Abstract

This paper aims to examine the factors inhibiting stakeholder collaboration in Meko marine tourism governance in Pledo Village, Witihama District, East Flores Regency. This study is also directed to offer the concept of Collaborative Governance from Ansell and Gash which includes indicators of face to face dialogue, trust building, commitment to process and shared understanding, as a middle way to unravel governance problems. This research uses a qualitative research method with a case study approach to analyze the problems of governance of the Meko Marine tourism area in Pledo Village, Witihama District, East Flores Regency. The results found that the failure of collaboration between stakeholders in Meko was caused by a number of factors, such as no party appearing as an initiator of collaboration, polemics over land status and mutual suspicion from stakeholders. The failure of collaboration has an impact on the lack of development to support Meko's marine tourism attractions and also raises governance problems due to limited reliable human resources. The concept of Collaborative Governance can be seen as an ideal middle ground to overcome Meko's tourism governance problems. The success of face-to-face dialog involving all actors is an entry point for the creation of mutual trust, the development of actors' commitment to collaborate and a shared understanding of the goals to be achieved from the collaboration process. This collaboration model not only contributes to solving the problem of collaboration between stakeholders or the issue of land status of the Meko marine tourism area, but more than that the concept of Collaborative Governance gives significance to the transformation of Meko into a leading tourist destination in the future.

Abstract

ABSTRAK Pengabdian ini dilakukan di Desa Pledo Kecamatan Witihama Kabupaten Flores Timur. Kegiatan ini dilakukan menyusul fakta bahwa masih banyak anggota BPD yang belum memahami secara detail Tupoksi BPD dan minimnya keterampilan teknis penyusunan Perdes. Dari pengamatan dan wawancara awal, diketahui bahwa kurang produktifnya BPD disebabkan oleh sejumlah faktor, antara lain kualitas SDM, kurangnya wawasan dan pengetahuan dan minimnya keterampilan teknis-administrasi. Kegiatan ini bertujuan untuk memberikan informasi dan pengetahuan tentang fungsi legislasi bagi anggota BPD Pledo demi peningkatan pengetahuan dan keterampilan teknis anggota BPD dalam merumuskan dan menetapkan Perdes. Tim PkM yang terdiri dari dosen Fakultas Ilmu Sosial dan Ilmu Politik yang berjumlah 3 orang. Hasil evaluasi pre test dan post menunjukan terjadinya peningkatan pengetahuan dan pemahaman dari para peserta tentang perumusan dan penetapan Perdes. Kata Kunci: Sosialisasi, Fungsi Legislasi, Peraturan Desa, BPD  ABSTRACT This service was conducted in Pledo Village, Witihama Sub-district, East Flores Regency. This activity was carried out following the fact that there are still many BPD members who do not understand in detail the Tupoksi of the BPD and the lack of technical skills in drafting Perdes. From initial observations and interviews, it was found that the lack of productivity of the BPD is caused by a number of factors, including the quality of human resources, lack of insight and knowledge and lack of technical-administrative skills. This activity aims to provide information and knowledge about the legislative function for members of the Pledo BPD in order to increase the knowledge and technical skills of BPD members in formulating and stipulating Perdes. The PkM team consisting of 3 lecturers from the Faculty of Social and Political Sciences. The results of the pre-test and post evaluation showed an increase in the knowledge and understanding of the participants about the formulation and stipulation of Perdes. Keywords: Socialization, Legislation Function, Village Regulation, BPD

Abstract

This study was designed with a focus on the adoption of Indigenous Public Administration (IPA) values in the development of Indonesian public administration theory and practice, especially in the economic policy sector. This study aims to evaluate and critique the practice of Western Public Administration (WPA) in implementing the traditional market revitalization program and describe the local wisdom value of Gelu Epen practice as a revitalization model. The method used is qualitative with a descriptive approach. Data collection techniques through interviews, observations and documentation. Data analysis techniques are carried out by data reduction, data presentation and drawing conclusions. This study found four important things. First, the traditional market revitalization program by the government is often criticized for focusing on organizing and developing market buildings, rather than improving the economy, organizing market management and preserving local cultural heritage. Second, the factors causing the failure of the revitalization program include: the intervention of WPA practices, strong government dominance and the neglect of participation from local social and economic institutions. Third, the success of the revitalization of the Waiwuring traditional market cannot be separated from the government's efforts to revive the Gelu Epen (barter) tradition which is a local cultural heritage of Lamaholot. Fourth, the values, norms and principles of Gelu Epen practice such as equality or justice (Ha'ma), mutual trust (No Keni'ine), kinship (Haba Breun) and tolerance (Onga Arep), are maintained to maintain the achievement of the economic and social functions of the Waiwuring market.

Abstract

This study aims to explore and analyze whether the village government can make and implement village regulations based on local knowledge as a basis for improving and enriching the quality of village regulations. So far, the process of making village regulations has focused more on the formal legal aspects and tends to ignore local values and aspirations of the wider community. As a result, the village regulation products stipulated in several villages in Witihama District do not have a solid basis of social legitimacy and broad support from the village community. This study uses a qualitative descriptive method with in-depth interview (FGD) data collection techniques, observation and documentation to reveal the values contained in the Bau Lolon rite that can be integrated into the process of making village regulations. The results of the study show that the policy model for making village regulations through the Bau Lolon local wisdom approach can achieve successful implementation because it focuses more on community needs and receives social support. In conclusion, incorporating local wisdom such as the Bau Lolon ritual in policy processes is not merely symbolic but a strategic step towards more inclusive, culturally grounded, and sustainable village governance.

