Abstract

The condition of Pangeran Tirtayasa Road, with a PCI score of 47.04, serves as the background for this paper. This figure indicates the need for an effective maintenance strategy within a limited budget. This limited budget prompted the idea of conducting a performance-based cost optimization study by comparing maintenance alternatives using life cycle cost analysis (LCCA) and the integration of International Roughness Index (IRI) parameters for damage prediction. The method used was secondary PCI data from a survey by Muhammad Zaid (2021), processed with segment homogenization (AASHTO CDA). Two maintenance scenarios (IRI-based and PCI-based) were compared using LCCA with inflation at 2.65% and an interest rate of 4.51%. The results showed that alternative 1 (IRI-based) was more economical (Rp1.03 billion vs. Rp1.61 billion) with a service life of 35 years. This can be recommended by prioritizing routine maintenance (years 4, 6, and 8) and non-structural overlays (year 17).

Abstract

This study aims to compare the accuracy and performance of the ITB-1 Synthetic Unit Hydrograph (HSS) and Gamma-1 Synthetic Unit Hydrograph (HSS) methods in predicting flood discharge in the Deli River Watershed (DAS), Medan, North Sumatra. Historical rainfall data from four observation stations (2007–2021) were used to calculate the design flood discharge with return periods of 2 to 100 years. Hydrological analysis was performed using the Log-Pearson Type III distribution, while hydraulic simulations used HEC-RAS 6.1. The results show that the Gamma-1 method produces a more conservative peak discharge (349,226 m³/s for a 25-year period) than ITB-1 (369,279 m³/s), with a peak time of 4.06 hours (Gamma-1) vs. 11.07 hours (ITB-1). Statistical tests show that Gamma-1 has a NSE >0.65 and a lower RMSE than ITB-1. HEC-RAS modeling confirms that the Deli River's existing capacity is only able to accommodate 10% of flood discharge, necessitating the construction of a 1–4 meter high parapet. This study recommends the use of Gamma-1 for watersheds with hydrological characteristics similar to the Deli River due to its good agreement with empirical data.

Abstract

Sungai Deli terletak di Kabupaten Karo dengan daerah aliran sungai seluas 472 km2 dan panjang 72km, mengalir melintasi Kota Medan Selat Malaka. Sungai Deli mengalami penyempitan atau pendangkalan sehingga menyebabkan kapasitas debit Sungai Deli tidak bisa menampung besarnya debit banjir yang diterima. Tujuan penelitian adalah menganalisis Sungai Deli untuk pegendalian banjir, meliputi analisis hidrologi dengan berbagai metode probabilitas frekuensi, perencanaan debit banjir menggunakan HSS ITB-1 dan HSS Gamma-1.Pada analisis hidraulika menggunakan bantuan software HEC-RAS (Hydrolic Engineering Center River Analysis System) 6.1 dilakukan dari bagian hulu sungai hingga titik outlet banjir, dengan wilayah tangkapan air (catcment area) memiliki luas sekitar 250.01 km2 sepanjang 45km. Hasilnya, kapasitas sungai hanya dapat mengurangi debit banjir sekitar 10%, dengan waktu puncak aliran antara 4 hingga 5 jam. Pada penelitian ini, solusi yang diambil adalah membangun parapet atau tembok penggendali banjir. Tinggi jagaan atau freeboard pada pemodelan ini adalah 0.5 hingga 1meter (maksimum).

Abstract

The Construction Safety Management System (SMKK) reduces work accident rates in the construction industry. Data grouping on construction companies implementing SMKK can provide information regarding its implementation to small and medium contractors in Bandar Lampung. This research uses a quantitative method through a questionnaire. It is statistically processed to obtain the percentage of SMKK implementation and a qualitative method by reviewing based on the Ministerial Regulation of Public Works and Housing Number 10 of 2021, other regulations, and previous research. SMKK contains several indicators: leadership and labor participation, construction safety planning, construction safety support, construction safety operations, and performance evaluation. Evaluation of the implementation of SMKK for small and medium contractors in Bandar Lampung shows that, on average, 49.1% of all indicators still need to be adequately implemented for small contractors. Meanwhile, an average of 61.7% for medium-sized contractors indicates that all indicators have been appropriately implemented. The outcome of this study was concluded with the recommendation that small and medium contractors should conduct SMKK training socialization to increase workers's knowledge, skills, and competencies in implementing SMKK in the construction field.
