Abstract

This study analyzes the political party endorsement strategies leading to the sole-candidate scenario in Batanghari Regency during the 2024 simultaneous regional elections and its implications for democratic quality. While existing literature largely focuses on multi-candidate competition, a significant research gap remains regarding the specific mechanisms of "political cartels" that eliminate local opposition. Using a qualitative case study approach with NVivo 12 Plus, the research identifies that strategic alliances (44.83%), resource considerations (31.03%), and electability (24.14%) were the primary drivers of unanimous endorsements. The findings demonstrate that this "Three-Actor Framework" transforms elections into referendum-style contests, driven by public perception (41.38%) and elite dominance (34.48%) rather than ideological alignment. This research contributes to the field by offering a novel analytical model of how institutional fragility and pragmatic coalition-building, specifically the prioritization of short-term success (41.38%) over cadre development (24.14%), effectively neutralize electoral competitiveness. The study concludes that the "cartelization" of local parties erodes democratic resilience, suggesting an urgent need for regulatory reforms to restore pluralism.

Abstract

This study examines the dynamics of electoral contestation in the 2024 Gubernatorial Election of Jambi Province, focusing on the interaction between formal and informal political forces. The main issue addressed is the lack of a comprehensive understanding regarding the strategic role of the Jambi Malay Customary Institution and the contribution of local elite actors both formal and informal in influencing the election outcome. The objective of this research is to identify and analyze the contribution of local power in determining the direction of electoral political contestation. Employing a qualitative approach with a case study design and elements of narrative research, data were collected through in-depth interviews, document analysis, and field observations. The findings reveal that informal elites such as traditional leaders, religious figures, businesspeople, and former officials possess moral authority and strong patronage networks. Meanwhile, the Malay Customary Institution and ethnic associations function as channels for mobilization based on primordial ties. On the other hand, political parties, local media, and social media play a role in disseminating information and shaping public opinion. The Jambi election reflects a hybrid political landscape in which informal power and formal structures are deeply intertwined. Theoretically, this study enriches local political discourse by highlighting the importance of informal power in electoral democratic practices. Practically, the findings offer strategic insights for candidates, political parties, and election organizers in designing campaign strategies and regulatory approaches that are more adaptive to local power configurations.

Abstract

Continuous Voter Data Updating (PDPB) is a policy designed to maintain the accuracy and integrity of voter lists on a regular basis outside the electoral stages. This study aims to analyze the implementation of the 2025 Continuous Voter Data Updating in Jambi City and to evaluate the supervision carried out by the Jambi City Election Supervisory Agency (Bawaslu) in ensuring the quality of the voter list. This study used a qualitative approach with a descriptive method. The data were collected through in-depth interviews with commissioners and staff of Bawaslu Jambi City, officials of the Jambi City General Election Commission (KPU), and other relevant stakeholders, supported by documentation studies of laws and regulations, supervisory reports, and other electoral documents. The data were analyzed using the interactive model of Miles and Huberman, which consisted of data reduction, data display, and conclusion drawing, while data validity was ensured through source and method triangulation. The results show that the implementation of the 2025 PDPB in Jambi City has procedurally been carried out regularly and in accordance with existing regulations, but substantively it has not been fully optimal. There are still inconsistencies in voter data caused by delays in updating death records, changes of domicile, the lack of optimal data integration among institutions, and low public participation in reporting data changes. Bawaslu Jambi City has performed preventive and corrective supervisory functions through data examination, field spot checks, the provision of corrective recommendations, and the receipt of public reports. Such supervision has contributed to improving the accuracy and accountability of the voter data updating process, although its effectiveness remains limited because Bawaslu’s authority is recommendatory in nature and the follow-up actions largely depend on coordination with the KPU and other related institutions. Therefore, strengthening data integration, institutional coordination, and public participation is necessary to ensure the sustained quality of the voter list.

