Abstract

Population growth results in a larger health budget. A health budget is a funding plan created to promote public health. The central government is the source of the health budget through the Deconcentration Fund which comes from the State Budget. This study aims to determine the utilization of the Public Health Efforts budget at Puskesmas X in Medan City. The type of research used is qualitative research with a case study approach. Data analysis techniques using descriptive analysis. Data collection was carried out using observation techniques, documentation and in-depth interviews with informants who manage the health budget. The research informants were the head of the puskesmas, the treasurer, the head of the program implementer, the head of the administrative subdivision and the person in charge of the Community Health Efforts program. Selection of informants using purposive sampling, namely the sample is determined by certain considerations. The results of the study revealed that the utilization of the Community Health Efforts budget of Puskesmas X Medan City has been running in accordance with the provisions. Target accuracy is families, groups and communities help achieve better health development goals.

Abstract

The need and development of health service personnel as an integral part of health development is directed to meet the needs of the number and type of qualified health workers in providing all kinds of health service needs. This study aims to determine the needs of health workers both quantity and quality at the Simalingkar Health Center in Medan City.  This research includes Descriptive Research with a qualitative approach, to find and obtain information about the analysis of energy needs at the Simalingkar Health Center in Medan City. The data and information obtained are then compared with the capabilities currently possessed with those expected for planning managers in the preparation of labor analysis of each work unit associated with the description and specifications of work at the Simalingkar Health Center in Medan City. The types of data used in this study are primary data and secondary data. Primary data are obtained through interviews and observations, while secondary data are obtained through tracing official records (documentation). The results showed that the preparation of health worker planning has been carried out so that the analysis of energy needs both in quantity and quality has been well planned. The number of health workers for the implementation of health services is quite sufficient at the Simalingkar Health Center in Medan City. Where health service personnel at Puskesmas have met the standards, or by the Minister of Health Regulation Number 75 of 2014. That way, the needs and development of health workers are well implemented.

Abstract

Short-term contraceptive methods are predominantly used by 79.2% of participants, while long-term methods account for only 1.0%, far below the RPJMN target of 28.39%. This study aims to assess the implementation of the family planning program at Health Center Rantau Panjang Kiri, focusing on contraceptive preferences and influencing factors. This study employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observation, and documentation. Informants included the head of the health center, the person in charge of family planning services, family planning counseling, and reporting, as well as family planning participants and non-participant couples of reproductive ages. Analysis involved data reduction, presentation, and conclusion drawing. The results showed that the implementation of the family planning program at the Rantau Panjang Kiri Health Center went well. However, communication remains a challenge, as some residents lack understanding and counseling is not consistently provided across all villages. Resources including human resources, facilities, and funding are considered adequate. Implementers show positive attitudes, and the bureaucratic structure follows standard operating procedures. In conclusion, the family planning program has been implemented effectively. In terms of communication, some community members still lack a clear understanding of the program. Regarding resources, the program benefits from trained personnel, adequate facilities, and sufficient financial support. The disposition of the implementing staff is generally positive, as indicated by the minimal number of public complaints. From the bureaucratic perspective, the program is carried out in line with established Standard Operating procedures and fragmentation.

Abstract

Penelitian ini bertujuan untuk menganalisis manajemen budidaya lele di Desa Perdamaian, Kabupaten Langkat, Sumatera Utara dari perspektif Maqasid Syariah sebagai upaya mewujudkan kesejahteraan masyarakat. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa manajemen budidaya lele di desa tersebut telah menerapkan prinsip-prinsip Maqasid Syariah, meliputi perlindungan agama, jiwa, akal, keturunan, dan harta. Pentingnya penerapan prinsip-prinsip ini untuk meningkatkan kesejahteraan masyarakat dari segi ekonomi dan sosial. Namun, untuk memaksimalkan manfaat budidaya lele bagi masyarakat Desa Perdamaian masih ada beberapa tantangan yang perlu diatasi.
