Abstract

This research examines the capacity of the Sardonoharjo village government in implementing village fund management during the pre-pandemic and Covid-19 pandemic era. To study this problem, researchers used implementation theory according to Van Meter and Van Horn. This study uses descriptive qualitative methods and researchers act as research instruments. Data obtained through observation, interviews, and documentation studies. The results of this study indicate that village fund management, in the government of Sardonoharjo village before the Covid-19 pandemic, prioritized the use of village funds for village strategic program activities that were cross-sectoral in nature. The activity program is both physical and non-physical development. For physical development, the Sardonoharjo Village government focuses on repairing and maintaining infrastructure for the most basic needs of village communities, such as water irrigation, roads, lighting, village economic stalls, agricultural business development, while non-physical programs or activities The Sardonoharjo Village Government prioritizes service program activities that are basic services. which directly brings benefits to improving the economy and quality of life of village communities such as public health, improving the economy through the development of superior village products, and others. before the Covid-19 pandemic, the use of village funds during this pandemic was used for non-physical program activities, while development activities of a physical nature were abolished which focused on the economic recovery of rural communities, in the form of providing direct village cash assistance (BLT), and revitalizing village-owned enterprises.

Abstract

The role of social welfare workers (TKSK) in sub-districts aims to make the distribution of aid from the government to poor families and recipients of the Family Hope Program in Sewon sub-district a success. This is the key to community welfare in Sewon Subdistrict This study aims to determine the role of the sub-district Social Welfare Workers (TKSK) in the implementation of the family hope program to help people with Social Welfare Problems, and to find out what are the supporting and inhibiting factors for the implementation of the role of the District Social Welfare Workers (TKSK) in facilitating People with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) has not played a good role in facilitating communities with Social Welfare Problems in Sewon sub-district and also assistance. This happened because of the limited ability of the Subdistrict Social Welfare Workers (TKSK) in dealing with communities with Social Welfare Problems in collaboration between the sub-district TKSK Social Welfare Workers and the government, PKH Coordinators, TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or Social Services is the Family Hope Program (PKH).

Abstract

This research examines waste management in Sleman Regency. This problem is interesting to research because due to the lack of waste management carried out by the government. The task of the Sleman Regency government is to invite the community to participate in incentive and disincentive programs. Providing incentives and disincentives according to the needs of the community is expected to influence waste management in Sleman Regency by using the participation of the community itself. Therefore, this research is intended to determine the effectiveness of the incentive and disincentive program of the local government of Sleman Regency as a waste management strategy. To examine these problems, researchers used the theory of program effectiveness according to Van Meter and Van Horn. This study uses descriptive qualitative methods through observation, interviews, and documentation studies. The results of the study show that the incentive and disincentive program is a waste management strategy in Sleman Regency, because it meets the existing criteria and implementers and other waste management parties say that this program helps in waste management. From this research, it was found that the driving factors in the success of this program include this program being accepted by many parties and flexible program implementation. There are also inhibiting factors in running this program including this program has not been structured in detail and has not been well socialized to the community, and there is also no special unit tasked with incentives and disincentives as a waste management strategy in Sleman Regency.