Abstract

This study examines how the General Election Commission (KPU) of Jambi City developed responsiveness and coordination in verifying support for prospective candidates for the Regional Representative Council of the Republic of Indonesia (DPD RI) in the 2024 General Election. The study is grounded in the importance of support verification as a stage that determines the validity of independent candidacy, as well as in continuing problems related to data accuracy, procedural consistency, inter-organizational coordination, and the use of the Candidate Information System (SILON). This research employed a qualitative approach with a case study design. Data were collected through semi-structured interviews, document analysis, and limited observation, and were analyzed through data reduction, data display, and conclusion drawing. The findings show that support verification in Jambi City functioned not merely as an administrative procedure, but also as a practice of electoral governance that required rapid response, procedural accuracy, and consistent coordination among implementing actors. The responsiveness of KPU Jambi City was reflected in its prompt handling of verification findings and its provision of space for clarification, while coordination functioned as a mechanism for aligning work processes and controlling the quality of decisions. SILON contributed to administrative organization and data traceability, but its effectiveness remained dependent on operator capacity, technical readiness, and institutional coordination. This study concludes that the quality of support verification is determined not only by formal compliance with regulations, but also by the institutional capacity of election administrators to translate rules into responsive, coordinated, and accountable practices.

Abstract

Penelitian ini mengkaji bagaimana media Kompas membingkai pemberitaan terorisme, khususnya terkait perekrutan anak dan pelajar melalui ruang digital. Pergeseran pola radikalisasi ke media sosial dan gim daring menjadikan anak sebagai kelompok yang rentan terhadap paparan ideologi ekstrem. Tujuan penelitian ini adalah memahami bagaimana praktik komunikasi media membentuk konstruksi makna publik terhadap isu radikalisasi digital dan posisi anak dalam wacana terorisme. Penelitian ini menggunakan pendekatan kualitatif dengan analisis framing model Robert N. Entman. Data diperoleh dari enam berita Kompas.com yang terbit pada November 2025 dan membahas isu perekrutan anak oleh jaringan terorisme. Hasil penelitian menunjukkan bahwa Kompas secara konsisten membingkai radikalisasi digital sebagai ancaman serius, menempatkan anak sebagai korban yang harus dilindungi, serta menekankan tanggung jawab negara, keluarga, dan sekolah. Kompas juga menawarkan solusi yang bersifat kolaboratif melalui penguatan literasi digital, regulasi, dan pengawasan sosial.

Abstract

The implementation of agricultural productivity improvement policies is an important effort to increase agricultural production and improve farmers' welfare. Policy implementation is influenced not only by program design and resource availability but also by the interests of actors involved in the implementation process. This study aims to analyze actor interests in the implementation of agricultural productivity improvement policies in Rantau Indah Village, Tanjung Jabung Timur Regency. This research employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving representatives of the Food Crops and Horticulture Office, Agricultural Extension Workers, village government officials, farmer group leaders, and community leaders. The findings indicate that each actor has different interests in policy implementation, reflecting their respective institutional roles, responsibilities, and expectations. These differences influence program planning, coordination, decision-making, and policy execution. Nevertheless, effective communication, collaboration, and coordination among stakeholders contribute positively to minimizing conflicts of interest and supporting policy implementation. The active involvement of farmer groups and agricultural extension workers also strengthens the dissemination of agricultural innovations and encourages community participation in improving productivity. The study concludes that actor interests constitute an important factor influencing the implementation of agricultural productivity improvement policies in Rantau Indah Village. Therefore, strengthening stakeholder collaboration, improving institutional coordination, and ensuring transparent communication are essential to achieving sustainable agricultural development and enhancing farmers' welfare.

Abstract

This study aims to analyze the political culture of the community in supporting the implementation of social assistance programs in Rantau Indah Village, Tanjung Jabung Timur Regency. This research employed a descriptive qualitative approach to understand community political culture through cognitive, affective, and evaluative orientations toward social assistance programs. Data were collected through interviews, observations, and documentation involving village officials, RT/RW leaders, and social assistance beneficiaries. The findings indicate that community political culture plays an important role in supporting the implementation of social assistance programs. In the cognitive aspect, most people understand the existence and objectives of social assistance, although some still have limited understanding of beneficiary criteria. In the affective aspect, the community shows trust in village officials despite perceptions of inequality in aid distribution. Meanwhile, the evaluative aspect reflects community participation in supervision and feedback. Overall, community political culture tends to be participatory in supporting social assistance implementation. The study also reveals that transparent communication, active community involvement, and accountability of village authorities contribute significantly to strengthening public trust and improving the effectiveness of program implementation. Community participation in monitoring and evaluating the distribution process helps minimize potential conflicts and encourages greater transparency. These findings suggest that strengthening political awareness, enhancing public access to information, and promoting participatory governance are essential to ensure that social assistance programs are implemented fairly, effectively, and sustainably while improving community welfare and reinforcing good local governance practices.
