Abstract

This is descriptive research that describes the characteristics of the population or phenomenon being studied. So that this one research method is the main focus is to explain the object of research. The purpose of this study is to try to reduce the number of vehicles that use the DI road. The research method focuses more on discussing why an event or phenomenon occurs. The results described the construction of the fly over at the Ramayana intersection in Tanjungpinang City is a design whose goal is to try to prevent traffic jams from occurring at that location and to make travel time efficient so as to minimize the impacts such as wasted time due to traffic jams.

Abstract

Developing a smart public street lighting system involves the integration of advanced technologies to improve energy efficiency, reduce operational costs, enhance safety, and enable intelligent functionalities. This research discusses the planning and evaluation of the development of a smart public street lighting system in the Batam City area with the aim of increasing the sustainability of the smart city. The research method used is a case study to gain an in-depth understanding of existing lighting systems and involve relevant stakeholders, such as local governments, technical experts and local communities. The evaluation results show that the development of a smart public street lighting system has a positive impact on the sustainability of smart cities, increasing energy efficiency, safety and community participation. The integration of local wisdom and maritime aspects in planning intelligent public street lighting systems also makes an important contribution to the identity and sustainability of Batam City. This research recommendations for further development, strengthening local wisdom, collaboration and partnerships with the private sector, as well as expanding implementation to other regions.

Abstract

Batam City is one of the developing citiesBus Rapid Transit (BRT) as a mode of mass transportation for the community. Bus Rapid Transit (BRT) operations began in 2004. The existence of the Trans Batam Bus is still less popular with the public because other modes of transportation are easier to use as daily public transportation. Apart from that, the use of private vehicles is still high in Batam City. Trans Batam buses are provided as an integrated mode of transportation to serve the community and provide comfortable, safe facilities and prioritize safety. This research aims to identify the performance of the Trans Batam Bus transportation system based on the SPM for Road-Based Mass Transport (Permen No. 27 of 2015). The research method uses a questionnaire as a research instrument with data processing using scoring (Likert Scale). Multiple linear regression analysis method to determine the magnitude of performance. The sample was 99 respondents who used Trans Batam services. The research results show that aspects that are considered good and efficient according to public perception are busway facilities (0.748), integration with other transportation systems (0.413), and punctuality (0.233). The results of statistical calculations show that there is an influence of public interest of 72.5% on the performance of Bus Rapid Transit (BRT) with the aspects that have the most significant influence, namely security and safety.

Abstract

Road maintenance through the addition of surface layer thickness is costly because it involves the use of various and large amounts of materials, labor, and tools. The use of slurry seals can improve pavement uniformity by reducing roughness and grooves, covering the pavement surface, and repairing roughness without the need for resurfacing. In this research, bagasse ash was used as a filler in the slurry seal mixture, and several tests were carried out including consistency test, setting time test, and Marshall Test. The addition of bagasse ash by 25% to 100% in the slurry seal mixture shows an influence on the decreasing consistency value, due to the characteristics of bagasse ash which tends to absorb water. In addition, the setting time becomes faster due to the increased workability of the mixture and the bonding reaction between cationic emulsion asphalt with cement filler and bagasse ash which accelerates the bonding process. The Marshall test results showed an increase in stability value caused by the silica (SiO₂) content in bagasse ash. Meanwhile, the flow value decreased due to the larger volume of bagasse ash granules, which filled the gaps between aggregates and made the mixture denser with lower deformation.

Abstract

Sexual violence is an increasingly prevalent crime in Indonesia. Article 16 of Law Number 12 of 2022 on Criminal Acts of Sexual Violence states that, in addition to imprisonment, fines, or other criminal penalties as outlined in the Law, the judge is required to determine the amount of restitution for criminal acts of sexual violence that carry a sentence of four years in prison or more. One form of compensation available to victims of the criminal acts of sexual violence is restitution payments made by the defendant. However, many Panels of Judges still deny cases of the criminal acts of sexual violence restitution, particularly in verdicts where the defendant faces a four-year sentence or more. Several reasons explain why judges do not determine restitution payments by the defendant to the victim: the first is bias regarding the amount of compensation for victims in the judge’s decision; the second is that the request for payment restitution must be formally submitted; and the third concerns how to reformulate the determination of restitution in sexual violence cases (a comparison of Indonesia and the Netherlands).

Abstract

Pengabdian kepada Masyarakat (PKM) merupakan bagian dari Tri Dharma Perguruan Tinggi yang bertujuan untuk memberikan kontribusi nyata melalui implementasi keilmuan kepada masyarakat. Program PKM ini dilaksanakan di Kampung Tua Teluk Mata Ikan, Kecamatan Nongsa, Kota Batam, yang menghadapi permasalahan keterbatasan pemahaman dan keterampilan masyarakat dalam pengelolaan air, minimnya sistem drainase, serta ancaman pencemaran dan intrusi air laut. Kegiatan ini bertujuan memberikan edukasi, penyuluhan, serta pelatihan teknis mengenai pengelolaan air berbasis teknologi sederhana tepat guna berupa sumur resapan dan lubang biopori. Metode pelaksanaan meliputi survei awal, pemetaan masalah, diskusi partisipatif, sosialisasi, serta pelatihan praktik. Hasil kegiatan menunjukkan peningkatan signifikan pemahaman masyarakat terkait hubungan antara pengelolaan air, kualitas air tanah, kesehatan, dan sanitasi lingkungan. Masyarakat menunjukkan antusiasme tinggi dalam mempelajari teknis pembangunan konstruksi teknologi sederhana sumur resapan dan lubang biopori, serta mulai menginisiasi terbentuknya kelompok masyarakat untuk menerapkan konstruksi tersebut di fasilitas umum warga. Pendampingan lebih lanjut nantinya akan tetap diperlukan ketika praktek pelaksanaan pembangunan konstruksi akan dilakukan. Hal ini menegaskan pentingnya keberlanjutan program edukasi dan pendampingan, dengan sinergi antara perguruan tinggi dan masyarakat guna menjaga kualitas lingkungan pesisir, meningkatkan sanitasi, serta mencegah potensi bencana geologis.