Abstract

Pendidikan politik memiliki peran strategis dalam meningkatkan kesadaran masyarakat desa akan pentingnya demokrasi yang bersih dan bebas dari politik uang. Politik uang sering kali menjadi hambatan bagi terciptanya pemilu yang adil dan transparan, terutama di wilayah pedesaan, di mana akses informasi dan pemahaman tentang proses politik mungkin terbatas. Pengabdian ini bertujuan untuk mengeksplorasi bagaimana pendidikan politik dapat menjadi alat yang efektif dalam mencegah praktik politik uang melalui gerakan masyarakat desa. Dengan menggunakan metode pengabdian tahap persiapan yang terdiri dari: A.Koordinasi dengan Mitra terdiri dari pertama Kepala Desa Babokerong dan Perangkat Desa,warga desa bobokerong sebagai sasaran dan bawaslu kota kabupaten lembata sebagai narasumber.kedua penyusunan keseluruhan materi. B.tahap pelaksanaan terdiri dari penyampaian materi,diskusi dan penutup. Hasil penelitian menunjukkan bahwa pendidikan politik yang dilakukan secara partisipatif dan berkelanjutan mampu meningkatkan pemahaman warga desa mengenai dampak negatif politik uang terhadap pembangunan desa dan kualitas pemimpin yang terpilih. Gerakan masyarakat desa yang berfokus pada pemberdayaan dan pengetahuan politik juga terbukti efektif dalam menekan potensi terjadinya politik uang, terutama menjelang pemilu. Dengan demikian, diperlukan upaya kolaboratif antara pemerintah, lembaga pendidikan, dan organisasi masyarakat sipil untuk menyelenggarakan pendidikan politik yang terarah dan berkelanjutan. Implikasi dari penelitian ini menunjukkan bahwa gerakan masyarakat berbasis desa memiliki potensi besar untuk menjadi motor penggerak dalam menciptakan pemilu yang lebih jujur dan adil.

Abstract

ABSTRAK Pengabdian ini dilakukan di Desa Sandosi Kecamatan Witihama Kabupaten Flores Timur. Kegiatan ini dilakukan menyusul fakta bahwa Karang Taruna Nubun Tawan Desa Sandosi yang dibentuk pada tahun 2018 ini mengalami stagnasi. Berdasarkan hasil pengamatan awal diketahui bahwa ada tiga masalah yang menjadi faktor penyebab, yakni: belum optimalnya pembinaan dari Pemerintah Desa, rendahnya kemampuan tata kelola organisasi oleh badan pengurus; dan rendahnya partisipasi anak muda. Situasi ini berdampak terhadap tingkat apatis yang tinggi dari mayoritas anak muda dalam pembangunan desa, baik secara perorangan maupun secara kelembagaan melalui Karang Taruna. Kegiatan ini bertujuan untuk memberikan input pengetahuan kepada pemerintah desa tentang pentingnya pembinaan melalui model transformatif kepada pemerintah desa, melakukan pendampingan terhadap pengurus dan anggota akan pentingnya tata kelola organisasi dan sosialisasi pentingnya partisipasi pemuda dalam pembangunan desa seperti yang diamanatkan Peraturan Menteri Sosial Nomor 25 Tahun 2019. Kegiatan ini berhasil meningkatkan pemahaman pemerintah Desa Sandosi dan masyarakat tentang pentingnya penguatan kelembagaan Karang Taruna Nubun Tawan sebagai wadah aktualisasi anak muda. Disamping itu Tim PkM juga memberikan pendampingan tentang tata kelola oragnisasi seperti membantu menyusun draft Visi, Misi, Tujuan dan Program Kerja Karang Taruna. Kata Kunci: Penguatan Kelembagaan, Karang Taruna, Partisipasi Pemuda  ABSTRACT This service was conducted in Sandosi Village, Witihama Sub-district, East Flores Regency. This activity was carried out following the fact that the Nubun Tawan Youth Organization of Sandosi Village, which was formed in 2018, had stagnated. Based on the results of preliminary observations, it is known that there are three problems that are causal factors, namely: not optimal guidance from the Village Government, low organizational governance skills by the governing body; and low youth participation. This situation has an impact on the high level of apathy of the majority of young people in village development, both individually and institutionally through Karang Taruna. This activity aims to provide knowledge input to the village government about the importance of coaching through a transformative model to the village government, mentoring the board and members on the importance of organizational governance and socializing the importance of youth participation in village development as mandated by the Minister of Social Affairs Regulation Number 25 of 2019. This activity succeeded in increasing the understanding of the Sandosi Village government and the community about the importance of strengthening the Karang Taruna Nubun Tawan institution as a forum for youth actualization. In addition, the PkM Team also provided assistance on organizational governance such as helping to draft the Vision, Mission, Goals and Work Program of Youth Organization.  Keywords: Institutional Strengthening, Youth Organization, Youth Participation.
