Abstract

Bullying is defined as the abuse of power by an individual or group against a weaker party, which causes physical, psychological or social suffering to the victim. Based on Law Number 35 of 2014, bullying against children is a criminal act with heavy legal sanctions. A case study of students in Kediri who died as a result of abuse at the Islamic boarding school shows the serious impact of bullying. This research uses normative juridical methods to analyze regulations and legal protection for victims of bullying, as well as legal implications for perpetrators who are still minors. The findings show that lack of supervision and wrong parenting patterns contribute to the high number of bullying cases in Islamic boarding schools. To prevent similar incidents, a restorative justice approach and collaboration between the government, schools and the community is needed to protect children from violence.

Abstract

The BLT Program is a government effort to reduce poverty levels and improve social welfare by providing financial assistance to economically disadvantaged and vulnerable families. This study aims to assess the effectiveness of implementing the BLT Program in achieving these objectives, as well as to explore the correlation between this policy and Indonesia's legal framework in the context of achieving Sustainable Development Goal (SDG) No. 16, which pertains to peace, justice, and institutional strengthening. The method used is a literature review with a descriptive analytical approach, examining secondary data from various reliable sources. Findings from this research indicate that while BLT helps alleviate the burden on impoverished communities, there are challenges in its implementation, including delays in distribution and inaccuracies in target determination. To optimize the benefits of BLT, improvements in distribution mechanisms, inter-agency coordination, and stricter monitoring are necessary.

Abstract

The equitable development of infrastructure is a crucial aspect for achieving the Sustainable Development Goals (SDGs). However, in certain regions such as Lampung, inequalities still exist in the utilization of infrastructure development outcomes. This article aims to analyze the role of dialogic development communication in maximizing the utilization of uneven infrastructure development in Lampung, as well as how the implementation of these development outcomes can support the achievement of sustainable development. Using a literature review method, the article explores two key questions: how the role of dialogic communication ensures the participation of local communities and governments in the utilization of infrastructure, and how the existing infrastructure in Lampung can be more evenly implemented to support SDG achievement. Based on the analysis, dialogic communication serves as a medium that enables the exchange of information and ideas among stakeholders, thereby enhancing community involvement in decision-making related to infrastructure use. Furthermore, participatory implementation is considered a key step in addressing development inequality, strengthening social inclusion, and optimizing the benefits of development for all societal groups.

Abstract

The mass media has a central role in shaping public opinion through agenda setting and framing mechanisms. This study aims to analyze the news reporting patterns applied by CNN Indonesia, MetroTV, and TVRI with a focus on the aspects of factuality, actuality, and accuracy. Through a content analysis approach, this study compares how the three media present certain issues and how the differences in these approaches have implications for public perception of an event. The results of the study show that each media has different news presentation characteristics: CNN Indonesia prioritizes speed and data visualization, MetroTV tends to be analytical with political nuances, while TVRI emphasizes an educational approach and neutrality. These differences reflect variations in framing information that have the potential to influence public opinion differently. This study is expected to contribute to strengthening media literacy and increasing public awareness of the importance of journalistic integrity in conveying information.

Abstract

The Domestic Component Level (TKDN) policy in government procurement of goods and services is designed as a strategic instrument to strengthen national industry, promote economic self-reliance, and reduce dependence on imported products. However, its implementation raises complex issues between the interests of industrial protection and the principles of fair business competition as regulated under Law No. 5 of 1999. This research employs a normative juridical method with statutory and conceptual approaches to analyze the balance between the government’s affirmative policy and the obligation to maintain a fair competitive climate. The findings indicate that the implementation of TKDN often serves as a market entry barrier for small enterprises and creates opportunities for abuse, such as the falsification of TKDN certificates. Therefore, strengthening procurement governance and law enforcement is essential to ensure that the TKDN policy is not misused and remains aligned with the objectives of national economic development. This study recommends cross-institutional synergy, enhanced digital transparency, and strict sanctions for violations to realize a clean and integrity-based government procurement system.
