Abstract

Health is regarded as a basic human need Health is a fundamental right recognized in various international human rights instruments, such as the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. The World Health Organization (WHO) has declared COVID-19 a global public health pandemic on January 30, 2020. Based on the data collected, there are still members of the community who have not received the Covid-19 Booster vaccine even though it is urgently given as an antiviral. Therefore, as part of an effort to increase the coverage of vaccination, it is necessary to implement a Covid-19 public dedication as the fulfilment of the right to health. The method of community-based participatory research (Community Based Participatory Research, CBPR) is implemented. The results of the vaccination activities carried out at Tanjungpura University Faculty of Law can contribute to the vaccine coverage that exists in the community. As for the number of participants of the activity was 172 (one hundred seventy-two) people consisting of 117 (a hundred seventeen) students and 61 (sixty-one) the general public. In addition, there are students and members of the community who have not received the Covid-19 Booster Vaccine while the delivery is very urgent as an anti-virus, even there are those who have never received the vaccine at all.

Abstract

AbstractChildren in Indonesia are protected by the existence of a legal umbrella through Law Number 35 Year 2014 on the amendment of Law Number 23 Year 2002 on Child Protection. One form of legal protection that is regulated is that children should not be exploited economically. However, the reality in the field is that we often see children who are economically exploited by people who only pursue personal gain without caring about the safety, health and education of children. The children are spread out in crowded places, coffee shops, cafes and on the streets in the morning, afternoon, even at night to offer cakes or snacks. The perpetrators of this economic exploitation of children have never been touched by the law even though there are threats of sanctions for the perpetrators, namely criminal sanctions for a maximum of 10 (ten) years and / or a maximum fine of Rp200.000.000,00 (two hundred million rupiah). This research is to find out, explore and examine the factors that have not been implemented law enforcement against perpetrators of child exploitation in Pontianak City (study of children as cake sellers). The approach method used in this research is a sociological juridical approach or socio legal research. The results show that there has never been law enforcement against the perpetrators due to the lack of understanding of the law enforcers themselves on the criminal offence of economic exploitation of children, so that the aspect of justice for children has never been obtained. Law enforcers have been more focused on cases of sexual exploitation of children, even though economic exploitation also has a negative impact on the mental development of children. Therefore, there needs to be concrete steps to tackle the economic exploitation of children to ensure their rights are protected.AbstrakAnak-anak di Indonesia mendapatkan perlindungan dengan adanya payung hukum melalui Undang-Undang Nomor Nomor 35 Tahun 2014 tentang perubahan atas Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. Salah satu bentuk perlindungan hukum yang diatur adalah anak tidak boleh dieksploitasi secara ekonomi. Namun kenyataan dilapangan sering kita melihat anak-anak yang dieksploitasi secara ekonomi oleh oknum yang hanya mengejar keuntungan pribadi tanpa memperdulikan keselamatan, kesehatan dan pendidikan anak. Anak-anak tersebut disebar di tempat-tempat keramaian, warung kopi, café maupun di jalan-jalan pada waktu pagi, sore, bahkan sampai malam untuk menawarkan kue atau jajanan.Terhadap pelaku eksploitasi anak secara ekonomi ini tidak pernah tersentuh hukum padahal sudah ada ancaman sanksi bagi pelakunya yaitu sanksi pidana paling lama 10 (sepuluh) tahun dan/atau denda paling banyak Rp200.000.000,00 (dua ratus juta rupiah). Penelitian ini untuk mengetahui, menggali dan mengkaji faktor-faktor belum dilaksanakannya penegakan hukum terhadap pelaku eksploitasi anak di Kota Pontianak (studi terhadap anak sebagai penjual kue). Metode pendekatan yang dipergunakan dalam penelitian ini adalah pendekatan yuridis sosiologis atau sosio legal research. Hasil penelitian menunjukkan bahwa belum pernah adanya penegakan hukum terhadap pelaku disebabkan karena kurangnya pemahaman para penegak hukum itu sendiri terhadap tindak pidana eksploitasi anak secara ekonomi, sehingga aspek keadilan terhadap anak tidak pernah mereka dapatkan. Penegak hukum selama ini lebih berfokus pada kasus eksploitasi anak secara seksual, padahal eksploitasi ekonomi juga berdampak buruk terhadap perkembangan mental anak. Oleh karena itu, perlu ada langkah konkret untuk menanggulangi eksploitasi anak secara ekonomi guna memastikan hak-hak mereka tetap terlindungi.

Abstract

Kenakalan remaja di Pontianak, yang mencakup pelanggaran aturan sekolah, kejahatan, penyalahgunaan narkoba, dan pergaulan bebas, mencerminkan fenomena sosial dan psikologis kompleks. Penyebabnya meliputi faktor internal seperti perubahan emosional dan sosial, serta faktor eksternal seperti pengaruh lingkungan dan tekanan teman sebaya. Pontianak, dengan ketimpangan sosial dan ekonomi, turut memengaruhi perilaku remaja. Penelitian menunjukkan pentingnya pemahaman psikologis dan sosial dalam mengatasi masalah ini. Pengabdian Kepada Masyarakat (PKM) di SMA 3 Pontianak bertujuan meningkatkan kesadaran tentang kenakalan remaja melalui pendekatan holistik, melibatkan siswa, guru, dan masyarakat. Kegiatan ini mencakup penyuluhan, workshop, dan peningkatan koordinasi antar stakeholder untuk menciptakan lingkungan sekolah yang aman dan mendukung perkembangan positif. Evaluasi dilakukan melalui wawancara dan antusiasme peserta, dengan harapan program ini dapat memberikan dampak jangka panjang dalam mencegah perilaku negatif dan meningkatkan kualitas pendidikan di Pontianak.
