timor Regency in terms of the Regional Regulation of North Central Timor Regency Number 9 of 2008 concerning the Organization and Work Procedures of the Regional Development Planning Agency, Inspectorate and Other Regional Technical Institutions of North Central Timor Regency? (2) What are the factors that are obstacles in the implementation of the functions of the Regional Development Planning Agency of North Central Timor District? The research method used is the empirical method, which is research conducted directly to related parties to obtain primary data directly from respondents. The data collection techniques used are: observation, interviews, and documentation. The results of research and discussion: (1) The implementation of the functions of the Regional Development Planning Agency (BAPPEDA) in terms of Regional Regulation Number 09 of 2008 concerning the Organization and Work Procedures of the Regional Development Planning Agency, Inspectorate and Other Regional Technical Institutions of North Central Timor Regency in the process of regional development planning in North Central Tmor Regency is through Village/Village level Development Planning Deliberations, District Development Planning Deliberation, and finally the District Government Work Plan Development Planning Deliberation where the aspirations and proposals of the community are as a determination of the formation of the Regional Long-Term Development Plan (RPJPD), Regional Medium Term Development Plan (RPJMD) and then make a Regional Apparatus Work Plan (RKPD), as a strategy used by BAPPEDA for development programs in North Central Timor District. (2) Inhibiting factors in the implementation of the function of providing support for the implementation of local government in the field of development planning and the function of guidance and implementation of tasks in accordance with the scope of Bappeda's duties in North Central Timor Regency. There are several obstacle factors such as: Aspects of Geography and Domography related to human resources, aspects of community welfare, aspects of public services, and aspects of regional competitiveness.

Abstract

The village, which is the scope of the organization or is the smallest government structure and is closer to the community, has an important role in carrying out the autonomy mandated by the constitution as a path to a prosperous people. The Village Head has an important role in his position as an arm of the state that is close to the community and as a community leader, while the Village Consultative Body is an institution that carries out government functions. Village governance is a subsystem of the government administration system, so that villages have the authority to regulate and manage the interests of the community. In carrying out a unified government, the relationship pattern between the Village Head and the Village Consultative Body must be balanced and run according to their respective positions, duties and functions, none of which is higher, where both parties have an important role in implementing Village development. This research basically uses juridical-empirical methods. The results of this research show that: (1) The relationship between the village head and the Village Consultative Body is that currently development has not been implemented well from the planning stage to the implementation stage due to poor relations between the Village Head and the Village Consultative Body and (2) Lack of communication channels which can result in miscommunication, misunderstanding and disagreement in development priorities. And the education level of BPD members is also still relatively low.

Abstract

In Kupang City, the implementation of regional regulations on tourism development on Nunsui Oesapa beach has not been carried out properly. Community empowerment and the development of public infrastructure, public facilities, and tourism facilities have not been carried out optimally in accordance with applicable regulations. In order to optimize income from tourism on Nunsui Oesapa beach, by building adequate public infrastructure, public facilities, and public facilities as well as good community empowerment. The results of this study show that: (1) The effectiveness of Kupang City Regional Regulation Number 4 of 2019 concerning the City Tourism Development Master Plan for 2019-2025 at Nunsui Oesapa Beach in an effort to increase the original income of Kupang City has not been effective, (2) The contribution of income from Nunsui Oesapa beach tourism has not contributed well and (3) Factors that hinder the effectiveness of the implementation of Kupang City Regional Regulation Number 4 of 2019 concerning the City Tourism Development Master Plan for 2019-2025 at Nunsui Oesapa Beach in an effort to increase the original income of the Kupang City area, namely legal implementation factors, facilities and infrastructure factors, land ownership factors, and lack of promotional factors.

Abstract

This study explores the function of customary institutions in resolving customary conflicts in Kambata Wundut Village, East Sumba, using empirical methods including interviews, observations, and literature reviews. The findings of this study reveal that customary institutions such as Rato and Kabihu act as mediators in disputes over land, theft, and forest protection through deliberations based on local wisdom. Ceremonies such as Hamayang Kacua Utang and the Wai Humba Festival demonstrate the integration of Marapu spiritual values ​​with ecological protection and cultural identity. Although functioning well as an alternative dispute resolution, customary institutions face challenges due to modernization, lack of regeneration of customary leaders, and inconsistency with national regulations (Law No. 6/2014). Limited community access to customary areas due to administrative expansion and low formal legal counseling make this system increasingly vulnerable. This study recommends strengthening the capacity of customary institutions, aligning government policies with local values, and revitalizing customs through intergenerational education. The sustainability of customary institutions not only protects cultural heritage but also supports socio-ecological justice amidst the changes that occur.