Abstract

Purpose: The rapid population growth in Batam City has increased traffic mobility, creating a demand for durable road pavement materials. Asphalt concrete, composed of bitumen and graded aggregates, depends on interlocking aggregate grains and filler as mortar for strength. This study evaluates the feasibility of using soil (silt) as a filler material, limited to 2%, in asphalt concrete mixtures. Methodology/approach: An asphalt concrete mixture was designed with soil filler and tested in the laboratory to determine optimal aggregate composition and specific gravity for each fraction. The mixture followed SNI, AASHTO, and ASTM standards, with analyses including aggregate gradation and density measurements for coarse, fine, and filler fractions. Results/findings: The optimal composition consisted of 31.55% coarse aggregate, 55.87% fine aggregate, and 6.88% filler. Specific gravity values were 2.632 g/cm³ for coarse aggregates, 2.615 g/cm³ for fine aggregates, 2.510 g/cm³ for rock ash aggregates, and 2.316 g/cm³ for soil fillers. All test results met standard specifications, indicating that soil filler can be effectively used in asphalt concrete mixtures. Conclutions: Asphalt concrete with 2% soil filler meets engineering standards and is suitable for road pavement construction in high-traffic areas. Limitations: This study only assessed soil filler up to 2% and focused on laboratory-scale tests. Field performance and long-term durability were not analyzed. Contribution: The findings provide an alternative, cost-effective filler material for asphalt mixtures, supporting sustainable road construction using locally available soil resources.

Abstract

Purpose: Highways are one of the main infrastructures in the country's development. On remote and outermost islands there are access barriers to asphalt pavement units (amps). The application of CPHMA (Cold Paving Hot Mix Asbuton) technology is one of the main options to overcome this problem. Methodology: The test showed that asphalt content from 0.5% to 2.0% improved stability and met flow requirements, while 2.5% exceeded flow limits and reduced stability. Result: The test results for other Marshal characteristics namely MQ, VFB, VIM, and VMA meet the specifications used. At the addition of asphalt content of 0.5% - 2.5%, the values of MQ, VFB, and VMA increased along with the increase in the addition of asphalt content. On the other hand, the VIM value decreased with increasing asphalt content. From the test results, it is known that the optimum penetration value of asphalt 60/70 is 1.25%. Conclusion: Adding 60/70 penetration asphalt at 0.5%–2.0% improves Marshall characteristics, with an optimal content of 1.25%. Limitation: Tests were limited to laboratory conditions and did not reflect actual traffic performance. Abstract

Kota Batam, Provinsi Kepulauan Riau, telah menunjukkan laju pertumbuhan demografis dan kebutuhan hunian yang signifikan. Berdasarkan Sensus Penduduk 2020, jumlah penduduk Batam mencapai sekitar 1.196.396 jiwa, dan estimasi pertumbuhan populasi hingga pertengahan 2024 meningkat menjadi sekitar 1,29 juta jiwa. Persentase penduduk yang berada dalam usia produktif (15-64 tahun) mencapai sekitar 70,31%, mencerminkan potensi bonus demografi yang besar di wilayah tersebut. Kebutuhan hunian vertikal seperti apartemen menjadi semakin mendesak akibat beberapa faktor: migrasi ke Batam untuk pekerjaan industri, ketersediaan lahan yang terbatas, dan pengaruh perkembangan ekonomi Singapura yang meningkatkan permintaan residensial di daerah sekitarnya. Sementara persentase penduduk miskin di Batam pada Maret 2022 adalah 5,19%, yang meskipun relatif rendah dibanding beberapa wilayah lain, tetap menunjukkan adanya lapisan masyarakat yang memiliki keterbatasan daya beli hunian. Penelitian ini dimaksudkan untuk menganalisis efisiensi biaya dan waktu pelaksanaan pekerjaan pelat lantai beton pada Gedung Baloi Apartement dengan menerapkan metode Half Slab (precast) dibandingkan metode cast in situ (konvensional). Dengan latar belakang tingginya kebutuhan hunian vertikal dan kondisi demografis Batam yang mempercepat permintaan, studi ini memungkinkan pengambilan keputusan teknik konstruksi yang lebih optimal. Dengan menggunakan data populasi dan kebutuhan hunian sebagai motivasi, penelitian ini diharapkan memberikan gambaran seberapa besar penghematan waktu dan biaya yang dapat dicapai jika metode precast Half Slab diadopsi, termasuk implikasi terhadap penyediaan hunian yang lebih cepat dan terjangkau di Batam.
